About this file
This is Addendum 5 to Request for Quotation No. 2026-26 issued by the Town of Farragut, Tennessee for the construction of a new public restroom facility at McFee Park. The addendum clarifies key project parameters and answers ten critical bidder questions regarding contract terms, site conditions, utility infrastructure, and construction scope. The project scope is limited to the building structure itself, excluding sidewalks, utilities, storm drainage, benches, fencing, asphalt, curbing, and landscaping work. Sealed bids are due April 21, 2026 at 2:00 PM, with the deadline for bidder questions established at April 14, 2026. The Intent to Award is scheduled for April 22, 2026, and Board approval is scheduled for May 14, 2026. Substantial Completion must be achieved within six months from the Notice to Proceed, with Final Completion and all punch list items completed within two weeks thereafter.
The addendum confirms that the Town does not provide upfront payment and invoicing follows monthly progress billing based on completed work verified by Town staff. Building permit fees are waived as this is a Town of Farragut project. Contractors must price all utility hookups (water, sewer, and electric) with utilities stubbed to the building site five feet out; contractors are responsible for coordinating and paying for all utility service connections at no markup to the Town. All footing spoils must be exported from the site. The dog park will be close to completion but not fully operational before construction begins, and the grading project currently underway is limited to dog park pathways only. All communication regarding the RFQ must be submitted via email to Tessa Cortes, Finance Director, and contact with any other Town personnel is forbidden and may result in bid disqualification. Only written statements issued by the Finance Department are official and binding; verbal communications are considered unofficial and non-binding.
