Phase I Environmental Site Assessment for Red Bluff Regional Detention Basin
This is a Phase I Environmental Site Assessment (ESA) report prepared by Terracon Consultants, Inc. for iGet Services LLC and the Harris County Flood Control District (HCFCD) regarding the Red Bluff Regional Detention Basin (C-07) project located at West Fairmont Parkway and Genoa Red Bluff Road in La Porte, Harris County, Texas. The assessment was conducted on August 30, 2021, consistent with ASTM E1527-13 standards and covers approximately 326 acres of undeveloped, wooded land including two adjacent proposed detention basins (B509-04-00 and B509-03-00) and a corresponding segment of the HCFCD channel (Spring Gully – B109-00-00). The ESA involved comprehensive historical research using topographic maps and aerial photographs dating from 1916 through 2018, review of regulatory databases, local agency inquiries, and a site reconnaissance by Environmental Professional Christina Rosilez. The assessment identified one Recognized Environmental Condition (REC) related to potential releases from historical on-site oil and gas exploration activities evident in the early 1940s through early 1970s based on Railroad Commission of Texas records.
The assessment identified multiple environmental considerations requiring further investigation. The site contains active petroleum and natural gas pipelines operated by numerous companies including Chevron, ExxonMobil, Shell, Kinder Morgan, and others, though pipeline releases are considered low probability based on the short segment transecting the site. Adjacent properties include Altom Transport Inc. (petroleum storage tank facility, 150 feet east), 7-Eleven Store 40991 (underground storage tanks, 240 feet north), and several industrial and hazardous waste facilities within the regional area. Soils at the site consist primarily of Lake Charles clay and Dylan clay with groundwater estimated at 20-40 feet below surface. Terracon recommends a subsurface investigation to assess whether soil and groundwater have been impacted by the historical oil and gas exploration REC. The site is owned by Harris County Flood Control District, and concurrent studies including a Waters of the United States Delineation Report, Threatened & Endangered Species Habitat Assessment, and Cultural Resource Assessment were being conducted under separate covers at the time of report issuance.

EXECUTIVE SUMMARY
This Phase I Environmental Site Assessment (ESA) was performed in accordance with
Terracon Proposal No. P92207764 dated July 28, 2021, and was conducted consistent with the procedures included in ASTM E1527-13, Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process. The ESA was conducted under the supervision or responsible charge of Christina Rosilez, Environmental Professional, who performed the site reconnaissance on August 30, 2021.
Findings and Opinions
A summary of findings is provided below. It should be recognized that details were not included or fully developed in this section, and the report must be read in its entirety for a comprehensive understanding of the items contained herein.
Site Description and Use
As understood by Terracon, the project (site) consists of two adjacent proposed detention basins (B509-04-00 and B509-03-00) located in the southwest and southeast corners of the intersection of West Fairmont Parkway and Genoa Red Bluff Road, in La Porte, Harris County, Texas. The site consists of approximately 326 acres of undeveloped, wooded land, and includes the corresponding segment of the HCFCD channel to the east (Spring Gully – B109-00-00). The proposed detention basins are bisected by Genoa Red Bluff Road and an overhead electrical power line easement.
Historical Information
Based on a review of the historical information, the site primarily consisted of undeveloped land with residential development from at least 1916 until the early 1970s when residential structures were no longer apparent. The site has been undeveloped land since that time. In the early
1940s, oil/gas exploration activity was apparent on the southeast portion of the site and pipeline easements have transected the northwestern and northern portions of the site since the early
1950s and mid-1990s, respectively. On-site oil/gas exploration activity is further discussed below under records review.
Adjoining property north consisted of a road followed by undeveloped land from at least 1916 until a pipeline easement was evident in the early 1950s followed by residential development which began north of West Fairmont Parkway in the early 2000s. Commercial development was evident north of West Fairmont Parkway in the late 2010s. Adjoining property east was undeveloped land from at least 1916 until commercial development began in the early 2000s.
Adjacent property south consisted of undeveloped land from at least 1916 until oil/gas exploration and production (E&P) activity was evident (further south of the site) from the early
1940s through the early 1970s. Current commercial development was visible by the late 1970s.
Responsive ■ Resourceful ■ Reliable ii
Adjoining property west was undeveloped land from at least 1916 until a pipeline easement was evident in the early 1940s and a powerline easement was visibly by the mid-1950s. The current substation was visible by the late 1970s and commercial development began in the early 2000s.
Records Review
The site was not listed in the current environmental regulatory database obtained by Terracon.
A review of federal and state regulatory database information identified several listed facilities within the specified search area.
◼ Altom Transport
Altom Transport, located on adjacent property east, is identified as a Texas Commission on Environmental Quality (TCEQ) petroleum storage tank (PST) facility. Regulatory database information indicates that Altom Transport currently operates one 4,000-gallon diesel aboveground storage tank (AST) that was installed in October 2012. Regulatory information indicates that the AST has a concrete secondary containment. Altom
Transport is not listed as a SPILLS facility in regulatory database information. Per aerial photograph review, it appears that the AST is positioned approximately 150 feet east of the site. Based on the aboveground nature of the storage tank and absence of documented spills or releases, the Altom Transport facility does not represent an REC to the site.
◼ 7-Eleven Store 40991
7-Eleven Store 40991, located on a north adjacent property (addressed as 8929 West
Fairmont Parkway), was identified within the regulatory database as a TCEQ PST facility. This facility currently operates two 20,000-gallon underground storage tanks
(USTs) containing gasoline and diesel that were installed in 2014. At the time of the site reconnaissance, the fuel dispenser islands and tankhold were observed to be located approximately 240 feet north of the site. Based on the distance of the PST system from the site and relatively short duration of operations, the 7-Eleven Store 40991 facility does not constitute an REC to the site at this time.
◼ The remaining facilities listed in the database report do not appear to represent RECs to the site at this time based upon regulatory status, apparent topographic gradient, and/or distance from the site.
Pipeline Review
Terracon reviewed the on-line Railroad Commission of Texas (RRC) records (available through the RRC public GIS map viewer and related databases) to identify registered transmission pipelines on or adjacent to the site. On-line RRC records identified the following within the easement on the northern and western portions of the site:
◼ One active highly volatile liquid pipeline operated by Chevron Pipe Line Company
◼ Two active highly volatile liquid pipelines operated by Easton Energy Pipelines LLC
Responsive ■ Resourceful ■ Reliable iii
◼ Three active refined liquid product pipelines operated by ExxonMobil Pipeline
Company
◼ One active highly volatile liquid pipeline operated by Ineos USA LLC
◼ Three active highly volatile liquid pipelines operated by ExxonMobil Pipeline
Company
◼ Two active highly volatile liquid pipelines operated by Shell Pipeline Company LP
◼ One active refined liquid project pipeline operated by Magellan Pipeline Company, L.P.
◼ One active highly volatile liquid pipeline operated by Permico Midstream Partners
LLC
◼ Two active natural gas pipelines operated by Kinder Morgan Tejas Pipeline LLC
◼ One active refined liquid product pipeline operated by Marathon Pipe Line LLC
◼ One active “other gas” pipeline operated by Shell Pipeline Company LP
◼ One active refined liquid product pipeline operated by Enterprise Products Operating
LLC
◼ Two active highly volatile liquid pipelines operated by Equistar Chemicals, LP
While it is possible that soil and groundwater at the site have been affected by releases from the pipelines, evidence of a release was not identified. It should be noted that if a pipeline release were discovered, the owner/operator of the pipeline is typically responsible for associated corrective actions. Based on the relatively short segment of each pipeline that transects or adjoins the site and Terracon’s experience investigating pipeline systems, it is our opinion that the likelihood of a release from the pipelines to have impacted the site is considered low enough not to constitute an REC to the site at this time.
Oil/Gas Well Review
Terracon reviewed the on-line RRC records to identify registered oil/gas wells located on or adjacent to the site. Based on the review of the RRC on-line well records, a dry hole
(a well that did not encounter sufficient quantities of oil or gas for production) was plotted in the southeast portion of the current site limits. At the time of the site reconnaissance, no apparent active E&P well pad sites were observed on the site. The use of drilling mud and management of produced fluids (i.e. produced water (brine), crude oil, and/or condensate) typically associated with oil/gas exploration sites commonly lead to soil and groundwater impact from metals and/or petroleum hydrocarbons above RRC action levels. Based on the frequency of releases associated with oil/gas exploration activities, potential releases from the apparent historical on-site oil/gas exploration activities appear to constitute an REC to the site.
Site Reconnaissance
Based on the site reconnaissance, RECs were not identified associated with the current site operations.
Responsive ■ Resourceful ■ Reliable iv
Adjoining Properties
The site is bound to the north by West Fairmont Parkway followed by undeveloped land, Sunoco fueling station and residential development; to the east by Tracerco, Power Core, MSA
The Safety Company, IFI, Aztron Chemical Service, Harcros, Altom Transport Inc and undeveloped land; to the south by Coastal Water Authority Bayport Pump Station and undeveloped land; and to the west by a pipeline easement followed by a CenterPoint Energy
Substation, undeveloped land, Les Early Firearms Training Center, Pasadena Fire Training
Field, commercial businesses, CG Roxane and undeveloped land. Sunoco and Altom Transport
Inc were identified in regulatory database information and are further discussed above under
Records Review.
Additional Services
A Waters of the United States (WOTUS) Delineation Report, Threatened & Endangered
Species Habitat Assessment, and Cultural Resource Assessment – Desktop Review (Terracon
Project No. 92207764) are being conducted by Terracon concurrent with this Phase I ESA and will be delivered under separate covers.
Significant Data Gaps
Significant data gaps were not identified.
Conclusions
We have performed a Phase I ESA consistent with the procedures included in ASTM Practice
E 1527-13 of Red Bluff Regional Detention Basin (C-07) located at West Fairmont Parkway &
Genoa Red Bluff Road in La Porte, Harris County, Texas, the site. The following Recognized
Environmental Conditions (RECs) or Controlled RECs (CRECs) were identified in connection with the site:
◼ Potential releases from the apparent historical on-site oil/gas exploration activities constitute an REC to the site.
Recommendations
Based on the scope of services, limitations, and findings of this assessment, Terracon recommends a subsurface investigation at the site to assess if soil and/or groundwater have been impacted by the referenced REC.

1.2 Scope of Services
This Phase I ESA was performed in accordance with Terracon Proposal No. P92207764 dated
July 28, 2021, and was conducted consistent with the procedures included in ASTM E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site
Assessment Process. The purpose of this ESA was to assist the client in developing information to identify RECs in connection with the site as reflected by the scope of this report. This purpose was undertaken through user-provided information, a regulatory database review, historical and physical records review, interviews, including local government inquiries, as applicable, and a visual noninvasive reconnaissance of the site and adjoining properties. Limitations, ASTM deviations, and significant data gaps (if identified) are noted in the applicable sections of the report.
ASTM E1527-13 contains a new definition of "migrate/migration," which refers to “the movement of hazardous substances or petroleum products in any form, including, for example, solid and liquid at the surface or subsurface, and vapor in the subsurface.” By including this explicit reference to migration in ASTM E1527-13, the Standard clarifies that the potential for vapor migration should be addressed as part of a Phase I ESA. This Phase I ESA has considered vapor migration in evaluation of RECs associated with the site.

1.3 Standard of Care
This ESA was performed in accordance with generally accepted practices of this profession, undertaken in similar studies at the same time and in the same geographical area. We have endeavored to meet this standard of care, but may be limited by conditions encountered during performance, a client-driven scope of work, or inability to review information not received by the report date. Where appropriate, these limitations are discussed in the text of the report, and an evaluation of their significance with respect to our findings has been conducted.
Phase I ESAs, such as the one performed at this site, are of limited scope, are noninvasive, and cannot eliminate the potential that hazardous, toxic, or petroleum substances are present or have been released at the site beyond what is identified by the limited scope of this ESA. In conducting the limited scope of services described herein, certain sources of information and public records were not reviewed. It should be recognized that environmental concerns may be documented in public records that were not reviewed. No ESA can wholly eliminate uncertainty regarding the potential for RECs in connection with a property. Performance of this practice is intended to reduce, but not eliminate, uncertainty regarding the potential for RECs. No warranties, express or implied, are intended or made. The limitations herein must be considered when the user of this report formulates opinions as to risks associated with the site or otherwise uses the report for any other purpose. These risks may be further evaluated – but not eliminated
– through additional research or assessment. We will, upon request, advise you of additional research or assessment options that may be available and associated costs.
1.4 Additional Scope Limitations, ASTM Deviations and Data Gaps
Based upon the agreed-on scope of services, this ESA did not include subsurface or other invasive assessments, vapor intrusion assessments or indoor air quality assessments (i.e.
evaluation of the presence of vapors within a building structure), business environmental risk evaluations, or other services not particularly identified and discussed herein. Credentials of the company (Statement of Qualifications) have not been included in this report but are available upon request. Pertinent documents are referred to in the text of this report, and a separate reference section has not been included. Reasonable attempts were made to obtain information within the scope and time constraints set forth by the client; however, in some instances, information requested is not, or was not, received by the issuance date of the report. Information obtained for this ESA was received from several sources that we believe to be reliable;
nonetheless, the authenticity or reliability of these sources cannot and is not warranted hereunder. This ESA was further limited by the following:
◼ Due to dense vegetation, portions of the site could not be accessed and surface conditions could not be observed.
◼ Requests were submitted to local government agencies regarding documented environmental conditions on the site. Responses from one or more agencies
Responsive ■ Resourceful ■ Reliable 3 were not received as of the issuance of this report. The absence of this information is not considered a significant data gap.
An evaluation of the significance of limitations and missing information with respect to our findings has been conducted, and where appropriate, significant data gaps are identified and discussed in the text of the report. However, it should be recognized that an evaluation of significant data gaps is based on the information available at the time of report issuance, and an evaluation of information received after the report issuance date may result in an alteration of our conclusions, recommendations, or opinions. We have no obligation to provide information obtained or discovered by us after the issuance date of the report, or to perform any additional services, regardless of whether the information would affect any conclusions, recommendations, or opinions in the report. This disclaimer specifically applies to any information that has not been provided by the client.
This report represents our service to you as of the report date and constitutes our final document; its text may not be altered after final issuance. Findings in this report are based upon the site’s current utilization, information derived from the most recent reconnaissance and from other activities described herein; such information is subject to change. Certain indicators of the presence of hazardous substances or petroleum products may have been latent, inaccessible, unobservable, or not present during the most recent reconnaissance and may subsequently become observable (such as after site renovation or development). Further, these services are not to be construed as legal interpretation or advice.

Soil Survey Description
The Lake Charles series consist of deep, neutral, nearly level to gently sloping clayey soils on upland prairies. These soils are clayey throughout the profile and have wide deep cracks and intersecting slickensides. They formed in alkaline marine clay.
Typically, this soil is somewhat poorly drained.
Surface runoff, permeability, and internal drainage are very slow. The available water capacity is high. When this soil is dry, deep, wide cracks form on the surface. Water enters rapidly through the cracks, but it enters very slowly when the soil is wet and the cracks are sealed. There is a high risk of corrosion to uncoated steel.
The Dylan series consists of very deep, moderately well drained soils. These gently sloping to sloping soils formed in clayey alluvium.

*Hydrogeologic Gradient Not known - may be inferred to be parallel to topographic gradient
(generally to the south).
* The groundwater flow direction and the depth to shallow, unconfined groundwater, if present, would likely vary depending upon seasonal variations in rainfall and other hydrogeological features. Without the benefit of on-site groundwater monitoring wells surveyed to a datum, groundwater depth and flow direction beneath the site cannot be directly ascertained.
3.0 HISTORICAL USE INFORMATION
Terracon reviewed the following historical sources to develop a history of the previous uses of the site and surrounding area, in order to help identify RECs associated with past uses. Copies of selected historical documents are included in Appendix C.
3.1 Historical Topographic Maps, Aerial Photographs, Sanborn Maps
Readily available historical USGS topographic maps and selected historical aerial photographs
(at approximately 10 to 15 year intervals) were reviewed to evaluate land development and obtain information concerning the history of development on and near the site. Reviewed historical topographic maps and aerial photographs are summarized below.
Historical fire insurance maps produced by the Sanborn Map Company were requested from
GeoSearch to evaluate past uses and relevant characteristics of the site and surrounding properties. Based upon inquiries to the above-listed Sanborn provider, Sanborn maps were not available for the site.

Altom Transport
Altom Transport, located on adjacent property east, is identified as a Texas Commission on
Environmental Quality (TCEQ) petroleum storage tank (PST) facility. Regulatory database information indicates that Altom Transport currently operates one 4,000-gallon diesel aboveground storage tank (AST) that was installed in October 2012. Regulatory information indicates that the AST has a concrete secondary containment. Altom Transport is not listed as a
SPILLS facility in regulatory database information. Per aerial photograph review, it appears that the AST is positioned approximately 150 feet east of the site. Based on the aboveground nature of the storage tank and absence of documented spills or releases, the Altom Transport facility does not represent an REC to the site.
7-Eleven Store 40991
7-Eleven Store 40991, located on a north adjacent property (addressed as 8929 West Fairmont
Parkway), was identified within the regulatory database as a TCEQ PST facility. This facility
Responsive ■ Resourceful ■ Reliable 12 currently operates two 20,000-gallon underground storage tanks (USTs) containing gasoline and diesel that were installed in 2014.
The remaining facilities listed in the database report do not appear to represent RECs to the site at this time based upon regulatory status, apparent topographic gradient, and/or distance from
Unmapped facilities are those that do not contain sufficient address or location information to evaluate the facility listing locations relative to the site. The report did not list facilities in the unmapped section.

4.3 Local Area Knowledge
Pipeline Review
Terracon reviewed the on-line Railroad Commission of Texas (RRC) records (available through the RRC public GIS map viewer and related databases) to identify registered transmission pipelines on or adjacent to the site. On-line RRC records identified the following within the easement on the northern and western portions of the site:
◼ One active highly volatile liquid pipeline operated by Chevron Pipe Line Company
◼ Two active highly volatile liquid pipelines operated by Easton Energy Pipelines LLC
◼ Three active refined liquid product pipelines operated by ExxonMobil Pipeline Company
Responsive ■ Resourceful ■ Reliable 13
◼ One active highly volatile liquid pipeline operated by Ineos USA LLC
◼ Three active highly volatile liquid pipelines operated by ExxonMobil Pipeline Company
◼ Two active highly volatile liquid pipelines operated by Shell Pipeline Company LP
◼ One active refined liquid project pipeline operated by Magellan Pipeline Company, L.P.
◼ One active highly volatile liquid pipeline operated by Permico Midstream Partners LLC
A copy of the on-line RRC map and Pipeline
Attributes can be found in Appendix D.
Oil/Gas Well Review
Terracon reviewed the on-line RRC records to identify registered oil/gas wells located on or adjacent to the site. Based on the review of the RRC on-line well records, a dry hole (a well that did not encounter sufficient quantities of oil or gas for production) was plotted in the southeast portion of the current site limits. A copy of the on-line RRC map and well information can be found in Appendix D.
Houston-Galveston Area Council
The HGAC maintains a multi-county database of permitted and unpermitted closed landfills.
According to the HGAC website, one closed landfill was identified to be located near the southwest corner of West Fairmont Parkway and Underwood Road. Review of on-line HGAC information indicates that sewage sludge was dumped into trenches. This facility was identified in regulatory database information and based on the distance from the site, does not represent an REC to the site. A copy of the on-line HGAC map is included in Appendix D.
