About this file
Summary
This is an Administrative Specifications document for Section 01700 Project Closeout prepared for Upper Darby Township, Delaware County, Pennsylvania, detailing the procedural requirements for completing construction projects. The section establishes a two-stage completion process beginning with substantial completion, wherein contractors must submit written notice accompanied by a comprehensive list of items requiring completion or correction. The Engineer will observe the work within a reasonable timeframe and either concur with substantial completion status or provide written notification of deficiencies requiring remedy. Following contractor correction of noted items, a second observation occurs to verify compliance. Once the Engineer determines substantial completion has been achieved, a letter is issued confirming the status along with a verified and amended list of remaining items. The final observation phase requires contractor certification that Contract Documents have been reviewed, work has been completed in compliance with specifications, equipment and systems have been tested and are operational, and work is ready for final inspection. Similar to the substantial completion process, the Engineer will observe the work promptly and either approve final completion or identify incomplete or defective work requiring immediate remedy and resubmission of certification itemizing corrective actions taken.
The specification establishes financial and administrative consequences for contractor non-performance during closeout, including deduction of Engineer re-inspection fees from final payment should a second observation be necessary due to contractor misrepresentation of completion status. Required closeout submittals include project record documents as detailed in Section 01720, spare parts and maintenance materials as specified throughout the contract documents, and a final accounting statement reflecting all adjustments to the Contract Sum including original contract amount, change orders, allowances, unit prices, deductions for uncorrected work, and re-inspection deductions. The Engineer prepares a final Change Order documenting approved adjustments not previously incorporated, with the contractor submitting a final Application for Payment in accordance with contract conditions upon completion of all closeout requirements.
