About this file
This instruction establishes the Naval Aviation Schools Command's (NASC) policy and procedures for training, certifying, and evaluating military, civilian, and contract instructors assigned to NASC. It requires all instructors to complete a Navy-approved instructor training course prior to beginning instructional duties. Instructors must attend the Navy Instructor Training Course, Aviation Preflight Indoctrination Instructor Training Course, or equivalent, depending on assignment. Additionally, instructors must complete course-specific indoctrination, observe and practice teach the course, and pass three instructor evaluations conducted by certified instructor evaluators before receiving certification. The instruction outlines certification and evaluation requirements for new, returning, and high-risk instructors and the process for designating instructor evaluators. It provides guidance on instructor certification records, the semi-annual and quarterly evaluation program, and decertification and recertification procedures.
The related federal contract opportunity seeks proposals for the development of course curriculum and instructor support services for the Navy Aviation Schools Command in Pensacola, Florida. However, no additional details are provided regarding required products or services, response dates, or other salient information.

1. Purpose. To establish Naval Aviation Schools Command (NASC) policy and procedures for training, certifying, and evaluating military, civilian and contract instructors assigned to NASC per references (a) through (h).
2. Cancellation. NAVAVSCOLSCOMINST 1610.11T.
3. Background. The Training, Certification, and Evaluation Program allows NASC and its’ detachments to train and maintain highly qualified instructors to support NASC mission requirements. Instructors shall perform duties and responsibilities as outlined in references (a) through (h).
4. Policy
a. Per references (a) and (b), all personnel assigned as instructors shall complete a formal
Navy-approved instructor training course. Following graduation of an approved instructor course, the member will certify as an instructor through NASC certification process.
b. NASC Instructors shall complete the Navy Instructor Training Course (NITC), Course
Identification Number (CIN) A-012-0077, or Aviation Preflight Indoctrination Instructor
Training Course (AITC) as appropriate per reference (b) prior to beginning instructor and instructor management duties.
(1) Executive staff and schoolhouse directors who are not billeted as instructors may be exempted from the requirement to complete a formal instructor training course (e.g., NITC or
AITC) with the written concurrence of the Commanding Officer (CO). Such personnel may instruct only in units not designated as High-Risk Training (HRT).
(2) Reference (d) is the authoritative source of policy and guidance for all NASC training courses that are designated HRT. Prior to instructing in any NASC HRT course, all potential
HRT Instructors must fully comply with requirements set forth in references (a) through (h).
c. This instruction shall be coordinated with the NASC Safety Office.
5. Action
a. All NASC instructors are required to complete a course indoctrination unique to the course in which they are to be certified, using guidelines in enclosure (1) or (2).
b. Prior to becoming a fully certified instructor, all novice instructors are referred to as an
“Instructor Under Training (IUT).” The certification process includes:
(1) High Risk Instructors shall attend and successfully complete the course(s) in which they will instruct. Successfully completing the course(s) is the first step in completing the requirement to become a certified instructor. All water survival instructors who have graduated from the Basic Swimming and Water Survival Instructor Training Course
(A-012-1014) have met this requirement for the Swim Skills Maintenance and Improvement
Course (A-060-2222), Navy Swim Tester Course (C-012-0015), and Intermediate Water
Survival Course (C-050-0605).
(2) Course observation. IUTs shall observe a qualified instructor teach the course in which they are seeking certification. During course observation, the IUTs shall follow the standardized lesson plan and personalize their lesson plan (one time minimum, more if needed). Personalized lesson plans must be approved by the Course Supervisor prior to the Learning Standards Officer
(LSO) or Course Curriculum Model Manager (CCMM) Division Officer conducting the member’s Certification Evaluation.
(3) Practice teaching the course(s). After successful completion of the course as a student, IUT’s are required to practice teach under the direct supervision of a certified course instructor prior to the Certification Evaluation. For HRT Instructors, practice teaching is part of the requirement in the Core Unique Instructor Training (CUIT).
(4) Complete three instructor evaluations. After practice teaching the course, IUTs are required to satisfactorily complete three instructor evaluations using the appropriate Instructor
Evaluation checklist in enclosure (3) or (4). Time between these evaluations shall be a minimum of two days and be performed under the direct observation and supervision of an Instructor
Evaluator (IE) certified to teach the course being evaluated. The third evaluation is the
“certification evaluation” and shall be conducted by either the LSO or CCMM Division Officer.
The course supervisor will schedule the certification evaluation. This is the third and final step in becoming a certified HRT or non-HRT Instructor.
(5) Upon successful completion of required evaluations and the appropriate Job
Qualification Requirements (JQR) and CUITs, the IUT will be recommended by the Course
Supervisor for instructor designation. Designation letters, along with the completed JQR/CUIT, probationary, and certification evaluations, will be routed to the respective department head via the division officer using enclosure (5) or (6) for approval. After approval, the original instructor certification letter will be provided to the individual and a copy forwarded to the LSO within three working days. A copy of the signed letter will be placed in the member's Instructor
Training Jacket (ITJ). If individuals are certified in only a unit of instruction(s) within a CIN, the units will be identified on the certification letter.
c. Following certification, instructors are required to follow their assigned evaluation cycle.
The electronic version of enclosure (3) or (4) shall be used to evaluate their instructing performance.
d. Per reference (b), personnel shall complete the instructor certification process within three months from reporting onboard.
(1) At a minimum, all non-HRT instructors will be evaluated semi-annually by an IE certified in that course evaluating “technical” and “technique.” Annual evaluations will be conducted by the LSO, CCMM division officer, Master Training Specialist (MTS) Coordinator, or a command instructor evaluator from a different department to evaluate the instructor’s
“technique.” Semi-annual evaluations are to be unscheduled (instructor being evaluated is not notified in advance).
(2) HRT Instructors. Per reference (c), unscheduled evaluations will be conducted quarterly (every three months), starting from the month of certification. Three quarterly evaluations shall be conducted by the department’s designated IEs, evaluating “technical” and
“technique.” The fourth evaluation is an “annual” evaluation and shall be conducted by the
LSO, CCMM division officer, MTS coordinator, or command IE from a different department evaluating the instructor’s “technique”. Instructors certified in more than one CIN are required to conduct three quarterly and one annual evaluations for each CIN they are qualified to teach.
(3) If an evaluation is missed due to leave, school, Temporary Additional Duty, etc. a
Deviation Memo enclosure (7) explaining why the instructor did not receive the evaluation during that timeframe must be inserted into the instructor’s training record and a copy shall be routed to the LSO. The missed evaluation should be conducted at the first opportunity, and the instructor shall not be scheduled to teach until the evaluation is made current. If an evaluation is submitted to the LSO after the last day of the month in which it was due, it is considered invalid and “missed.”
(4) LSO shall manage and maintain an instructor management database as the authoritative source for all instructor personnel certifications. The LSO will distribute the instructor database monthly to assist the course supervisors with tracking instructor evaluations.
(5) Evaluators shall observe at least 30 minutes of actual instruction time. Unscheduled evaluations will be conducted on a random basis per reference (a). The instructor being evaluated must have a paper-copy of their personalized Lesson Plan (LP) for the lesson topic being presented. The instructor’s personal LP must be personalized and “approved” by the course supervisor. If the instructor being evaluated does not have a personalized and course supervisor approved LP, the evaluation will not be conducted. All evaluations shall be conducted using the appropriate instructor evaluation checklist enclosure (3) or (4). After the evaluation, the IE shall complete and sign the instructor evaluation checklist and forward it to the evaluated instructor for their signature. All instructors, except contractor instructors, shall be debriefed immediately following their evaluation.
d. Evaluation Routing. Once the evaluator, instructor, course supervisor, and the department head have signed the evaluation, it will be routed to the LSO within five working days of the evaluation. For HRT instructors, the results of the evaluation shall be entered into the Enterprise
Safety Applications Management System by the Training Safety Officer/Training Petty Officer.
A copy of all evaluations shall be maintained in the IJT.
e. Evaluation Standards. Instructor performance ratings are assigned per reference (e), Chapter 10. In the event an individual fails to meet the standards, a performance plan will be established to provide additional training and evaluations in accordance with reference (e).
Additional evaluations shall be conducted by an IE as identified within the established plan.
Either the LSO or the CCMM division officer will conduct a recertification evaluation within 30 days. If this evaluation is "unsatisfactory," the instructor shall be relieved of all instructor duties.
The instructor’s department head will review and recommend further actions.
f. Repeat Tour of Instructor Duty. Previous graduates of instructor training schools are not required to re-attend formal instructor training. However, if the interim time between instructor tours is greater than five years, the instructor shall complete the on-line NITC refresher course
(NAVEDTRA 14300A) located at https://my.navy.mil/ as directed by Naval Education Training
Command. Previously qualified instructors who return to NASC and are going to teach the same
CIN are only required to complete the recertification requirements outlined in this instruction.
Two evaluations are required; the first evaluation shall be “technical,” and “technique” conducted by an IE (Probation 1). The second evaluation shall be a “technique” conducted by either the LSO or CCMM division officer (certification). The time between these evaluations shall be a minimum of two days and be performed under the direct observation and supervision of an IE certified to teach the course being evaluated. Reference (c) is the guiding directive for processing previously qualified HRT instructors.
g. Instructor Certification Records. Course supervisors are responsible for maintaining the
ITJs in accordance with reference (c). They are responsible for ensuring that all required certification elements are completed for both new and repeat-tour instructors. This includes course attendance, practice teachings, certifications, and evaluations. Evaluations will be filed in the ITJs, and copies forwarded to the LSO. Division officers shall review the ITJs on a quarterly basis.
h. Administrative Procedures for Decertification/Recertification of Instructor Personnel.
(1) Decertification. The authority to decertify an instructor rest solely with the CO. When there is sufficient cause/concern to decertify an instructor, the recommendation shall be initiated by the department head and forwarded in writing to the LSO. The LSO will forward the recommendation to the CO and inform the Safety Officer. If the CO concurs, the following entry will be made in the ITJ and signed by the CO:
“(Date): (Subject’s Name) is decertified as an Instructor/HRT Instructor as of this date.”
Decertification may be necessary for reasons that are not the fault of the individual (e.g., individual augmentation, medical, emotional, psychological stressors, or Family Advocacy
Program issues, etc). In such cases, the following entry will be entered in the ITJ and signed by the CO:
“(Date): (Subject’s Name) is decertified as an Instructor/HRT Instructor as of this date.
This decertification is due to specific human factors and is administrative in nature.”
Instructors that are transferring from a course and/or are no longer going to be teaching a course do not require decertification letters.
(2) Recertification. Once an instructor has been decertified or has missed two consecutive quarterly/semi-annual evaluations, the instructor must be recertified prior to instructing. At a minimum, recertification shall consist of a comprehensive review of the original decertification cause (i.e., medical evaluation), its current status, and a CO’s (or designated representative) appraisal interview. The need for retraining (classroom and practical) will be determined by the individual’s department head. A new certification entry must be made in the ITJ after successfully re-screening and the CO’s re-designation. Upon returning to instructor status, recertification evaluation requirements should be determined by the course supervisor, department head, LSO, and the CCMM division officer.
6. Civilian Instructors. The training, evaluation, and management of government civilian instructor personnel will be conducted in the same manner and guidance as military instructors.
7. IE. Per references (a), (b), and (e), IEs must have been certified as an instructor for six months or longer before being designated as an IE. Instructors qualifying as an evaluator shall complete three practice evaluations (two under the guidance of a qualified IE and one under the guidance of the member’s course supervisor, in accordance with enclosures (3) and/or (4), and complete the IE Qualifications Standards, enclosure (8). Evaluators will be designated by the
CO using enclosure (9). Command IEs shall be MTS qualified with at least six months experience as an IE, approved by the LSO or CCMM division officer, and their department as needed.
8. Implementation. Upon receipt, all personnel shall take appropriate actions to implement requirements delineated by this instruction.
9. Forms. Classroom Instructor Evaluation Checklist, NASC-CC-20180425 and Laboratory
Instructor Evaluation Checklist, NASC-CC-20180425 may be procured from NASC’s Intranet
Web-Page, NASC - N1 - All Documents (sharepoint-mil.us)
10. Training Jacket. ITJs shall be created as outlined in reference (c).
11. Records Management. Records created as a result of this instruction, regardless of media and format, will be managed per Secretary of the Navy Manual 5210.1 of January 2012
12. Review and Effective Date. Per OPNAVINST 5215.17A, NASC will review this instruction annually on the anniversary of its effective date to ensure applicability, currency, and consistency with Federal, DoD, SECNAV, and Navy policy and statutory authority using
OPNAV 5214/40 Review of Instruction.
This instruction will automatically expire 5 years after effective date unless reissued or canceled prior to the 5-year anniversary date, or an extension has been granted.
