About this file
This is a Commercial General Liability Insurance Descriptor for rigging services at the Ocean Center, a facility operated by Volusia County, Florida. The County issued Invitation for Bid 26-B-37JJ on March 6, 2026, seeking a qualified rigging contractor to provide exclusive rigging services for the convention center and arena facilities. Services include provision and installation of motor and chain hoists, truss system design and installation, supply of rigging hardware (shackles, slings, cables), specialized lighting and audio rigging, scenic rigging, and safety equipment provision. The convention center comprises 93,028 square feet with 32-foot ceiling height and 3,500-pound per load point capacity, accommodating approximately 50 events annually, while the arena features 7,010 seats, a 172-foot-5-inch by 250-foot playing surface with 45-foot ceiling height, and a permanent rigging grid with W14x90 and W14x99 beams, accommodating approximately 60 events per year. Questions were due March 25, 2026, at 11:59 p.m. EST, with bid responses required by April 8, 2026, at 3:00 p.m. EST. The resulting agreement will provide an initial three-year term with two optional one-year renewals contingent upon mutual written agreement and County Council approval.
Bidders must maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability per occurrence with rigger's liability endorsement, $4,000,000 excess liability, $1,000,000 auto liability combined single limit, $1,000,000 professional liability per incident, and workers' compensation insurance. The Commercial General Liability policy must be issued on an occurrence basis, name the County as an additional insured via ISO Endorsements CG 20 38 and CG 20 37, and include a waiver of subrogation in favor of the County. The policy must be primary and non-contributory to any insurance maintained by the County, include rigger's liability coverage for bodily injury and property damage, and provide coverage for property damage while under the contractor's care, custody, and control during loading, unloading, rigging, installation, and disassembly operations. The County offers local preference of up to five percent for qualified local businesses. Respondents must submit complete Equipment Rental and Labor Rate pricing tables covering all service categories for evaluation. The County will provide facility equipment including two forklifts, two electric scissor lifts, and one boom lift for contractor use. No specific budget amount or award value is disclosed; however, annual price redetermination may be requested based on documented increases in wages, fuel, or materials costs using the Employment Cost Index or Producer Price Index published by the Bureau of Labor Statistics.
