About this file

This document is a Solicitation Amendment issued by the State of Washington Department of Enterprise Services for a Competitive Solicitation to establish statewide contracts for the purchase of motor vehicles. The amendment revises key competitive solicitation timelines, including extending the deadline for submitting questions to September 27, 2024, the deadline for submitting bids to October 14, 2024, and the anticipated announcement of apparent successful bidders to November 15, 2024. The amendment also modifies the contract award structure, specifying that awards will be made by contract category rather than by manufacturer, with up to 5 awards per category. Additionally, the amendment introduces a new category for Police Motorcycles and provides details on the pricing evaluation methodology for that category.

The contract term is up to 72 months, with bidders required to specify pricing for the most recently available model year. The contracts are open to all bidders meeting the requirements, which include being a duly authorized and Washington State licensed dealer of the manufacturer product lines stated in the solicitation. The solicitation covers a broad range of motor vehicle types, including police vehicles, automobiles, vans, SUVs, pickup trucks, and heavy-duty trucks, with awards anticipated across multiple jurisdictions within the state of Washington.

· Change #3 : Competitive Solicitation paragraph 2.3

· Change summary

· The change below applies only to Category 1.1 Police Motorcycles. All other categories will continue to use the original pricing structure indicated in the competitive solicitation.

Original: Text Inserted Amended to:

Bidders prices for Category 1.1 Police Motorcycles will be evaluated by comparing base cost of each model by manufacturer. The lowest base price for each submitted model will receive the maximum allocation of points. The bids with a lower (less favorable) discount rate will receive proportionately fewer evaluation points based upon the lowest Bid (i.e., based upon the bid with the highest discount), using the following formula to calculate the point allocation:

Sample Calculation using Bidder A = $100,000 and Bidder B = $110,000 Bid B calculation: $100,000(A) / $110,000(B) = 0.909 x 80 (max points available) = 72.72 Cost points (rounded to three places to the right of the decimal point using standard rounding).

Bidder A is the lowest total bid evaluation cost, so it would be assigned the 80 points. Bidder B would be assigned 72.72 points based on the formula above.

· Change #4 : Competitive Solicitation paragraph 2.3 Original:

2.3 CONTRACT TERM. As set forth in the attached Contract for this Competitive Solicitation, the contract initial term is up to seventy-two (72) months. Bidders are to specify prices for the first twelve (12) months of the contract term (such prices then may be adjusted as set forth in the Contract). The Contract is subject to earlier termination.

Amended to:

· Change #1 : Exhibit A-1 Bidders Certification Paragraph 24 Original:
