About this file
This document is Appendix A (Local Permits), Appendix B (Davis-Bacon Labor Wage Rates), and Appendix C (Hazardous Building Materials Survey) from the bid package for the Town of East Hartford, Connecticut's Veteran's Memorial Clubhouse Interior and Exterior Renovations project. The project involves comprehensive renovation of the Tudor-style clubhouse located at 100 Sunset Ridge Drive, originally constructed circa 1930, comprising approximately 11,400 square feet. The scope includes selective demolition, window and door replacement, kitchen reconfiguration, HVAC system replacement, electrical upgrades, exterior siding installation, plumbing work, painting, flooring, ceiling work, and asbestos abatement. The project must be completed within 270 calendar days from the Notice to Proceed, with liquidated damages of $500 per calendar day for delays. Sealed bids are due by 11:00 AM on May 21, 2026, at the Town Hall Purchasing Department. A non-mandatory pre-bid meeting is scheduled for May 4, 2026, at 2:00 PM at the project site, and plan holders must register by May 14, 2026. Bid security of 5% is required in the form of a bid bond payable to the Town of East Hartford.
The Davis-Bacon Wage Rates for Hartford County, Connecticut building construction establish trade-specific hourly rates ranging from $35.70 for general laborers to $66.72 for elevator mechanics, plus applicable fringe benefits. Contractors must comply with Executive Order 13706 requiring one hour of paid sick leave for every 30 hours worked (up to 56 hours annually) and Executive Order 13658 establishing a minimum wage of $13.30 per hour for covered workers. The Hazardous Materials Assessment, conducted in December 2019 by Payne Environmental, LLC, identified asbestos-containing materials (ACM) throughout the building, including 5% chrysotile in basement boiler room flue cement (3 SF), 3% chrysotile in basement foyer/corridor black mastic associated with floor tiles (280 SF), 6% chrysotile in a basement kitchen sink condensate barrier (1 unit), and 2% chrysotile in first-floor meeting room floor tiles with associated mastics (830 SF), totaling approximately 1,114 square feet of ACM that must be properly removed and disposed of prior to any disturbance activities in compliance with federal and state regulations. The awarded bidder must provide 100% Performance and Labor and Materials bonds and maintain comprehensive insurance coverage including $1,000,000 per occurrence/$2,000,000 aggregate Commercial General Liability, Workers' Compensation, $1,000,000 combined single limit Commercial Automobile Liability, $10,000,000 Umbrella Liability, and $1,000,000 per claim/$2,000,000 aggregate Pollution Liability. The contract is subject to Connecticut state compliance requirements including a minimum 25% spending allocation goal for Small Business Enterprises (SBE) subcontractors and a minimum 6.25% allocation for Minority-, Women-, and/or Disabled-owned business (M/W/DisBE) subcontractors certified by the Connecticut Department of Administrative Services.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the
Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Note: Executive Order 13658 generally applies to contracts subject to the Davis-Bacon Act that were awarded on or between
January 1, 2015 and January 29, 2022, and that have not been renewed or extended on or after January 30, 2022. Executive
Order 13658 does not apply to contracts subject only to the
Davis-Bacon Related Acts regardless of when they were awarded.
If a contract is subject to Executive Order 13658, the contractor must pay all covered workers at least $13.30 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in 2025. The applicable Executive Order minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under Executive Order 13658 is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses
(29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.
Union Rate Identifiers
A four-letter identifier beginning with characters other than
""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.
0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.
Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.
Union Average Rate Identifiers
The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:
UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.
The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.
A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.
Survey Rate Identifiers
The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007
6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.
?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).
State Adopted Rate Identifiers
The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007
01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.
The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.
WAGE DETERMINATION APPEALS PROCESS
1) Has there been an initial decision in the matter? This can be:
a) a survey underlying a wage determination
b) an existing published wage determination
c) an initial WHD letter setting forth a position on a wage determination matter
d) an initial conformance (additional classification and rate) determination
On survey related matters, initial contact, including requests for summaries of surveys, should be directed to the WHD Branch of Wage Surveys. Requests can be submitted via email to davisbaconinfo@dol.gov or by mail to:
Branch of Wage Surveys
Wage and Hour Division
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
Regarding any other wage determination matter such as conformance decisions, requests for initial decisions should be directed to the WHD Branch of Construction Wage Determinations.
Requests can be submitted via email to BCWD-Office@dol.gov or by mail to:
Branch of Construction Wage Determinations
Wage and Hour Division
U.S. Department of Labor
2) If an initial decision has been issued, then any interested party (those affected by the action) that disagrees with the decision can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7).
Requests for review and reconsideration can be submitted via email to dba.reconsideration@dol.gov or by mail to:
Wage and Hour Administrator
The request should be accompanied by a full statement of the interested party's position and any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative
Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board
Washington, DC 20210.

1.0 INTRODUCTION
Payne Environmental, LLC (PAYNE) was retained by Antinozzi Associates PC to perform a Hazardous Materials Assessment (HMA) of the property known as Veterans
Memorial Clubhouse, 100 Sunset Ridge Drive, East Hartford, Connecticut. The purpose of this
HMA was to assess for the presence of hazardous and regulated materials located within interior and exterior areas that may be disturbed during planned renovations and/or major alteration activities and that may impact costs associated with such activities.
The inspection included a survey for asbestos-containing materials (ACM). All testing was performed by PAYNE personnel trained, certified and licensed in hazardous materials testing.
Qualifications of field personnel involved in this investigation are provided in Attachment C.
This document provides a brief description of the subject site (Section 2.0); the field investigation methods and results (Sections 3.0 and 4.0); and the summary and conclusions (Section 5.0).
PAYNE Environmental, LLC -5- Proj. No. 19.137/001
2.0 SITE DESCRIPTION
The ±1.64-acre site is located on east and south of Sunset Ridge Drive, and bounded to the east and south by open space and residential properties. within the site boundary. The site is improved with a three-story clubhouse structure (built circa 1930), bituminous parking lots and driveway, patio areas and extensive landscaped areas.
The exterior is constructed of wood siding, brick and stucco , and heated via forced-air oil-fired furnaces. Building materials observed and inspected included: sheetrock & plaster ceiling/walls, floor tiles/mastic, ceramic tile/mortar/grout, sheet flooring, textured ceiling paint, ceiling tiles, various interior and exterior caulking, exterior and interior stucco, vinyl base cove moldings/adhesives, kitchen sink condensate barriers, paper-backed insulation, vapor barriers
(black paper behind wood-siding) and asphalt roofing shingles.

3.0 DETERMINATION OF POTENTIAL CONTAMINATION
3.1 Objective
The purpose of this investigation was to screen for the presence of asbestos-containing materials
(ACMs) associated with the building that may be affected by future activities so that a plan could be developed for their appropriate handling and disposal.
3.2 Asbestos-Containing Materials
The standard methodology for surveying and evaluating buildings to determine the presence of asbestos-containing material (ACM) involves a series of activities which provide information concerning the presence, type, location, and quantity of noted ACM and is conducted in accordance with current United States Environmental Protection Agency (USEPA) Asbestos
Hazard Emergency Response Act (AHERA; 40 CFR Part 763 Subpart E), USEPA National
Emission Standards for Hazardous Air Pollutants (NESHAPS, 40 CFR Part 61), and OSHA
Asbestos Standard (29 CFR 1926.1101) guidelines.
During the site visit conducted during on November 26, 2019, licensed asbestos inspectors performed a hazard assessment within interior and exteriors areas of the site structures. Limited destructive testing was undertaken.
During inspections, suspect asbestos-containing material (ACM) is separated into three USEPA categories. These categories are thermal insulation (TSI), surfacing ACM, and miscellaneous
ACM. TSI includes all materials used to prevent heat loss or gain or water condensation on mechanical systems. Examples of TSI are pipe insulation, boiler insulation, duct insulation, and mudded insulation on pipe fittings. Surfacing ACM includes all ACM that is sprayed, trowel led, or otherwise applied to an existing surface. Surfacing ACM is commonly used for fireproofing, decorative, and acoustical applications. Miscellaneous materials include ACM not listed in thermal or surfacing, such as linoleum, vinyl asbestos flooring, and ceiling tiles.
Representative bulk samples of suspect homogeneous materials were collected within the defined sampling areas in accordance with AHERA protocols. Materials that were sampled were
PAYNE Environmental, LLC -7- Proj. No. 19.137/001 transported following proper chain-of-custody procedures and analyzed by Polarized Light
Microscopy (PLM) at a state-certified and AIHA-accredited laboratory. All ACM was quantified in linear and square footage, depending on the nature of the material. Materials identified are based on the information acquired during this limited survey and by no means infer that all materials have been wholly identified.
The EPA recommends further analysis of non-friable organically bound (NOB) materials by
Transmission Electron Microscopy (TEM) to avoid false negatives by Polarized Light Microscopy
(PLM). NOB materials include floor tiles, mastics, asphalt shingles, roofing materials, caulking, and glazing. Further TEM analysis was not conducted as part of this assessment.
Bulk samples were submitted to EMSL Analytical, Inc. (Wallingford, CT) for PLM bulk analysis
(EPA Method 600/R-93/116).

Any suspect materials encountered during renovation/demolition activities that is not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise and additional samples collected to properly identify suspect materials. Destructive testing was limited since the building is currently in use.
Copies of laboratory analytical data are provided in Attachment A.
4.2 Inaccessible or Untested Building Materials
Building areas, systems, structural components, or surfaces which could not be observed because a space was considered unsafe or impractical to demolish, disassemble, or remove systems or coverings, or because a person could not physically enter or observe the area or component is considered an inaccessible building area.
General limitations to our building materials portion of the Site survey for this project include the following areas/materials specifically not assessed:
• Underground asbestos-cement water/sewer lines (if they exist) for asbestos testing;
• Other building roof materials, including flashing tars;
• Inaccessible building materials suspect for asbestos;
• Electrical equipment (operational, thus inaccessible for testing at the time of the inspection);
• Below-grade damp-proofing on concrete foundations for asbestos; and
• Any suspect material not identified in the preceding tables.
Although PAYNE’s intent was to conduct a thorough survey of the facility, it is important to note that we cannot guarantee that all ACMs, or potentially hazardous materials within the surveyed areas
PAYNE Environmental, LLC -12- Proj. No. 19.137/001 have been identified. Building areas, systems, structural components, or surfaces which could not be observed because a space was considered unsafe or impractical to demolish, disassemble, or remove systems or coverings, or because a person could not physically enter or observe the area or component were not surveyed as part of our effort. It is important to note that these materials have frequently been used in areas where detection is difficult until renovation, demolition, and/or asbestos abatement work begins and allows access to these remote areas. Where access to portions of the site was unavailable or limited, PAYNE has provided no opinions as to the likely presence of these materials consistent with the information available.

5.0 SUMMARY AND CONCLUSIONS
Payne Environmental, LLC (PAYNE) was retained by Antinozzi Associates PC to perform a Hazardous Materials Assessment (HMA) of the property known as Veterans Memorial
Clubhouse, 100 Sunset Ridge Drive, East Hartford, Connecticut. The purpose of this HMA was to assess for the presence of hazardous and regulated materials located within interior and exterior areas that may be disturbed during planned renovations and/or major alteration activities and that may impact costs associated with such activities.
PAYNE recommends:
• Identified asbestos-containing materials should be properly removed and disposed of in accordance with federal and state regulations prior to any disturbance activities.
• Workers should don proper personal protective equipment (PPE) in compliance with OSHA to prevent the potential of worker exposure to airborne materials during disturbance activities (lead, particulates etc).
• Universal wastes identified as part of this study may require proper disposal (i.e. potential mercury-containing thermostats).
Quantities of regulated materials and associated cost estimates for abatement will be provided under separate cover.
