About this file
This is a General Requirements specification document for the Willistown Township Police Department Building HVAC System Replacement project, prepared by Keystone Engineering Group, Inc., as the project engineer. The project involves demolition of the existing HVAC system and installation of a new HVAC system, along with replacement of existing electrical power and lighting systems while maintaining operations until changeover. The work will be performed as multiple prime contracts based on stipulated pricing, with construction conducted in stages as indicated on contract drawings. The Township intends to continue occupying adjacent building portions during the entire construction period, requiring contractors to coordinate schedules and limit especially noisy exterior work to 9 a.m. to 3 p.m., with general work hours restricted to 8 a.m. to 4 p.m. The contract requires sealed bids to be submitted online via PennBID by April 21, 2026, at 1:00 p.m. local time. Bidders must submit a bid bond of not less than 10 percent of the total bid amount, and the successful bidder must provide performance and payment bonds equal to 100 percent of the contract price. All bidders must complete an anti-collusion affidavit and comply with Pennsylvania Prevailing Wage Act requirements.
The project is subject to Pennsylvania Prevailing Wage Act regulations, requiring contractors to pay workers the minimum wage rates established by the Pennsylvania Secretary of Labor. Bidding documents are available exclusively through the PennBID website at https://pennbid.net/, with all addenda and official notifications distributed only through that portal. The contract includes detailed requirements for submittals in electronic format (PDF, MS Word, or MS Excel), with progress payments processed according to approved schedules of values and change order procedures. Contractors must maintain a construction progress schedule, provide progress photographs in digital format, submit requests for interpretation within specified timeframes, and comply with quality assurance requirements including testing and inspection by accredited agencies. The project manual references multiple specification sections covering administrative requirements, quality standards, temporary facilities, product requirements, waste management, and closeout procedures, including operation and maintenance data submission and owner personnel training for HVAC systems and equipment prior to substantial completion.
