PPQ
Pages 1 and 4
We noted the PPQ dates are not updated to reflect the solicitation due date on the SF1449. In order for the PPQ to be obtained and delivered on time, may offerors update the dates on pages 1 and 4 for the government? Please confirm this is acceptable and revised PPQs will not be issued?
A Solicitation amendment was posted on 12/11/23 to correct the PPQ due date..

Page 25, 5.7 & Page 38, 4 Transition Plan
Since the government has indicated this is a new requirement with no incumbents, would the government consider removing the Transition Plan technical requirement from the RFQ? If not removing entirely, then would the government consider replacing the Transition Plan with an Onboarding Plan in the technical requirement?
No, currently the government executes the prepartory course. The objective of the transition plan is for the contractor to outline the tranisition from government control to contractor control. The requirement requires the contractor to develop a curriculum and provide the instructors/labor. The contractor will take over the prepartory course. Contractor's tranisition plan shall contain the elements outlined in the solicitation.

Page 36, Informational Data
What are the billable hours per full-time employee the government is asking for under this requirement?
The Informational data is for informational purposes only. The government estimated those numbers. The PWS outlines the hours of operation, and the instructors would have to be Full Time Equivalent (FTE). FTE is time the worker spends actually performing their duties. There is no set billable hours.

Page 38, Volume III - Past Performance
The instructions describe that the "quoter shall provide a maximum of three (3) relevant past performance evaluations…" If the prime offeror is providing 3 past performance evaluations, will the government also allow a major subcontractor provide additional past performance evaluations in the submission?
No. The contruactural relationship will be with the Prime; therefore, the Primes past performance is being evaluated.

Page 38, Volume III - Past Performance
We noted a page limit of 20 pages for the Volume III - Past Performance. CPARS are not available and we will be submitting PPQs per instructions. Can the government clarify if PPQs are excluded from the page count? Especially since PPQs will be sent directly to Contracting and not included in the offeror's submission?
The page count will remain at 20.
A PPQ is only required in the event three (3) CPARS (which meet the requierments) are unavaliable. Per the instructions provided for Volume III - Past Performance:
"If a completed Contractor Performance Assesment Reporting System (CPARS) evaluation is avaliable which meets the requirements identified above, it shall be submmitted with the quote. If a CPARS is not avaliable, or fewer that three (3) are available, then the Quoter shall submit a completed Past Performacne Reference Questionnaire (PPQ)..."
