Summary of Invitation to Bid

This is an Invitation to Bid document issued by the State of Utah Division of Facilities Construction and Management (DFCM) for grounds maintenance services at three Cedar City locations: the Cedar City Courthouse, Cedar City Workforce Services Division, and Cedar City DNR facility. The solicitation requests bids for comprehensive grounds maintenance, landscaping, and lawn care services, with the contractor responsible for furnishing all labor, equipment, and supplies to meet DFCM standards. A mandatory meeting and site walk will be held on February 9, 2026, at 11:00 AM at the Cedar City DNR location, with attendance required for bid eligibility. The questions deadline is February 12, 2026, the addendum deadline is February 17, 2026, and bids are due electronically through the U3P website by February 24, 2026, at 3:00 PM. The awarded contractor will be announced on February 25, 2026. The contract term is three years, effective April 1, 2026, through March 31, 2029. The facility manager contact is Ramiro Galvan at 435-619-2787 or rgalvan@utah.gov.

The solicitation uses a standard low-bid procurement process, with DFCM evaluating bids based on pricing to determine the best value to the State, provided the contractor demonstrates satisfactory performance references. Contractors must submit a completed DFCM Grounds Maintenance Cost Proposal Form with pricing for all services. If a contractor has not held a minimum of three DFCM contracts within the past five years, supplementary reference information for comparable non-DFCM contracts must be provided. All contractors must provide proof of current insurance coverage, including workers' compensation, commercial general liability of no less than $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability of $1,000,000 combined single limit if vehicles will be used. Monthly invoicing shall be submitted via email to dfcmap@utah.gov during the first week of each month. DFCM reserves the right to reject any or all bids and may debar noncompliant contractors from consideration for up to three years.
