About this file
This is a safety requirements attachment document for the Harris County Flood Control District's ITB for construction of the Genoa Red Bluff Stormwater Detention Basins - Phase 2 project in Texas. The document establishes mandatory heat protection and adverse weather safety requirements that all prime contractors and vendors must incorporate into their project Safety Plans. Contractors are required to include provisions addressing extreme heat, cold weather, and other adverse weather conditions to protect worker health and safety throughout project execution. When temperatures reach 90 degrees or higher, including heat index calculations, contractors must develop a project-specific Heat Awareness Plan that includes provisions for worker acclimatization, water availability, rest periods, and shade accommodations. During extended periods of adverse weather, prime contractors must provide additional accommodations as necessary to ensure worker safety from heat-related and cold-related illnesses.
Vendors acknowledge their agreement to comply with these heat protection safety requirements by signing the Bid Acknowledgement form at the time of bid submission. This requirement is non-negotiable and applies to all bidders participating in the contract opportunity. No pricing terms, set-asides, or financial details are addressed in this attachment, as it serves solely as a safety mandate governing contractor obligations and worker protection protocols for the duration of the project.
