About this file
This is a Nonlobbying Certification form required for federal-aid contracts in California, specifically for the Laguna Creek Trail and Bruceville Road Sidewalk Improvements Project. The certification must be submitted with the bid and serves as a prerequisite for entering into any federal-funded transaction. The form requires the prospective participant to certify that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional employees in connection with the contract award, grant, loan, or cooperative agreement.
The certification imposes mandatory disclosure requirements under 31 U.S.C.A. § 1352, stipulating that if any non-federal funds have been or will be used for lobbying purposes, the participant must complete and submit Standard Form-LLL, "Disclosure of Lobbying Activities." The form establishes civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification. Additionally, contractors and subcontractors agree to include this certification language in all lower-tier subcontracts exceeding $100,000 and require all subrecipients to certify and disclose accordingly. The prospective participant must sign and date the form, providing their title as contractor or subcontractor.
