About this file

This is Addendum #4 to Invitation for Bids 26-004-LH for 2024 LRA Paving Projects issued by the Macon-Bibb County Government Procurement Department on August 4, 2025. The project encompasses paving work on multiple roadways within the county, including milling, patching, striping, and manhole and valve box adjustments. Key specifications clarified in this addendum include: patching using a maximum 4-inch depth with 9.5mm Type 1 mix; striping measured in roadway miles to be applied (primarily double yellow centerlines with some edge lines); and manhole and valve box adjustments totaling 252 each, with pricing required for both riser-based adjustments and brick-and-mortar alternatives based on field conditions. MTV is not required for this project, and no DBE goals apply. Work hours are generally Monday through Friday during daylight hours, with special requests for nighttime work in congested areas subject to approval.

Bidders must provide weight tickets for all milled material and paving installations, with final repaving to be completed within one day of milling work. Patching is estimated at 10 percent per road, though this historically exceeds actual need and will be determined by field conditions and additional cracking below the original mill depth. The bid form must acknowledge receipt of this addendum. Roadways requiring striping are identified in revised Attachment B (the quantity worksheet), and bidders are directed to the Frequently Asked Questions section of the Bid Document for additional clarification on material specifications, work sequencing, and scheduling requirements.

ADDENDUM # 4

To: ALL PROSPECTIVE FIRMS

Re: INVITATION FOR BIDS: 26-004-LH, 2024 LRA Paving Projects

The Invitation for Bids, referenced above, is modified as follows:

1. Patch thickness and Type mix to use for patching.

Answer: Maximum 4 inches using the 9.5 mix

2. Is MTV required?

Answer: No. MTV is not required.

3. Manhole & VB adjustments seem to be duplicated. Once using Risers and second with brick & mortar.

Please clarify.

Answer: Provide a price for both, the actual will be determined in the field.

4. The line item for Striping (Paint) is listed as miles. Can you please explain how this is being measured? (IE.

Is this by the Road Mile? Is this the Linear Mile of a single Line? Is this the length of the centerline?

Answer: Bid the striping as Roadway miles to be striped. There may be a few roadways with edge lines but the majority of roadway that have striping are double yellow.

5. Can you provide a list of which roads will require striping?

Answer: The roadways to be striped are on the excel quantity worksheet provided as the Attachment B revised worksheet.

6. Are there a DBE Goals on this project.

Answer: No.

7. Some of the roads on this contract are in heavily congested areas. Will contractor be allowed to perform any of this work at night?

Answer: See Frequently Asked Questions in the Bid Document. 8-5, Monday – Friday, or as daylight permits. Special requests for night work (like on downtown streets) may be approved by request

8. You give the bidding contractors the square yards of Patching and tell us the depth can be between 1.25” and 4”. To give Macon Bibb Co. the best per square price for the Patching Item can Macon Bibb Co. give the bidding contractors the tons of Patching on each road or at least the depth that Macon Bibb Co. will be performing on each road? If this item was paid for by the Ton, then the depth would not be a problem, but since it is by the square yard the unknown variables must be covered. If we must guess, then we will cover our back sides.

Answer: Patching may not occur on all roads. There is 10% estimated on each road for patch but historical this has been an overestimate. Patching is determined if additional cracking has occurred below the original mill therefore the depth or the tonnage is only an estimate.

9. It is assumed that the 9.5mm will be Type 1 – is this correct?

Answer: See Frequently Asked Questions in the Bid Documents, Type 1

10. It is assumed that the 9.5m TP1 will used for the Patching on this contract – is this correct?

Answer: Yes

11. Could you please provide a street list which shows the quantity of patches for each.

Answer: See answer 8

12. What is the sequence of operations? Can patching be done ahead of milling? or is milling to occur first, patching and then install paving?

Answer: See answer 8

13. What is the cover up time between milling and paving?

Answer: See Frequently Asked Questions in the Bid Documents, Final repaving to be completed within one day of the milling work.

14. Since Milling is paid for (per TN), what procedure is to determine the tons milled? is it to be same as tons of surface mix installed? Will the contractor be required to provide scaled weights tickets for each load?

Answer: Weight Tickets will be required.

15. On each project there is a line item "install furnished Sewer Manhole & valve box riser” quantity is 252

EA.

There are also two additional Lines items " Manholes (Adjust)" and "Water Valves (Adjust)". These two added together give you the same quantity (252 EA) as adjustment with risers. Is this a duplication? If not, please indicate how each will be used. Are we required to bid on each of these items, or may we choose the type of MH VB adjustment we wish to use?

Answer: A price is required for both items. The type of adjustment is determined by field condition.

Please incorporate this change into the Invitation for Bid and acknowledge receipt of this addendum on your bid form.

Sincerely, Laura Hardwick
