About this file

This is a Commercial General Liability Insurance Descriptor for rigging services procured by the County of Volusia, Florida, for the Ocean Center convention center and arena facilities under Invitation for Bid 26-B-37JJ. The County seeks a qualified rigging contractor to provide exclusive rigging services including motor and chain hoist provision, installation, operation, and removal; truss system design, installation, and dismantling; supply of rigging hardware; specialized lighting and audio rigging; scenic rigging; and safety equipment provision. The convention center comprises 93,028 square feet with 32-foot ceiling height and 3,500 pounds per load point capacity, accommodating approximately 50 events annually, while the arena features 7,010 fixed seats, a 172-foot-5-inch by 250-foot playing surface, 45-foot ceiling height, and a permanent rigging grid supporting approximately 60 events per year. Questions were due March 25, 2026, at 11:59 p.m. EST, with responses required by April 8, 2026, at 3:00 p.m. EST via the County's eProcurement Portal. The resulting agreement will provide an initial three-year term with two optional one-year renewals, contingent upon mutual written agreement and County Council approval.

The contractor must obtain and maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $4,000,000 excess liability, along with $1,000,000 auto liability combined single limit and $1,000,000 professional liability per incident. The policy must include a Rigger's Liability endorsement covering bodily injury and property damage while property is under the contractor's care, custody, and control for loading, unloading, rigging, installation, and disassembly operations. The County must be named as additional insured via ISO Endorsements CG 20 38 and CG 20 37, with the policy endorsed to be primary and non-contributory to County insurance and to provide waiver of subrogation in favor of the County. All rigging personnel must hold certifications from recognized industry organizations including ETCP, USITT, or NCCCO. The County will evaluate responses based on the most responsive and responsible respondent offering the best overall value, with the contractor having access to County-provided facility equipment including forklifts, scissor lifts, and a boom lift. Annual price redetermination may be requested based on documented increases in wages, fuel, or materials costs, with full payment on undisputed invoices due within twenty business days.

Text version

A. Commercial General Liability Insurance. Contractor shall obtain and maintain Commercial General Liability insurance, with limits of not less than the amounts shown in Figure 1. Contractor shall not obtain an insurance policy wherein the policy limits are reduced by defense and claim expenses. Such insurance shall be issued on an occurrence basis and include coverage for the Contractor’s operations, independent Contractors, and Subcontractors for claims for damages caused by bodily injury, property damage, or personal or advertising injury, and products liability/completed operations including what is commonly known as Coverages A and B. Such policies shall include coverage for claims by any person as a result of actions by the Contractor or by any of its Subcontractors arising from work or services performed under the Agreement. The commercial general liability policy shall provide coverage to County when it is required to be named as an additional insured either by endorsement or pursuant to a blanket additional insured endorsement, for those sources of liability which would be covered by the latest edition of the standard Commercial General Liability Coverage Form (ISO Form CG 00 01), as filed for use in the State of Florida by the Insurance Services Office, without the attachment of any endorsements excluding or limiting coverage for Bodily Injury, Property Damage, Products/Completed Operations, Independent Contractors, Property of County in Contractor’s Care, Custody or Control or Property of County on which contracted operations are being performed, Explosion, Collapse or Underground hazards (XCU Coverage), Contractual Liability or Separation of Insureds.

County shall be added as additional insured to Contractor’s policy by both ISO Endorsements CG 20 38 (Premises & Operations) and CG 20 37 (Products & Completed Operations) or their equivalents. If County has agreed by separate contract to require Contractor to name another party as an additional insured, Contractor shall add said party as an additional insured to the commercial general liability policy by ISO Endorsement CG 20 38 and CG 20 37, or their equivalents.

Policy shall be endorsed with Rigger’s Liability to include coverage for Bodily Injury and Property Damage. Policy shall provide coverage for damage to property of others while property is under Contractor’s care, custody, and control for purposes of loading, unloading, rigging, installation, and disassembly of machinery or equipment being moved, erected, hoisted, lifted, or lowered. Policy shall provide for operations incident to a rigging project and include coverage for the transportation and storage of property by Contractor or others on behalf of Contractor.

Policy shall be endorsed to provide a waiver of subrogation in favor of the County and any other party required by this Agreement to be named as an additional insured. Policy shall be endorsed to be primary and non-contributory to any insurance or self-insurance maintained by the County or any other party required by this agreement to be named as an additional insured.
