About this file
This is an Excess/Umbrella Liability Insurance Descriptor document for Rigging Services for Ocean Center, issued by the County of Volusia, Florida, under Invitation for Bid 26-B-37JJ. The procurement seeks a qualified rigging contractor to serve as the exclusive provider of rigging services for the Ocean Center's convention center and arena facilities, with services encompassing motor and chain hoist provision, installation, operation and removal; truss system design, installation, and dismantling; supply of rigging hardware including shackles, slings, and cables; specialized lighting and audio rigging; scenic rigging; and safety equipment provision. The convention center comprises 93,028 square feet with 32-foot ceiling height and a maximum load-bearing capacity of 3,500 pounds per load point with up to 12 points per beam, accommodating approximately 50 events annually, while the arena features 7,010 fixed seats, a 172-foot-5-inch by 250-foot playing surface, 45-foot ceiling height, and a permanent rigging grid supporting approximately 60 events per year. Questions were due March 25, 2026, at 11:59 p.m. EST, with responses required by April 8, 2026, at 3:00 p.m. EST via the County's eProcurement Portal. The resulting agreement will provide an initial three-year term with two optional one-year renewals, contingent upon mutual written agreement and County Council approval.
The selected contractor must maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability per occurrence with rigger's liability endorsement and $4,000,000 excess liability with coverage for bodily injury and property damage. The excess liability policy shall be written on a follow-form basis, contain dropdown coverage provisions and a duty to defend, include a waiver of subrogation in favor of the County and other named additional insureds, and be endorsed to be primary and non-contributory to any insurance maintained by the County. All rigging personnel must hold certifications from recognized industry organizations including ETCP, USITT, or NCCCO. No specific budget amount or award value range is disclosed in the solicitation documents; however, pricing will be evaluated across comprehensive equipment rental and labor service categories. Annual price redetermination may be requested based on documented increases in wages, fuel, or materials costs using the Employment Cost Index or Producer Price Index as published by the Bureau of Labor Statistics, and payment terms provide for full payment on undisputed invoices within twenty business days.

Text version
Excess/Umbrella Liability. Umbrella or Excess Liability policies may be used to obtain the total limits of liability required in Figure 1. These policies shall be written on a follow-form basis subject to the same terms, definitions, exclusions and conditions as the primary policies. Umbrella policies unable to obtain a follow form basis will be accepted if the coverage provided under the policy expands the coverage and does not create coverage gaps between the primary policy and the umbrella policy. These policies shall contain a dropdown coverage provision as well as a duty to defend. Evidence of such coverage should clearly demonstrate the underlying coverages/policies that are included.
The Contractor shall obtain an excess liability policy in addition to the commercial general liability with a limit of no less than the amount shown in Figure 1. Policy shall be endorsed with Rigger’s Liability to include coverage for Bodily Injury and Property Damage. Policy shall provide coverage for damage to property of others while property is under Contractor’s care, custody, and control for purposes of loading, unloading, rigging, installation, and disassembly of machinery or equipment being moved, erected, hoisted, lifted, or lowered. Policy shall provide for operations incident to a rigging project and include coverage for the transportation and storage of property by Contractor or others on behalf of Contractor.
Policy shall be endorsed to provide a waiver of subrogation in favor of the County and any other party required by this Agreement to be named as an additional insured. Policy shall be endorsed to be primary and non-contributory to any insurance or self-insurance maintained by the County or any other party required by this agreement to be named as an additional insured.
