About this file

This is Addendum 4 to Request for Quotation No. 2026-26 issued by the Town of Farragut, Tennessee for the McFee Park Restroom Build project. The addendum clarifies that civil locates and specifications will designate which lighting and power pedestals require connection from the Town's power supply, with contractors responsible only for stubbing out empty conduit beyond that scope. No pre-bid or site tour has been scheduled, and the Town has confirmed there are no plans to conduct one. All bidder communications must be submitted in writing via email to Tessa Cortes, Finance Director (tcortes@townofarragut.org), who serves as the sole official point of contact for this RFQ. Sealed bids are due April 21, 2026 at 2:00 PM, with the deadline for bidder questions set for April 14, 2026. The Intent to Award is scheduled for April 22, 2026, followed by Board approval on May 14, 2026. Substantial Completion must be achieved within six months from the Notice to Proceed, with Final Completion within two weeks thereafter.

Bidders must submit one original paper copy, one electronic copy on USB drive, and two additional paper copies with required certifications including drug-free workplace affidavits, non-collusion affidavits, and anti-lobbying certifications. Commercial General Liability Insurance of $1,000,000 per occurrence and Worker's Compensation Insurance of $500,000 per accident are required, with the Town named as additional insured. Bidders must provide a 5% bid guaranty via certified check or bid bond, and successful bidders must furnish a 100% performance and payment bond within ten days of award. Pricing shall remain firm for 60 days from bid opening, with liquidated damages of $500 per calendar day applied for delays beyond the agreed completion date. The contractor is responsible for coordinating and paying all utility service connections, including water, sewer, and electric taps, with costs included in the bid price. The project is funded in part by a Tennessee Department of Environment and Conservation Local Parks & Recreation Fund grant and Treasury ARP SLFRF assistance.
