About this file

This is an Evaluation Criteria document for a Parking Management Services solicitation issued by the Broward County Aviation Department for Fort Lauderdale-Hollywood International Airport in Florida. The solicitation seeks a qualified firm to manage daily operations of public and employee parking garages and lots, including valet services, parking media issuance and enforcement, and rule compliance. The scope encompasses Employee Lot, Valet, and Self-Parking operations. Vendors must submit comprehensive proposals addressing all evaluation criteria by the solicitation closing date, with all requested documentation required to avoid receiving zero points for incomplete sections. The County encourages vendors to submit all available files, including optional items, at the time of submittal to facilitate timely and comprehensive review.

The evaluation framework allocates 100 total points across five criteria: Ability of Professional Personnel (15 points), Project Approach (40 points), Past Performance (20 points), Location (5 points), and Pricing (20 points). Vendors must demonstrate qualifications and relevant experience of the Project Manager and key staff with resumes and organizational charts; describe their project approach including staffing plans and standard operating procedures for all parking types; detail revenue collection, auditing procedures, and PCI DSS compliance; outline customer service initiatives and cost-saving strategies; provide a minimum of three references from similar projects completed within the past five years with specific facility details; and submit pricing using a formula where the lowest proposed price divided by the proposer's price multiplied by 20 equals the price score. The solicitation includes bonding requirements, living wage provisions, and workforce investment program requirements, though the living wage ordinance may not apply to awards made on or after September 30, 2026, pursuant to Florida House Bill 433 (2024).
