About this file

This is a set of electrical engineering drawings prepared by BCER Engineering for the Dixie Hollins High School Lift Station Replacement project in St. Petersburg, Florida, under Pinellas County School District's authority. The project involves the removal and replacement of an existing sanitary lift station with electrical infrastructure upgrades, including disconnection of existing power feeders and wiring, demolition of current systems, and installation of new electrical components. The scope includes providing a new 208-volt, three-phase feeder with three #3 AWG conductors plus one #8 ground conductor from the disconnect in the electrical room to the new lift station location, replacement of existing fuses with 100-ampere fuses in the existing fused disconnect, installation of a new surge protection device, and reconnection of the relocated VC Systems & Controls VC25-9622 controller and associated pump and float switch wiring. The mandatory pre-bid conference is scheduled for August 12, 2026 at 9:00 a.m. at the school site, with sealed bids due by 4:00 p.m. on August 31, 2026. The contract period is 60 calendar days from Notice to Proceed, with bid evaluation and contractor selection scheduled for September 2-8, 2026, Notice of Intent to Award by October 6, 2026, and School Board approval anticipated by October 13, 2026.

The estimated project contract value is approximately $485,000, including a 10 percent contingency. Prime contractors must hold a current Florida License as a Utility Contractor and demonstrate five years of continuous business operation as the same legal entity plus documented experience performing five comparable utilities and lift station replacement projects within the past five years. All work must comply with the 2023 Florida Building Code, 2023 Florida Existing Building Code, NFPA 70-2020 National Electrical Code, and applicable ASTM and AWWA standards. General Liability Insurance minimum limits are $1,000,000 per occurrence and $2,000,000 general aggregate. Liquidated damages are $150 per calendar day for failure to meet the 60-day deadline. The contractor must provide permits, inspections, submittals, and as-built documents within 90 days of certificate of occupancy. Bid and performance security, proof of E-Verify registration, background screening clearance under the Jessica Lunsford Act, and executed affidavits regarding labor coercion and public entity crimes are required. The District will consider pricing from Florida Department of Management Services contracts during evaluation.
