Scope of Work

PE18416MR 41 Area Communications Consolidation into Building 4150 (IR Related)

Marine Corps Base Camp Pendleton, CA, 92055

Prepared by: Rolando Garcia, George Martinez, Ron Coder, and Eric Bashaw

May 17, 2021

Estimated Duration:

30 Days-Contract Procurement

30 Days Submittal Review

30 Days Materials Procurement

90 Days Performance of Work Duration

180 Days Total

Background

Justification: This will correct deficiencies in Area Distribution Node 4150, discovered during a field site survey performed by Marine Corps Systems Command - Base Telecommunications

Infrastructure, and will consolidate all outside plant communications cabling from building

410341 into 4150, and allow building 410341 to be demolished in support of the infrastructure reset.

Work Activities: This proposal includes all labor, materials and equipment to perform the following tasks:

Task 1-Class 2 Facility Upgrades ADN 4150 (non-negotiated line items:

1) Main Equipment Room

a) Floors – Install static-dissipative vinyl coated tile (VCT) throughout equipment room interior.

i) Do not seal or clear-coat the VCT.

ii) Membrane material must electrically have bonded to the Telecommunications

Ground Bus Bar (TGB) closest to the tile (floor). Test for continuity and resistivity as described in the 2014 CPR supplement # 271500.

b) Racks – Existing equipment racks need to be electrically isolated from floor and other objects (racks, trays, rebar, etc.).

i) Install isolation pads installed between each rack and the floor.

ii) Mounting hardware needs to be isolated from each rack.

iii) Remove any daisy-chained ground (mechanical lugs) tying one rack to another rack.

iv) Do not remove a single path ground cabling from a rack to the overhead ground cable run if already installed.

v) Important: Use caution around racks with active equipment. Racks may need to be

“floated” during tiling and insulating.

SECTION J

ATTACHMENT J-C.9 SCOPE OF WORK (SEED PROJECT)

c) Cable Distribution Frame Replacement –Provide labor, equipment, and material to remove the existing cable distribution frame within building 4150 (3 racks). Will need to detach and suspend existing cable BET and LEN blocks, including any attached overhead cable trays and ground cables. Replace with a Newton style two-sided 12’L x 3’W x 7’H mainframe. Re-attach suspended blocks and cables. Re-attach frame to over-head cable trays. Provide electrical isolation between racks and trays. Bond ground cabling from frame to single-path ground network running to the TMGB.

d) Seismic Bracing 1 (Zone D compliance) – Replace all cable tray and cable ladder couplers with two-piece, through-hole type. Do not disturb the ground straps/cable that tie sections together. If unavoidable, remove as needed, then re-install exactly as required.

e) Seismic Bracing 2 (Zone D compliance) – as follows.

i) Secure first layer cable trays to equipment racks using 5/8” threaded rod and isolation couplers (typically poly-fiber polymer). Height of first layer cable tray is typically

12” above the rack or cabinet. Second cable tray layer is to be 12” above the first cable tray and is typically secured to the first cable tray layer using 5/8” threaded rod and isolation couplers (can be secured to a rack or cabinet).

ii) Once all cable trays have been secured (with isolation) to the equipment racks and/or cabinets, disconnect any threaded rod connecting a cable tray to any overhead uni-strut member or other equipment that has no isolation and add an isolation coupler.

Note: A rod may be able to be removed entirely if it is supports only a tray and nothing else AND if directly above a tie required from the tray to the rack or the other tray.

f) Grounding and Bonding – Install single path ground cabling and bonding per TIA

607B.

i) Ensure each rack, cabinet, cable tray, and cable ladder has an independent ground cable bonded to a single path ground cable attached to the Ground Bus Bar

(TMGB or TGB).

ii) Coupled cable tray sections are to be bonded together using a ground cable and through-hole lugs using TIA 607B methods).

iii) Re-crimp and/or terminate improperly terminated ground cabling at the TMGB and TGB in vault.

iv) Correctly bond metallic conduits used for ground cabling inside the vault.

v) Test the Vault TGB to ensure is correctly grounded to the facility ground ring.

g) Install Star line Track Busway by Universal Electric UCT3C92S-14-1ADFN-STD

Plug-in for 225A, L630R, 30A 2-pole, quantity of four.

h) Install TRIPP LITE P040-012-P30 Heavy-Duty Power Cord, 20A, 12AWG (IEC-320-

C19 to NEMA L6-30P), quantity of four.

i) Lighting – Replace existing Fluorescent-type overhead lighting fixtures with LED type that can meet the 50 foot-candles or lumens at 30” above floor requirement.

i) All light fixtures must be caged (protected). There are 20 fixtures in main equipment room, 4 fixtures inside the battery room, and seven (7) fixtures inside the cable vault.

ii) Add motion detection sensor inside battery room. Replace manual light switch with neon-type and tie into motion sensor wiring.

iii) Add motion detection sensor inside cable vault. Replace manual light switch with neon-type and tie into motion sensor wiring.

j) Emergency Lighting – There are presently no emergency lighting with the facility.

i) Install emergency lighting inside the main equipment room (2 lights – near main door and near opposing corner), the battery room (1 light), and the cable vault (1 light). Can be part of the existing lighting system or in addition to it.

k) Vault Hatch – Safety poles and chain around the hatch to the cable vault are wobbly and unsafe. Hatch doesn’t completely close

i) Adjust and align vault hatch door.

ii) Remove and replace the existing safety chains and posts mounted around the cable vault hatch.

iii) Install one fixed 36” high floor-mounted hand-rail secured between the hatch opening and the gray equipment rack, and a second one on the side opposite the recessed hatch handle. The rails must have two welded horizontal members spaced about 12” apart forming a hand-ladder to hold onto when climbing up or down from the cable vault.

iv) Install a flanged post at the corner opposite the rails. Minimize tripping hazards from protruding bolts.

v) Install either two detachable 3/8” chains between the post and each fixed rail or two detachable rail tubes.

vi) Note: Do not install fixed railing between cable vault hatch and the wire distribution frame. Must be able to detach as needed and work freely at the wire frame.

l) Emergency Exit – Install a new 36” metal door and frame at the northwest end of the facility to provide for emergency use only (commercial interior push-bar door latch, IDS

BMS). Door can be up to 48” if space allows. Refer to the BEAP for door specifications.

i) Install an illuminated EXIT sign above interior door.

m) Main Room Door – Door doesn’t have a tight seal or close on its own. Need to keep out external elements like water, dirt, and bugs.

i) Replace the weather stripping around the main door.

ii) Replace door threshold wiper and adjust for best fit.

iii) Replace door closer mechanism with a stronger action.

n) Battery Room

i) Note: G6 will contact FMD for bug abatement of the battery room and the main equipment room.

ii) Install a spill containment barrier around battery stacks. Requires removable absorbent material (see OSHA or Hazmat specifications).

iii) Replace unusable and exposed exterior eyewash station with an enclosed station permanent or portable wall–mounted type. May be possible to install portable eye-wash station inside the battery room on the back of the primary door (door must be open to use – keeps water away from batteries). Per OSHA, must be located within a 10 second reach of contamination event.

iv) Replace the weather stripping around the two battery room doors.

v) Replace the threshold wiper on both doors and adjust for best fit.

vi) Install a fine mesh screen or filter over louvered vents in both doors.

2) Equipment Utility Yard

a) HVAC (Exterior) – The drain pipe attached to AC#1 air handling unit is mounted

3”above the slab and crosses the only path to the HVAC circuit breaker box, creating a serious tripping hazard (safety). Two options:

i) Re-route the copper HVAC condensation drainage pipe that runs from AC#1 HVAC unit to a drain located against the building. Must consider slope for the gravity-induced flow.

ii) Add a floor sink or a trough from the HVAC unit’s drainage outlet to the floor drain and re-pipe (consider slope for gravity flow).

b) Missing Gate – Fence section on north side of utility yard was supposed to be a gate, not a fence.

i) Replace chain link fence section with a latching double gate (~135” ID). Pad lock to be supplied by MCIWEST G6 (FMD).

ii) Install new ground rods outside both reusable fence posts.

iii) Bond both posts to ground rods per ANSI J-Std 607. Test continuity for compliance.

c) Grounding and Bonding – Ensure facility and telecommunications ground systems are complete and can be tested for compliance.

i) Ground Ring Inspection Wells (four) around the facility need to be cleaned out

(dirt/mud, dead and living things)

ii) Once cleared of debris, visually check that there is an exothermic bond between the stranded ground ring cable and one or more other strand cables.

iii) Test that the cables are 0 ohms between them. Report to MCIWEST G6 if not 0 ohms.

iv) Install a new ground rod outside right-most front gate’s fence post.

v) Bond gate post to ground rod per ANSI J-Std 607. Test continuity for compliance.

3) Facility Exterior and Lot

a) Main Door – The water management awning located above the main facility door has a large (3” to 4”) gap between the awning and the wall that allows rain water to pour into the room when open.

i) Correct the deficiency with non-rusting flashing or similar.

b) Lot – Excess water from street and driveway flows toward the utility yard and pockets there. Improve water management inside the lot to allow water to flow away from the facility and utility yard. Also, weeds, chuck holes, and collapsing burrows create safety hazards when traversing the lot to the adjacent Com facility. This should be completed after the pathways have been installed).

i) Note: Identify all inspection wells and utility covers located around the facility.

ii) Ensure all covers (water, sewer, monitoring, and inspection wells) are exposed, clear of debris, and marked with color-coded nylon feathers (feathers to remain indefinitely).

iii) Install 5’ concrete walk against the unpaved perimeter of the facility and sloped enough to allow drainage and prevent water pocketing against the facility. Paving can end just past the new utility yard gate. Be sure to provide a separation between the vent duct and concrete on the west side of the building.

c) Monopole Tower – The tower next to the Utility Yard is unstable in the wind and cannot be used as intended. The tower also does not have FAA lighting, not is it wired for it. It has been recently noted that the pole is two-piece instead of a single unit. It is held together by a single bolt that allows the top half to pivot in the wind, causing the entire pole to wobble.

i) Dismantle and remove both tower sections and remove the tower base. (Tower base has direct-buried telecom ground cable, which would also need to be removed.)

Task 2-Install Pathways

4) Replace composite MH-41-1 lid with CPR compliant MH lid.

5) Provide third party utility locating followed by a base utility locate prior to any excavation.

6) Provide labor, equipment, and material to intercept the eight (8) existing 4 inch conduits in accordance with the diagram provided below. The approximate location of the intercept point is 33.289 latitude, -117.441 longitude.

a) Install eight (8) 4 inch conduits from MH-41-0 to the intercept point, approximately 65 feet. Connect these two duct-banks to create a pathway to 4150.

b) Note-One 4 inch duct between 410341 and 4150 may be left connected in order to contain the existing 600 and new 400 pair copper tie cable required to trunk voice from the RCC2 in 410341 until VOIP is installed in FY22-23. Once VOIP is installed these two cables can be demolished and the conduit can be connected during the demo of

410341.

Task 3-Consolidate copper outside plant cabling from building 410341 into building 4150

(negotiated line items):

7) This is a live cutover, during a scheduled service outage. The below listed steps will apply while splicing copper cable during this project:

a) At the OSP splice points, the contractor will use 3M 710 Modular Connectors to half tap existing cable pairs from 410341 to our new cables feeding building 4150.

b) After half tap at the splice points is complete, all services shall be cross connected within

410341 to 4150 via the copper ties and will be wire wrapped back to their original cable pair on the 4486 MDF frame. The contractor will supply the jumper wire.

c) Once all services are verified to be in the correct location the splices will be completed, splice cases closed and flash tested.

d) And end to end test will occur, verifying that all dial tone is on the correct pairs.

e) From the splice points to building 410341, remove old splice cases, copper cables, and cross-connects from the underground pathways and distribution frame in building

410341.

f) Replace any remaining older splice cases in MH-41-0, MH-41-1, and MH-41-6 with new

Preformed Stretch splice cases with three section drillable end plates.

8) Install a 400 pair PE-89 twisted pair copper cable from 410341 to 4150, in the same conduit as CA 41-5, 1-600. These two cables will serve to trunk 1,000 phone numbers from the

RCC2 in 410341 to 4150 and then out into the campus. When the VOIP deployment comes in FY22-23 this cable will no longer be required and will be demolished prior to the demolition of 410341.

a) Terminate on 4486 DP mainframe connectors on both ends, test, label and provide test results. Quantity of eight.

9) Within 410341, perform an audit of existing services on the six cables (6,800 copper pairs) that currently provide telecommunications services to the 41 area campus. These cables are:

a) CA857, 1-1500

b) CA858, 1-900

c) CA859, 1-2000

d) CA3141, 1-600

e) CA4143, 1-600

f) CA4151, 1-1200

i) Also verify the location of the cables within MH-41-1, and MH 41-6.

10) Provide labor, equipment, and material to install sixty-eight (68), 100 pair, 4486 DP Central

Office Protector with plenum-rated tip cables on the double sided mainframe within 4150.

Terminate tip cables in 12” grounded SS splice cases inside cable vault and label appropriately.

11) Coordinate with MCIWEST G6/Plans for proper placement of cable and splice cases in the vault of 4150. Perform transition splices from outdoor rated copper cabling to indoor rated copper cabling. Install splice cases and flash test properly, splice cases will have the following:

a) Maintenance hole supports

b) Fire retardant end plate

c) End plate

d) Splice Cases and Cabling labeled with appropriate cable id

e) Grounded to cable vault halo with correct gauge cabling

12) Install one-2400 Pair, 24 AWG PE-89 copper cable through existing conduit for approximately 420 feet from building 4150, pass through MH41-0 and into MH 41-1. And label the 2400 pair cable with identifier CA4151, 1-1200 and CA4143, 1-600 (1201-1800), CA858, 1-600 (1801-2400).

13) Splice CA4151, 1-1200 and CA4143, 1-600 (1201-1800), CA858, 1-600 (1801-2400) to the new 2400 pair cable according to the splice charts below:

21) Provide labor, equipment, and material to perform and audit of existing services on all 1,728 fiber-optic strands that currently provide all fiber related telecommunications services to the

41 area camp.

a) Also verify the location of the cables within MH-41-1, and MH 41-6.

22) This is a live cutover, during a scheduled service outage. The below listed steps will apply while splicing fiber optic cable during this project:

a) At the OSP splice points, the contractor will arrange and prep the fiber optic cables and splice cases side by side for quick access during the splice.

b) Within 4150, the working strands on the new fiber optic cables will be pre-patched in order to ensure minimal downtime. This includes from trunk to trunk and from cable to end equipment. The contractor will supply the fiber optic patch cords.

c) Once the splices in the manhole occur, all services will be verified at the end user building before splice cases are closed and flash tested.

d) Perform fiber optic testing.

e) From the splice points to building 410341, remove old splice cases, fiber optic cables, and patch cords from the underground pathways and data relay racks in building 410341.

f) Inspect and flash test any remaining splice cases in MH-41-0, MH-41-1, and MH-41-6, replace as necessary.

23) Within 4150, provide labor, equipment, and material to install 12 Corning CCH04U Fiber

Panels with factory polished plenum-rated tip cables on the existing data racks. Terminate tip cables in in appropriate splice cases inside cable vault and label appropriately.

24) Coordinate with MCIWEST G6/Plans for proper placement of cable and splice cases in the vault of 4150. Perform transition splices from outdoor rated cabling to indoor rated cabling.

Install splice cases and flash test properly, splice cases will have the following:

a) Maintenance hole supports

b) Fire retardant end plate

c) End plate

d) Splice Cases and Cabling labeled with appropriate cable id

e) Grounded to cable vault halo with correct gauge cabling

25) Install 2-576 strand SM PE-90 fiber optic cable approximately 420 feet from building 4150 to MH 41-1 through MH 41-0.

26) In building 4150 terminate the 2-576 strand cables using CCH-04U and factory polished connectors according to the splice chart listed below.
