About this file
This document outlines safety procedures for high-risk training conducted by the Navy Aviation Schools Command (NASC). It establishes policies and protocols for Drop on Request (DOR) and Training Time Out (TTO), which allow students and instructors to voluntarily terminate training for safety or medical reasons. DOR and TTO procedures must be briefed before each high-risk evolution and instructors must be properly trained. If a student initiates DOR, they must submit a written request and complete an interview and medical evaluation. The goal is to document voluntary terminations and ensure no one is coerced into continuing dangerous training.

CHAPTER 27
DROP ON REQUEST (DOR) AND TRAINING TIME OUT (TTO)
27.01 Background. The mission of NAVAVSCOLSCOM requires an aggressive military, academic, and physical training program that enables personnel to perform professionally during high risk activities.
27.02 Purpose. To establish Drop on Request (DOR) and Training Time Out (TTO) procedures.
These procedures, if used correctly, will eliminate/minimize the possibility of an accident or mishap for students and instructors involved in HRT and will document requests for voluntary termination of training.
27.03 Policy. NAVAVSCOLSCOM policy is to ensure adequate supervisory personnel are on-scene and properly trained to ensure safe and efficient training is conducted while providing the realism required to fulfill Fleet operational requirements.
27.04 Action.
a. Department Heads/Division Officer/OIC. Department Heads/Division Officer/OIC will ensure all instructors are trained and students briefed per references (c), (l), (m) and (v) regarding
DOR and TTO procedures. Department Heads will ensure that instructors sign a copy of
Appendix N as part of their qualification process. This copy shall be kept in their training jacket.
Prior to students receiving training, a copy of Appendix X will be signed and placed in their training jackets.
b. High Risk Course Instructors. Instructors will implement DOR/TTO procedures per references (c), (l), (m), and (v) as further specified below.
27.05 Implementation.
a. TTO Procedures. Instructors shall brief TTO procedures, to include hand signals, at the start of training and before each high-risk evolution. For multi-day or all day evolutions, TTO procedures and hand signals shall be repeated prior to the start of training following major breaks, such as meal time. The TTO brief will include as a minimum:
(1) Reasons a TTO may be called.
(a) To express concern for personal safety.
(b) To obtain clarification of procedures.
(c) To obtain relief from serious physical discomfort, undue pain, or heat stress.
(2) Cover verbal and nonverbal signals indicating a need for TTO. (i.e hand signals, whistles, saying “TTO”, etc.)

b. Drop on Request Procedures. Instructors will comply with DOR procedures outlined in reference (l) and (v). Procedures for DOR will be repeated in the event of a long break in training (e.g. following Christmas holiday period). Only the CO can return students to training if they request to rescind their DOR. When a student initiates a DOR, the following actions will be taken:
(1) The student shall be immediately removed from training.
(2) The student shall submit a written request detailing the reasons for the DOR using
Appendix W and answer the DOR questionnaire found in Appendix W. These documents shall be submitted to the Division Officer/OIC expeditiously. No one in the chain of command can refuse or delay a student’s DOR request. At no time shall the student be threatened or coerced into changing their DOR Request. Additionally, in no case shall a student be coerced to DOR.
The request will be made a part of the student’s training record.
(3) The Division Officer/OIC shall conduct a personal interview using Appendix W without using overt or implied coercion. The interview must be detailed enough to satisfy the
CO that the student understands the gravity of their decision. The reason for the DOR should be clear and further questioning is unlikely to reveal additional information.
(4) After the Division Officer’s/OIC’s interview, the following documents shall be forwarded to the DH for action:
(a) Student’s current DOR desires.
(b) Written request for DOR, along with the results of the interview.
(c) Voluntary disenrollment cover sheet.
This packet shall also include any recommendations and any other pertinent information. The
DH shall interview the student and then forward the packet with his recommendation to the CO or his/her designated representative.
(5) The student should be referred to medical, the Command Chaplain, and other counseling resources as needed.
(6) Throughout the DOR process the student shall be evaluated for potential suicide behavior. If student exhibits any warning signs, they shall be referred to medical for evaluation.
(7) Before a student can complete the DOR process, they must be offered the opportunity to complete an end of course critique. This form shall remain in the student’s training record.
