About this file

This is a scoring sheet for Salt Lake City Corporation's Request for Proposals SLCI26058 for Holiday Lighting and Decoration Services. The evaluation document establishes the framework for assessing contractor proposals for professional services including design, installation, maintenance, removal, storage, and support for holiday lighting, seasonal decorations, and thematic displays for public areas during the holiday season and City-approved special events throughout the year.

The scoring sheet allocates 70 percent of total evaluation points (525 points) to technical criteria and 30 percent (225 points) to cost evaluation, with a combined possible total of 750 points. Technical evaluation encompasses six scoreable criteria weighted between 10 and 25 percent, including the firm's experience and qualifications, subcontracting plans, relevant project experience, special skills or knowledge, detailed work plans, and proposed service approach. Four policy criteria categories—sustainability, disadvantaged business enterprise participation, apprenticeships, and local small business involvement—each carry 1.25 percent weight (6.25 points). Proposals must achieve a minimum threshold of 70 percent of technical points (367.5 points) to advance to cost evaluation. Cost points are awarded based on a comparative formula where the lowest-priced proposal receives 100 percent of available cost points, with other proposals receiving proportional points calculated as the ratio of the lowest proposed price to their proposed price. All proposals must satisfy a mandatory City Ethics Requirement acceptance clause to be considered for evaluation.
