About this file

This is a Project Manual (Volume 2 of 3) for a construction contract issued by the New Mexico Department of Public Safety through the State of New Mexico General Services Department, Facilities Management Division, for the Albuquerque Metropolitan Complex located at 1250 Menaul Boulevard NE, Albuquerque, New Mexico 87102. The project involves the demolition of an existing building and construction of two new buildings: a Main Building of approximately 8,800 square feet and an Auto Shop Building of approximately 4,800 square feet, along with associated grading, paving, sitework, site utilities, and landscaping. The work will be performed under a single prime contract with the Architect identified as The Hartman + Majewski Design Group, with project management led by Robert Luedeke from the Facilities Management Division. The contract documents establish comprehensive requirements for project management, coordination, scheduling, submittals, and quality assurance, with a preconstruction conference to be held no later than 15 days after contract execution and a target Substantial Completion date to be determined by the executed Agreement.

The Project Manual establishes three lump-sum allowances totaling $805,000: $280,000 for a Movable Furniture Package, $25,000 for a Signage Package, and $500,000 for Off-site Development work. One alternate is specified for a Future Site Generator infrastructure to service the main building. The contractor is responsible for all receiving, handling, storing, protecting, and installation of owner-furnished products, with coordinate procedures requiring submission of a cost-loaded, startup construction schedule within seven days of work commencement and a full Critical Path Method (CPM) schedule within 60 days. The manual prohibits smoking, vaping, and controlled substances within 25 feet of building entrances and establishes detailed procedures for substitutions, contract modifications, payment applications with lien waivers, and construction documentation including daily reports, material location reports, and site condition reports. All submittals must comply with AIA document standards and be processed through the Owner's web-based project management software (Autodesk Construction Cloud/Build), with the Architect providing seven working days for responses to Requests for Information and 15 days for substitution decisions.
