About this file
This is a Payment Card Processing Questionnaire for Parking Management Services at Fort Lauderdale-Hollywood International Airport, issued by Broward County Aviation Department in Florida. The questionnaire is a mandatory component of the solicitation response and requires vendors to provide detailed written responses addressing payment card processing systems, infrastructure, compliance standards, and third-party disclosures. Vendors must submit the completed questionnaire with their solicitation response, or within three business days of the County's written request; failure to comply may result in a determination of non-responsibility. The document does not specify response or award dates, but establishes that all payment processing solutions must maintain full compliance with the Payment Card Industry Data Security Standard (PCI DSS) throughout the contract term and that all electronically printed receipts must comply with the Fair and Accurate Credit Transactions Act (FACTA).
The questionnaire requires vendors to disclose comprehensive information regarding their payment processing model, all third parties involved in the solution, compensation and revenue-sharing arrangements, proprietary services or exclusive relationships, and compatibility with the County's preferred acquiring bank (currently Wells Fargo). Vendors must confirm whether their proposed solution can accommodate alternative acquiring banks, payment gateways, and processors, and provide current PCI Attestation of Compliance documentation. Additionally, vendors must identify the licensing model for the payment processing solution, confirm whether licenses are transferable if providers change, provide copies of all third-party agreements that would be binding on the County, and identify the designated Merchant Bank and Merchant of Record. The questionnaire emphasizes full transparency regarding PCI compliance and component validation on the PCI P2PE Security Standards Products and Solutions Listings website.
