All bidders submitting bids of $100,000 or greater must establish proof of competency and responsibility under the Township's Responsible Contractors Ordinance. Successful bidders must furnish performance and labor/material bonds equal to 100 percent of the contract amount and a maintenance bond of 25 percent of total contract price. Material testing requirements include compaction testing of backfill per Section 02260, concrete testing per Section 03300 with batch design slips, and bituminous paving coring per PennDOT specifications. Contractors must maintain all roads and rights-of-way at level conditions free from holes or impediments throughout contract duration, with Municipality costs for maintenance failures deducted from contractor payments. All dust control procedures, water wagon operation for dust suppression, and staging area restoration to original condition upon project completion are contractor-funded obligations included in unit prices.
