Veteran's Memorial Clubhouse Interior and Exterior Renovations Bid Package
This is a comprehensive bid package specification document for the Town of East Hartford, Connecticut, detailing interior and exterior renovation work for the Veteran's Memorial Clubhouse located at 148 Sunset Ridge Drive. The project encompasses full renovation of an approximately 11,400 square foot Tudor-style structure originally built in the early 1930s. Scope includes demolition where required, replacement of windows and exterior doors, kitchen reconfiguration and expansion, general interior and exterior renovations including new painting, flooring, ceilings, doors, hardware, and signage, removal and replacement of the existing carport, full HVAC system replacement with new equipment and controls, electrical upgrades including new lighting fixtures and technology infrastructure, new exterior siding throughout, thermal insulation, stucco work, gypsum board assemblies, fiber cement lap siding, gutters and downspouts, joint sealants, hollow metal and wood doors with hardware, vinyl-clad windows, and associated plumbing work. The project is structured as a single prime contract with coordination requirements among multiple subcontractors and trade specialties.
Connecticut state law mandates minimum spending allocation goals requiring the prime contractor to demonstrate good faith effort to award 25 percent of the state-funded contract portion to subcontractors certified as Small Business Enterprises (SBEs) by the Connecticut Department of Administrative Services (DAS), and 6.25 percent to Minority-, Women-, and/or Disabled-owned businesses (M/W/DisBE) certified by DAS. The specifications detail extensive submittal requirements including product data, shop drawings, samples, and qualification documentation with 15-day review periods for initial submittals and resubmittals. Substitution requests are permitted within 60 days of Notice to Proceed under specified conditions and require documented architect review. The contract includes comprehensive quality assurance requirements, testing and inspection protocols, waste management procedures targeting 75 percent recycling rates, asbestos abatement specifications, and closeout procedures including final cleaning, punch list resolution, and operation and maintenance manual delivery. Additional contract provisions address payment procedures with 10 percent retainage until substantial completion and 5 percent thereafter, schedule of values requirements, and standard contractor qualifications and insurance requirements.
