About this file
This is Addendum 2 to an Invitation to Bid issued by the Town of Farragut, Tennessee for RFQ No. 2026-26, concerning the construction of a new public restroom facility at McFee Park. The addendum addresses six substantive questions submitted by potential bidders regarding project scope clarification, site conditions, and utility connections. Key clarifications include confirmation that all site concrete, grading, backfill, and landscaping work is being performed under a separate bid and scope of work as part of a concurrent Dog Park project, meaning the restroom contractor is responsible only for utility connections required for electrical, water, and sewer service. The addendum specifies that utility sleeves will be coordinated on an as-needed basis through unit pricing, that an existing electrical vault approximately 80 feet from the building site is available for power connection, and that the contractor must contact LCUB regarding electrical service connections. The project requires substantial completion within six months from the Notice to Proceed, with sealed bids due April 21, 2026 at 2:00 PM at Town Hall, and the deadline for bidder questions established as April 14, 2026.
The addendum reinforces that all communications must be submitted via email to Anjanissa Pratte, Staff Accountant, at apratte@townoffarragut.org, with any contact with other Town personnel forbidden and subject to bid disqualification. The project is grant-funded through the Tennessee Department of Environment and Conservation Local Parks & Recreation Fund and Treasury ARP SLFRF financial assistance, though no specific project estimate value is provided. The addendum emphasizes that only written statements issued by the Finance Department representative are binding, with verbal representations and oral discussions explicitly deemed non-binding on the Town.

Only the information issued in writing and added to the specifications by an official addendum is binding.
Q1. Thanks for sending out Addendum #1 for the McFee Park Restroom bid. Regarding the questions that came in, the main concern is clarification of the exterior scope—specifically concrete sidewalks, backfilling around the building, and any related landscaping. The current drawings don’t indicate how the new work is intended to tie into the existing developed area. Additionally, the note on AS 1.1 states that the Architectural Site drawing is for reference only and not an indicator of scope. Could we get an actual site plan that clearly shows the required exterior concrete, grading/backfill limits, and landscaping scope? This will help ensure all bidders are pricing the same work.
A1. Other than utility connections required for electrical, water and sewer, all site concrete and landscape is being provided under a separate bid and scope of work.
Q2. Will the new concrete have any sleeves under it for utilities?
A2. Utility sleeves are desired and will be coordinated with the selected contractor on an as needed basis through unit pricing.
Q3. Looks like there is an electrical vault approximately 80' away, is that where the power will come from?
A3. An existing electrical vault approximately 80' from the restroom building site is available for connection, but interested bidders / contractors should confirm the distance required.
Q4. Will there be any civil drawings included in the bid package for the McFee Park Restrooms out for bid? Also, can you confirm whether site work is being performed by others?
A4. The site is fully developed. Johnson used the civil utility plan to show where our connections would be adjacent to where the utilities were running through the site.
All site work is being performed as part of the Dog Park project.
Q5, Is there currently an estimated value or mobilization date for the above project?
A5. Please refer to section 1.8 of the Contract Terms, substantial completion of the project is 6 months from the date of the Notice to Proceed. We do not have a current estimate value for the project, but as a reminder it is grant funded project through TDEC Local Parks & Recreation fund.
Q6. I had a question regarding the service connection point. I see on page AS1.1 what appears to be the power pole to the right of the building, are we running to that or a different location? I do also see on the electrical drawing it says as directed by LCUB, do I contact them for that information?
A6. Yes, Contractor contacts LCUB. There is a power box onsite.
