About this file

This is a Three-Year Cost Proposal Form for Grounds Maintenance Services issued by the State of Utah Division of Facilities Construction and Management (DFCM) for grounds maintenance, landscaping, and lawn care services at Cedar City Courthouse, Workforce Services, and DNR facilities. The solicitation requests bids for routine grounds maintenance services including spring clean-up and preparation, fall clean-up and preparation, fertilization, annual flower planting, flowers with cost-plus fees, and sprinkler repair. Contractors must submit cost proposals for all three contract years, with pricing structured as hourly rates, lump sum fees, or percentage-based fees depending on the service category. The contract term is three years.

Contractors are required to complete all yellow cells in the cost proposal form, selecting either hourly rates or flat fees for each service line item as applicable. The evaluation methodology ranks contractors by service line item based on lowest proposed cost, with the lowest-cost bidder receiving maximum points for that item and subsequent bidders receiving points on a ten-percent spread scale. Maximum point allocations by service line are as follows: Past Performance Rating (20 points), Spring Clean-up and Preparation (20 points), Fall Clean-up and Preparation (20 points), Routine Grounds Maintenance Including Year Round Services (8 points), Fertilization per Application (4 points), Annual Flower Planting Hourly Rate (4 points), Flowers Cost-Plus Fee percentage (4 points), and Sprinkler Repair Hourly Rate (4 points). For flower plantings with cost-plus fees, contractors must provide only the markup percentage rather than total costs.

Evaluation of Cost Proposals
For each year the cost proposed for each service line item will be averaged to provide one cost. Each service line item will be ranked against other bidding contractors (1,2,3,etc.). For each service line item, the contractor ranked '1' will receive the maximum points for that item. All other contractors will be assigned points with a 10% spread between rankings. Example: The maximum point value for service line item #1 is 20 points. The contractor with the lowest hourly rate will receive a ranking of '1' for that line item and will receive 20 points. The contractor with the second lowest bid will be ranked '2' and will receive 90% of the possible 20 points for that line item, etc. The point values for each service line item are provided below.
