The lump sum price shall be deemed to include all costs required for the specified work, completed in accordance with the drawings and specifications, including all labor, materials, equipment, tools, management, supervision, disposal, and related items.

• Comparison of proposed prices with available historical information.

• Comparison of market survey results.

A price, which is found to be unreasonably high or unbalanced in relation to the proposed work and/or Government Estimate may negatively impact the offeror’s evaluation and may result in the proposal not being eligible for award. A proposal that fails to submit pricing as required will be considered unresponsive and will not be evaluated or considered for award.

EVALUATION

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with any or all offerors; and to award the task order to the offeror submitting the lowest price proposal.

2. As stated in the RFP, the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306 (a)).
