About this file
This is a Noncollusion Affidavit form required for submission with bids to the City of Elk Grove Department of Public Works for the Laguna Creek Trail and Bruceville Road Sidewalk Improvements Project in California. The affidavit is mandated under Title 23 United States Code Section 112 and California Public Contract Code Section 7106. Bidders must certify that their bid is genuine and made independently, without collusion or coordination with other bidders or interested parties. The form requires bidders to declare that they have not induced other bidders to submit false bids, fixed bid prices or cost elements with competitors, sought competitive advantages through improper communication, or divulged bid information to third parties or bid depositories.
Bidders must sign the affidavit as part of the proposal submission, and the signature on the proposal itself constitutes execution of this noncollusion certification. Bidders are explicitly cautioned that false certification may result in criminal prosecution. This form must be included with all bid submissions and serves as a compliance requirement for federal-aid projects governed by federal and state procurement regulations.
