The implementation is expected to begin in November 2021 with go-live targeted for fall 2022. The contract will be fixed-fee based on completion of pre-identified milestones, with implementation services invoiced upon County acceptance of services for each milestone.

All pricing must be submitted on a fixed-fee basis organized by major project milestones including project management, knowledge transfer, system design, build, conversion, testing, and go-live support. Proposers must provide fully loaded rates that include all travel and expenses, with costs assigned to each milestone, deliverable, or task; any costs listed as "to-be-determined" or "estimated" will not be scored. Proposers must complete Attachment 8—Cost using the specified format and may submit joint proposals with multiple firms if necessary, though one primary firm must be identified as the main point of contact. All proposals must include one master hard copy, seven identical hard copies, and one electronic copy on a USB drive in Microsoft Excel format for specified attachments. The County will evaluate proposals based on written proposal assessment (30 percent), software demonstrations and interviews (60 percent), and cost (10 percent). The County reserves the right to award multiple contracts, reject any or all proposals, modify the RFP by addendum, and remove or add functionality until final contract signing. All proposals become public records subject to Wisconsin public records statutes after an award is made. RFP #2110 1

Section 1: RFP Introduction

1.1 Overview

Kenosha County, Wisconsin (hereafter referred to as “the County”) is requesting solicitations from experienced Microsoft Implementers who meet the qualifications and specifications set forth herein to assist the County with upgrading its Microsoft AX ERP application to Microsoft Dynamics 365.

The County’s current Microsoft AX configuration contains full financials. Human Resources and Payroll are in UKG (Kronos) and will remain on this platform. The County is currently in the process of selecting and implementing a cashiering solution. The cashiering solution will be installed by spring 2022. The scope for this project is to upgrade financials only to Microsoft Dynamics 365 Cloud and integrate to

UKG and the future cashiering solution. The County expects the upgrade to be completed by fall 2022.

1.2 About the Project

Approximately two years ago the County completed the implementation of Microsoft AX as its financial

ERP solution. The solution was selected through a highly competitive process. The solution provider selected by the County advised the organization to use Microsoft AX (on premise) since it was described that Microsoft Dynamics 365 had not matured sufficiently for the public sector.

The County was notified this past year that Microsoft will be eventually migrating to Microsoft Dynamics

365 and that the Tyler Cashiering solution may not fully integrate with the Microsoft Cloud ERP. The

County made the strategic decision to stay on Microsoft ERP and to find a cashiering solution suitable for Microsoft Dynamics 365 in a separate process. The new cashiering solution is expected to be in place by summer 2022.

The County’s current Microsoft AX configuration relies on a proprietary tool to enable it to work in the public sector. The County’s preference is to move away from proprietary tools and use the capabilities of the software to operate in the public sector. If it is required to maintain the proprietary portions of the software, the County will maintain its active support with the company and will provide access to the tools.

The County is using Government Finance Officers Association (GFOA) as its system selection consultant.

GFOA will facilitate the process but will not select the implementer. Selection is the responsibility of the

County.

1.3 About Kenosha County, WI

The County, organized in 1850, is governed by 23 Board Supervisors. Each Supervisor is elected for a two-year term. The County Board is responsible for legislation and policy while the County Executive is charged with the execution of the policies and the overall administration of the County government.

The County Board consists of several committees. The ERP Upgrade project is being overseen by the

Finance and Administration Committee and the Information Technology Steering Committee (ITSC). The

Finance and Administration Committee consists of County Board members. The ITSC includes representatives from County leadership and private sector advisors. The Finance and Administration

Committee strongly takes into consideration the recommendations of the ITSC on all technology related matters.

1.4 Notice to Proposers

Failure to carefully read and understand this RFP may cause the proposal to be out of compliance, rejected by the County, or legally obligate the Proposer to more than it may realize. Information obtained by the Proposer from any officer, agent or employee of the County shall not affect the risks or obligations assumed by the Proposer or relieve the Proposer from fulfilling any of the RFP conditions or any subsequent contract conditions. Attempts by or on behalf of a Proposer to contact or to influence any member of the selection committee, any member of the County Board, or any employee of the

County with regard to the acceptance of a proposal may lead to elimination of that Proposer from further consideration. Only the format described in the RFP and the attachments included with this RFP will be accepted as compliant for the submitted proposal.

1.5 Conditions

1.5.1 Joint Proposal

If all RFP requirements are not met with products and services provided by one firm, proposers are encouraged to partner with another firm to submit a joint proposal. Failure to meet all requirements will not disqualify a firm. However, the County will evaluate each proposal to determine if its overall fit is in the best interests of the County.

1.5.2 Primary Firm

If multiple firms partner to submit a joint proposal, the proposal must identify one firm as the primary contact. This primary contact will be the primary point of contact throughout the procurement process and will be held responsible for the overall implementation of all partners included in the joint proposal.

1.5.3 Pricing

Pricing must be submitted on a fixed fee basis upon completion of pre-identified “milestones.” For implementation services under a milestone arrangement, the vendor shall invoice the County when the

RFP #2110 3

County has accepted the Services included as requirements for each milestone. The scope of the project, including the milestones, will be defined by the statement of work that describes both functional requirements of the software and business process expectations.

1.5.4 Proposal Validity

All proposals and any subsequent clarification or response to the County’s questions shall be valid for a minimum of 180 days.

1.6 County’s Rights Reserved

1.6.1 Reservation of Rights

The County reserves the right to select the proposal(s) which in its sole judgment best meets the needs of the County. The County has established a Selection Committee that will make a recommendation to the County Board. The County will select the best products and services for the best value.

1.6.2 Multiple Contracts

The County reserves the right to award multiple contracts from this RFP.

1.6.3 Right of Rejection

The County reserves the right to reject any or all proposals and to waive technicalities and informalities when such waiver is determined by the County to be in the County’s best interest.

1.6.4 Modification

The County may modify this RFP by issuance of one or more written addenda.

1.6.5 Additional Information and Scope

The County reserves the right to meet with select proposers at any time to gather additional information. Furthermore, the County reserves the right to remove or add functionality (i.e., modules, components, or services) until the final contract signing.

1.6.6 Committal

This RFP does not commit the County to award a contract.

1.6.7 Property

All proposals submitted in response to this RFP become the property of the County and public records, and as such, may be subject to public review. Proposers concerned with release of proprietary or confidential information are encouraged to not submit that information in the proposal.

1.6.8 Expenses

The County shall not be liable for any pre-contractual expenses incurred by prospective Proposers, including but not limited to costs incurred in the preparation or submission of proposals. The County shall be held harmless and free from any and all liability, claims, or expenses whatsoever incurred by, or on behalf of, any person or organization responding to this RFP.

RFP #2110 4

For each decision point in the process, the County will evaluate Proposers according to specific criteria and will then elevate a certain number of proposers to compete in the next level. Proposers not previously elevated may be elevated at a later date.

The sole purpose of the proposal evaluation process is to determine which solution best meets the

County’s needs. The evaluation process is not meant to imply that one proposer is superior to any other, but rather that the selected Proposer can provide and has proposed the best solution for the County’s current and future needs based on the information available and the County’s best efforts of determination.

The proposal evaluation criteria, which will be developed by the County prior to opening of proposals, should be viewed as standards that measure how well a proposer’s approach meets the desired

RFP #2110 6

requirements and needs of the County. The County expects that evaluation criteria will focus on major risk areas for enterprise software implementations and include, but not be limited to the following:

Written Proposal Assessment 30% o Overall Understanding of Project o Implementation Approach o Quality of Proposal

Software Demonstrations and Interviews 60% o Quality of Team o Technology o Implementation Approach

Cost 10%

The County reserves the right to determine the suitability of proposals based on any or all of these criteria or other criteria not included in the above list. The County’s evaluation team will then make a recommendation to be approved by the County’s steering committee to elevate proposals for software demonstrations, discovery, and final contract negotiations.

2.2 Project Goals

The County is only planning a “lift and shift” upgrade where no new functionality is introduced during the upgrade. The County desires to have implementers evaluate any of the customizations and determine whether standard functionality in Dynamics 365 can accommodate these functions. If a customized function cannot be accommodated in Dynamics 365 the implementer will be required to document why the functionality cannot be accommodated.

The County is also implementing an updated cashiering solution. This project is expected to be completed by spring 2022. Integrators from the cashiering project will work with Proposer consultants to integrate the two products once Dynamics 365 is in place.

2.3 Project Timeline

The ERP solution is expected to be live by fall 2022. Due to pandemic safeguards, the County is prepared to have consultants complete work remotely. Assuming a summer 2021 start, Proposers should communicate realistic timelines to both successfully implement the proposed solution and to guide the County in achieving its stated goals.

2.4 Implementation Approach

The County understands that each Proposer may take a different approach to implementation.

However, to better compare different approaches and to ensure that essential components of the implementation are proposed, the County requires that all Proposers use the definitions below when describing implementation activities. Similarly, the County will require that Proposers provide tasks in their response to meet both the stage requirements and deliverables contained below. When completing responses required in Section 3: Detailed Submittal Requirements of this RFP, use definitions listed within the section.

RFP #2110 9

2.4.1 Project Management

2.4.2 Knowledge Transfer

Proposer will be responsible for ensuring that the County’s core team has sufficient knowledge and understanding of the software to properly participate in the project and subsequent system and business process design discussions. Knowledge transfer stage will include all core team training.

Specific deliverables expected during this stage include:

• Project Team Training Plan

• Generic System Documentation

2.4.3 System Design

Proposer will be responsible for facilitating process to define how the system will be used to meet the

County’s business process requirements and project goals. As part of the design, the County expects to engage in discussions around how to use the system most effectively, what changes in business process are required and to document configurations, interfaces, reports, workflows, and security roles.

The County implemented numerous enhancements (See Exhibit 1- Enhancements). Implementers will be required to review the list as part of the upgrade process to determine whether or not the enhancement can be incorporated into standard functionality.

2.4.4 Build

After completing design and after the County has made decisions on both business process and system configurations, the County expects that the Proposer and County staff will work collaboratively on building the system. All activities related to system configuration, interface development, report creation, or other build tasks should be included in this stage. Specific deliverables expected during this stage include:

• As-built Documentation

• Test Scripts

2.4.5 Conversion

The County expects all data in Microsoft AX to be converted into Dynamics 365. Proposer will be expected to develop a data conversion strategy for the project and implement the recommendations.

The Proposer will be responsible for loading the converted data and confirming the successful load of the data. Specific deliverables expected during this stage include:

• Conversion Plan

• Converted Data Acceptance

RFP #2110 10

2.4.6 Testing

Throughout the process, the County expects to engage in execution of a formal test plan. The test plan will be developed during the project and include testing approach, roles and responsibilities for testing, and clear deadlines and expectations around testing effort. The County expects to engage in detailed conference room pilot testing, unit testing, regression testing, integration testing, parallel testing, and user acceptance testing. Specific deliverables expected during this stage include:

• Testing Plan

• Testing Acceptance

• Cutover Plan

2.4.7 Go Live and Support

At time for go-live, the County expects that the Proposer will assist with end-user training, work to prepare a cutover plan, and assist with the transition to the new software. Included with go-live could also be assistance for after go-live with management of help-desk type functions. Specific deliverables expected during this stage include:

• Training Plan

• End-user Training Materials

• Final Acceptance Documentation

2.5 Interfaces

Interfaces to the County’s existing systems are critical to the project success. It is expected that the project will include an interface to the following external systems or third-party organizations listed in this section. Interface requirements have been included in this proposal. Proposers should respond to each interface. Any positive response, “In Scope” is considered to be included in the submitted milestone pricing.
