This is a Request for Proposals (RFP) issued by the Lee County Port Authority (LCPA) for the transition of Aircraft Rescue and Fire Fighting vehicles and equipment from aqueous film-forming foam (AFFF) to synthetic fluorine-free foam (SFFF) at two airport facilities in Fort Myers, Florida. The scope includes removal of AFFF storage tanks and associated piping, draining and removal of AFFF from seven ARFF vehicles, cleaning and rinsing of foam tanks and appurtenances, FAA-required testing of ARFF vehicles with SFFF, and disposal of waste materials at both Station 91 (Page Field/FMY) and Station 92 (Southwest Florida International Airport/RSW). A non-mandatory pre-proposal meeting is scheduled for October 14, 2026, at 1:00 p.m. with site visits to both ARFF facilities immediately following. The questions and clarifications deadline is October 22, 2026, at 5:00 p.m., with electronic proposals due November 5, 2026, by 2:00 p.m. through the OpenGov platform. The Staff Evaluation Committee will meet December 1, 2026; the Airports Special Management Committee (ASMC) will meet January 19, 2027; and the Board of Port Commissioners will provide final approval on March 4, 2027. The contract requires completion of all work within a strict 120-day schedule divided into three phases: Phase 0 (Mobilization/Procurement, 30 days), Phase 1 (Truck Foam Install, 60 days), and Phase 2 (Demolition, 30 days).
Proposers must submit firm, fixed lump-sum fees covering all labor, materials, equipment, mobilization, safety compliance, testing, and waste disposal, with separate pricing for Phase 0 (mobilization), Phase 1 (per-vehicle transition costs for seven vehicles), and Phase 2 (demolition). Unit pricing must also be provided for waste disposal contingencies, including costs per gallon for AFFF concentrate and vehicle decontamination rinsate, per-drum disposal fees, and bulk contaminated waste costs. The Authority will provide the new Ecopol A3+ synthetic fluorine-free foam for use during transition. Proposers must demonstrate financial capacity and may be required to provide audited financial statements for the past two fiscal years. Liquidated damages of $400 per calendar day apply if Substantial Completion is not achieved within the 120-day deadline, with additional $400-per-day damages if the ARFF Index D requirement is violated. Insurance requirements include Commercial General Liability of $5,000,000 single limit per occurrence and $5,000,000 general aggregate, with Automobile Liability coverage of $5,000,000 for airside work. There is a zero percent DBE contract goal. Work hours are 7:00 a.m. to 4:00 p.m., Monday through Friday, and the contract is non-exclusive, allowing the Authority to seek similar services elsewhere.

If the Authority rejects all proposals and concurrently notices its intent to reissue the solicitation, the rejected proposals are exempt from public disclosure until the Authority provides notice of an intended decision concerning the reissued solicitation or until the Authority withdraws the reissued solicitation. A Proposal is not exempt for longer than twelve (12) months after the initial notice of rejection of all proposals.
Pursuant to Section 119.0701, Florida Statutes, to the extent a Provider is performing services on behalf of the Authority, the Provider must:
1) Keep and maintain public records required by the Authority to perform the service.

Rev: 7.10.2026 Page 9 of 51 duration of the term of the Agreement and following completion of the Agreement if the Provider does not transfer the records to the Authority.
4) Upon completion of the Agreement, transfer, at no cost to the Authority, all public records in its possession or keep and maintain public records required by the Authority to perform the service. If the Provider transfers all public records to the Authority at the completion of the Agreement, the Provider must destroy any duplicate records that are exempt from public disclosure requirements. If the Provider keeps any public records, it must meet all requirements for maintaining and retaining public records. All records stored electronically must be provided to the Authority in a format that is compatible with the information technology systems of the Authority.
In accordance with sections 119.071(3) and 331.22, Florida Statutes, airport security plans or other records relating directly to the physical security or fire safety of a public facility or revealing security or fire safety systems are confidential and exempt from public disclosure. ○ data or information, whether physical or virtual
○ information technology resources, which include the Authority’s existing or proposed information technology systems
○ any portion of a meeting that would reveal information related to critical infrastructure or technology systems or data in the aforementioned paragraph

Under Florida law, designation of an entire submittal as ‘trade secret’, ‘proprietary’ or ‘confidential’ is not permitted and may result in a determination that the Proposal is nonresponsive and therefore the RFP will not be evaluated or considered.

In addition, the Proposer must cite, for each trade secret claimed, the Florida statute number that supports the designation of the information as a trade secret and
Rev: 7.10.2026 Page 10 of 51 include a brief explanation as to why the cited statute is applicable to the information claimed as trade secret. Additionally, the Proposer must provide a copy of its proposal that redacts all information designated as trade secret. The Authority reserves the right to clarify the Proposer’s request for a trade secret at any time. In conjunction with any trade secret designation, Proposer acknowledges and agrees that:

PART B
SCOPE OF SERVICES
B.01 INTRODUCTION
Lee County Port Authority (“Authority”) invites proposals from interested and qualified firms to transition Aircraft Rescue and Fire Fighting (ARFF) vehicles and equipment from aqueous film forming foam (AFFF) to synthetic fluorine-free foam (SFFF). This will include removal of AFFF storage tanks and associated piping, draining and removal of AFFF from seven (7) ARFF vehicles, cleaning and rinsing of foam tanks and associated appurtenances, FAA-required testing (including approved input-based testing) of ARFF vehicles with SFFF, and disposal of waste materials to include AFFF concentrate, rinsate from the vehicle cleaning and testing operations, and bulk items from the AFFF tanks and associated piping at both LCPA ARFF Stations: Station 91 at Page Field (FMY) and Station 92 at Southwest Florida International Airport (RSW).
All items and services provided or performed must fully comply with the RFP requirements and any agreement entered into with the Authority. LCPA intends to transition its ARFF vehicles and operations from AFFF to SFFF to provide Part 139 Index ARFF operations and support safe, efficient airport operations at Page Field and Southwest Florida International Airport. The successful Proposer will install SFFF in ARFF vehicles post-transition and testing. LCPA will provide the new SFFF for use during the transition. The Ecopol A3+ synthetic fluorine-free foam is specified to ensure parity with mutual aid ARFF. The Department of Defense officially certifies this SFFF as meeting military specifications, and it is listed on the Department of Defense “Defense Standardization Program Qualified Products List 32725.”
Proposers must base their site plans, demolition approach, and schedule on the provided architectural and engineering drawings titled “LCPA_F3 Transition_Reference Documents_Vol.
I.pdf.”
Proposers must conduct all ARFF foam testing in strict accordance with the methodologies and performance criteria outlined in the provided document titled “NFPA 460 - Chapters 27-29 - Foam Proportioning System Performance Testing.pdf."

B.03 BACKGROUND
ARFF has utilized AFFF as a fire suppression product since the inception of flight services in SWFL.
Foam has been stored, discharged, & tested at several sites around the properties. Because areas outside Florida have determined that AFFF contains potentially carcinogenic chemicals and is a hazardous material, ARFF wants to transition to fluorine-free foam to reduce risks to personnel and the environment. Recently, the Federal EPA also determined that PFAS/PFOA chemicals are hazardous materials.
B.04 SCOPE OF WORK
The successful proposer will transition and test seven (7) ARFF vehicles from AFFF to SFFF, demolish and remove AFFF storage at two (2) ARFF stations, and dispose of waste from the transition, testing, and demolition activities. Proposers are responsible for furnishing all labor, materials, equipment, supervision, and incidentals necessary to complete the work. ARFF vehicles to be transitioned include:
There are approximately 1,200 gallons of 3% AFFF concentrate at Station 92 and approximately 800 gallons of 3% AFFF concentrate at Station 91. There are 13 empty drums at Station 91 at FMY and 24 empty drums at Station 92 at RSW to be removed and disposed of. There are 4 unopened drums containing 3% AFFF at Station 92 to be emptied, removed, and disposed of.
