About this file

Summary

This document contains clarification responses from Jacobs Engineering Group Inc. to questions posed by the Arizona Department of Transportation regarding their proposal for On Call Transit Consultant Services (Solicitation BPM007068). The responses address six discipline areas: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. The clarifications focus on demonstrating the firm's qualifications across multiple disciplines, with primary emphasis on rural transit experience, key personnel credentials, organizational structure, and alignment between proposed staff and position requirements. All proposed staff are Jacobs Engineering Group Inc. employees with no sub-consultants involved. The responses highlight the firm's experience in service area analysis, stakeholder engagement, fare structure evaluation, demand-responsive and paratransit services, active transportation planning, traffic engineering, multimodal safety analysis, data analytics, civil site design, corridor studies, bus stop accessibility improvements, and transit-oriented development strategies. Responses also clarify organizational chart discrepancies, confirm primary contacts (Project Principal and Project/Contract Manager), and provide revised resumes and staff profiles emphasizing relevant transit and rural transit experience, strategic planning capabilities, and mobility and asset management expertise.

The responses indicate that the firm's team brings diverse, complementary skill sets aligned with transit consulting needs. Key personnel have contributed to planning and implementation efforts for both rural and urban transit systems and have demonstrated strong working dynamics through collaboration on multiple transit-related initiatives. The clarifications address concerns regarding the alignment of staff qualifications with specific solicitation requirements, organizational structure documentation, and the explicit demonstration of rural transit experience and strategic planning capabilities required for successful execution of the various discipline-specific tasks anticipated under the twelve-month contract term with potential extension to forty-eight months.
