About this file

This is a Technical Evaluation Scoresheet for a Request for Proposals (RFP) issued by the Utah State Board of Education (USBE) for a Formative Writing Tool system. The solicitation number is USBE-CC26335-RFP, and the procurement seeks an integrated formative online writing system for students in grades 3 through 12. The resulting contract is anticipated to be for approximately five years, with USBE retaining the right to terminate at any time in accordance with standard terms and conditions. The scoresheet establishes mandatory minimum requirements that all proposals must satisfy, including response to all required questions, demonstrated ability to meet the Scope of Work, compliance with Sections 504 and 508 of the Rehabilitation Act, protection of student-level data, and acknowledgment of formative assessment requirements.

The evaluation framework allocates 70 percent of total points (590 points from a possible 840) to technical criteria and 30 percent (250 points) to cost evaluation. Technical scoring is distributed across eight categories: Formative Assessment Requirements, Required System Components, Feedback System Components, Reporting, System Technical Specifications, Scoring, Accessibility/Accommodations, and Management and Personnel. Proposals must achieve a minimum of 65 percent of technical points (383.5 points) to be deemed responsive. Cost points are calculated using a formula in which the lowest-cost offeror receives 100 percent of price points, while other offerors receive points proportionally based on their cost relative to the lowest cost; any offeror whose proposed cost exceeds 200 percent of the lowest cost receives no cost points. The maximum contract award is $2.2 million, with an overall evaluation threshold of 65 percent of total possible points (546 points) required for contract award.

* USBE will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest total cost over 3 years. The offeror with the Lowest Total Cost will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Total Cost is than the Lowest Total Cost. An offeror whose Proposed Total Cost is more than double (200%) the Lowest Total Cost will receive no points. The formula to compute the points is: Cost Points x (2- Proposed Total Cost/Lowest Total Cost).
