Technical Specifications Summary
This is a Technical Specifications document for Willistown Township's West Chester Pike Sewer Extension project, prepared by Carroll Engineering Corporation. The project involves the construction of approximately 2,350 linear feet of low-pressure sewer main and appurtenances within West Chester Pike (State Route 003) in Willistown Township, Chester County, Pennsylvania. The work includes installation of 1.5", 2", and 2.5" diameter pressure sewer piping using horizontal directional drilling and open-cut methods, construction of laterals and lateral connection pits, utility crossing test pits, connections to existing sanitary sewer manholes, and completion of pavement and vegetative restoration. The contract is scheduled to commence within 60 calendar days of award. The project is subject to a Highway Occupancy Permit (No. 06126349, issued 6/29/2026, expiring 6/29/2027) from PennDOT and a Water Quality Management General Permit (No. WQG02152404, issued 9/19/2024) from the Pennsylvania Department of Environmental Protection. The specifications define 17 bid items covering force main installation by directional drilling and open cut methods, fittings, lateral connection pits, test pits, connections to existing infrastructure, finish grading and seeding, temporary and permanent pavement restoration, erosion and sediment control, traffic control, and preconstruction condition video surveys.
The specifications establish measurement and payment methodology on unit price bases for linear feet, each count, and lump sum items, with payment including all labor, materials, equipment, overhead, and profit necessary for complete installation and testing. Contractor responsibilities include furnishing all required materials and equipment, coordinating with the Owner and existing utility operators, maintaining traffic flow with minimum restrictions, providing erosion and sediment control, conducting photographic documentation with professional-grade DVD or CD recording equipment, submitting shop drawings and product data for Engineer review, obtaining specified warranties, and maintaining record drawings showing as-constructed conditions. APPLICATION FOR PAYMENT
INSTRUCTIONS
A. GENERAL INFORMATION
The sample form of Schedule of Values is intended as a guide only. Many projects require a more extensive form with space for numerous items, descriptions of Change Orders, identification of variable quantity adjustments, summary of materials and equipment stored at the site, and other information. It is expected that a separate form will be developed by ENGINEER and CONTRACTOR at the time CONTRACTOR's Schedule of Values is finalized.
Note also that the format for retainage must be changed if the Contract permits (or the law provides), and CONTRACTOR elects to deposit securities in lieu of retainage. Refer to Article 14 of the General Conditions for provisions concerning payments to CONTRACTOR.
B. COMPLETING THE FORM
The Schedule of Values, submitted and approved as provided in paragraphs 2.05.B.3 and 2.07 of the General Conditions should be reproduced as appropriate in the space indicated on the Application for Payment form. Note that the cost of materials and equipment is often listed separately from the cost of installation. Also, note that each Unit Price is deemed to include CONTRACTOR's overhead and profit. All Change Orders affecting the Contract Price should be identified and included in the Schedule of Values as required for progress payments. The form is suitable for use in the Final Application for Payment as well as for Progress Payments;
however, the required accompanying documentation is usually more extensive for final payment.
All accompanying documentation should be identified in the space provided on the form.
C. LEGAL REVIEW
All accompanying documentation of a legal nature, such as Lien waivers, should be reviewed by an attorney, and ENGINEER should so advise OWNER.

Provide a microphone and mixing equipment for the narrative commentary and evaluations of the ground level remote technician whose function shall be to provide a complete circumspection of any features not adequately visible to the electrographer and to describe in detail the extent of any damage encountered. The ENGINEER shall have the option of recording comments on the audio track.
3.01 DVD or CD COVERAGE
A. The entire project site shall be recorded. Zone of influence shall extend to 50 feet from each side of the proposed pipeline.
B. Recorded coverage shall include all surface features located within the above mentioned area supported by appropriate audio description. Audio description shall be made simultaneously with video coverage. Such coverage shall include, but not be limited to, all existing driveways, road surface, sidewalks, curbs, ditches, roadways, landscaping, trees, culverts, headwalls, and retaining walls or buildings located within the above described area.
C. Houses and buildings shall be identified visually by house number, when visible, in such a manner that structures of the proposed system, i.e., manholes, can be located by reference.
D. The rate of speed in the general direction of travel of the conveyance used during recording shall not exceed 48 feet per minute. Panning rates and zoom-in, zoom-out rates shall be controlled sufficiently such that during playback will produce clarity of the object viewed.
3.02 IDENTIFICATION
A. All DVD’s or CD’s (on the disk and on storage case) shall be properly identified by number, location and project name and municipality in a manner acceptable to the ENGINEER.
B. A record of the contents of each DVD or CD shall be supplied by a sheet identifying each segment in the disk by location, i.e., roll number, street or road viewing, tape counter number, viewing side, point starting from, traveling direction, and ending destination point.

SUBMITTAL PROCEDURES
1.01 CONSTRUCTION SCHEDULE
A. Construction Schedule shall be horizontal bar-chart type with a separation time bar for each significant construction activity. No activity on the schedule shall have a duration longer than fifteen (15) days, with the exception of fabrication, procurement and punch list activities.
Activity duration shall be the total number of actual days required to perform that activity including consideration of weather impact on completion of that activity.
B. Prepare the schedule on a sheet, or series of sheets, of reproducible media and sufficient width to show data for the entire construction period. Provide a continuous vertical line to identify the first working day of each week. Within each time bar, indicate estimated completion percentage in 10 percent increments. As work progresses, place a contrasting mark in each bar to indicate actual completion.
C. Secure time commitments for performing critical elements of the work from all parties involved.
Coordinate each element on the schedule with other construction activities. Show each activity in proper sequence. Graphically indicate the sequences necessary for completion of related portions of the work.
D. Coordinate the Construction Schedule with the Schedule of Values, list of subcontractor, list of suppliers, and anticipated submittal schedule for shop drawings, product data and samples.
E. Indicate completion in advance of the date established for Substantial Completion. Indicate
Substantial Completion on the schedule to allow time for the ENGINEER's procedures necessary to issue a Certificate of Substantial Completion.
F. Following favorable response to the submittal by the ENGINEER, print and distribute copies to each subcontractor and other parties required to comply with scheduled dates. Post copies in the temporary field office(s). When revisions are made, distribute to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the work and are no longer involved in construction activities.
G. In general, revise the schedule every month. All Change Orders to the Contracts or other activity, where revisions have been recognized or made, must be incorporated into the schedule.
01 3300-2
1.02 APPLICATIONS FOR PAYMENT
A. The procedure for submittal, review and payment of monthly applications for progress payments shall be established at the preconstruction conference. Submit one (1) executed original and four
(4) copies of each application for payment to the ENGINEER in a format similar to AIA Document G702 and Continuation Sheets G703. Complete every entry on the form, including notarization and execution by person authorized to sign legal documents on behalf of the CONTRACTOR. Incomplete applications will be returned without action. Entries shall match data on the Schedule of Values and Construction Schedule. Use updated schedules if revisions have been made. Include amounts of Change Orders issued prior to the last day of the construction period covered by the application.
1.03 SHOP DRAWINGS, PRODUCT DATA, SAMPLES AND CERTIFICATIONS
A. Fabricated materials or equipment to be incorporated in the work shall be subject to review by the ENGINEER. The CONTRACTOR shall obtain and check prints of manufacturer's certified shop drawings and other pertinent data. When the CONTRACTOR has reviewed the shop drawings and is satisfied they are correct, he shall number each submittal (shop drawing, certificate, manual) and submit them to the ENGINEER for review. Submittal numbering system shall be the section number referenced by these Specifications followed by the submittal number (i.e., 32 1200-1, 33 3300-1 and 33 3300-2).
B. Shop drawings are intended to mean fabrication and installation drawings. These drawings and pertinent data shall be complete and in such detail as the ENGINEER may require for providing information regarding the design, installation, testing, and operation for products and/or equipment.
C. All costs necessary for compliance with the requirements of this section of the Specifications shall be included in the bid.
D. Detailed shop drawings, data, and literature for fabricated materials or equipment to be incorporated in the work shall be submitted to the ENGINEER for review at least two weeks before fabrication. The CONTRACTOR shall obtain and check manufacturer's shop drawings, certified prints, and other pertinent data for conformance with all requirements of the Drawings and Specifications in ample time to permit satisfactory progress of the work.
E. After completion of such checking and verification by the CONTRACTOR, the CONTRACTOR shall include a full completed copy of Attachment 1 as a cover sheet for the shop drawing. In addition, the submittal number shall be written or typed in the lower right hand corner of all copies of each shop drawing. The submittal numbering system should be the specification section number followed by the submittal number (i.e. 33 3113-1 - Ductile Iron Pipe, 33 3113-2 -PVC Pipe). Failure to include a cover sheet or not numbering submittals shall be grounds for rejection of the submittal by the ENGINEER. (See Attachment 1 at the end of this section).
01 3300-3
F. All data, drawings, and correspondence from subcontractors, material men, or suppliers shall be routed through the CONTRACTOR. This procedure is required so that the CONTRACTOR's superintendent can familiarize himself with all information which the CONTRACTOR sends to the ENGINEER and also to prevent the ENGINEER from taking action upon something other than that which is desired by the CONTRACTOR. The ENGINEER shall consider for review only such data and details as are verified and transmitted to him directly by the CONTRACTOR.
G. All correspondence between the ENGINEER and the CONTRACTOR, all shop drawings, and all data for review of drawings or materials will be handled by the ENGINEER. All such data shall be delivered directly to him at the ENGINEER's office. The replies pertaining to these matters will be delivered to the CONTRACTOR or the CONTRACTOR's representative at the job site.
H. A sufficient number of shop drawings and review data shall be submitted to the ENGINEER, who will retain five (5) copies of each submittal. All additional copies, up to a maximum of four (4), received by ENGINEER will be returned to the CONTRACTOR or CONTRACTOR’s representative at the job site. The ENGINEER's notations of the action which the ENGINEER has taken will be noted on all the returned copies. Sufficient time for the review of all shop drawing submittals shall be allowed in the CONTRACTOR's schedule. A minimum of two weeks shall be allotted for each shop drawing review.
I. Drawings of minor or incidental fabricated materials and/or equipment may not be required by the ENGINEER. The CONTRACTOR shall furnish the ENGINEER with tabulated lists of such fabrications, showing the names of the manufacturers and catalog numbers, together with samples of general data as may be required to permit intelligent determination as to their accep-tability for incorporation in the work.
J. Upon successful review by the ENGINEER of the shop drawings, data sheets, samples, other data, the fabrications furnished shall be in conformity with the same. The acceptance of the shop drawings, data sheets, samples or other data shall in no way release the CONTRACTOR from CONTRACTOR’s responsibility for the proper fulfillment, by any fabrication, of the requirements of the Agreement.
K. All reviews of shop drawings, data sheets or literature are subject to the products fulfilling the specific requirements of the Drawings and Specifications. Review of items that do not conform in detail to the specified product shall place upon the CONTRACTOR the responsibility for suc-cessful operation of the proposed product. Should the item subsequently prove to be defective or otherwise unsatisfactory for the service for which it was intended, the CONTRACTOR shall, without cost to the OWNER and without obligation on the part of the ENGINEER, replace the item with the material originally specified. The ENGINEER's review of shop drawings or layout for any material, apparatus, or device shall not relieve the CONTRACTOR from the responsibility of furnishing the same of proper dimension, size, quantity, quality, and all perfor-mance characteristics to efficiently perform the requirements and intent of the Contract Documents. Such review shall not relieve the CONTRACTOR from responsibility for errors of any sort on the shop drawings. If the shop drawings deviate from the Contract Documents, the CONTRACTOR shall advise the ENGINEER of the deviations, in writing accompanying the shop drawings, including the reasons for the deviations, and shall request a deviation from the Contract Documents as hereinafter described.
01 3300-4
L. The shop drawings are intended to be utilized by the CONTRACTOR for additional fabrication, assembly, and erection data. The shop drawings do not change or supersede the Drawings and Specifications except in specific cases when the CONTRACTOR requests, in writing, a deviation from the Drawings and Specifications. The CONTRACTOR's request for a change shall give, in detail; the specific change requested and shall state the reason for the change. Changes requested by the CONTRACTOR and reviewed by the ENGINEER shall not be construed to include acceptance of any change except the changed details specifically requested and accepted.
M. It shall be the responsibility of the CONTRACTOR to make all the necessary changes in other items, which result from deviations or changes requested by the CONTRACTOR and reviewed by the ENGINEER, so that all items perform the requirements and intent of the Contract Documents.
N. CONTRACTOR shall furnish the number of samples required by individual sections of the
Specifications. Submit samples under separate transmittal letter with appropriate section and article number of the Specifications as identification. A separate transmittal letter is required for each sample submitted.
O. CONTRACTOR shall furnish all certifications including Statements of Compliance, Installation
Certificates, and certified test results as required by individual sections of the Specifications.
Submit certificates under separate transmittal letter using the same numbering system as specified for shop drawings and product data. The number of certifications submitted shall be the same as used for shop drawing and review data submittals.
P. CONTRACTOR shall make resubmittals under procedures specified for initial submittals and shall identify changes made since previous submittals. ENGINEER will review the first submittal and the first resubmittal at no cost to the CONTRACTOR. Additional submittals will be reviewed by the ENGINEER and the costs for these reviews will be borne by the CONTRACTOR. These costs when incurred by the CONTRACTOR will be deducted from CONTRACTOR's progress payments. Each resubmittal shall contain the original submittal number with a suffix letter after the original number such as "A" for the first resubmittal, "B" for the second resubmittal, "C" for the third, and so forth.
1.04 WARRANTIES
A. CONTRACTOR shall obtain warranties, executed by responsible subcontractors, suppliers, and manufacturers, within ten (10) days after completion of the applicable item of work. Except for items put into use with the OWNER's permission, leave date of beginning of time warranty until the date of Substantial Completion is determined.
B. Warranties shall be bound in a commercial quality 8 1/2" x 11" three-ring side binders, with hardback, cleanable, plastic covers. Label cover of each binder with type or printed title "WARRANTIES", with title of project; name, address and telephone number of CONTRACTOR; and name of responsible principle. Provide each binder with a Table of Contents, neatly typed, with each item identified with the number and title of the specification section in which it is specified, and the name of the product or work item. Separate each warranty with index tab sheets keyed to the Table of Contents listing. Provide full information, using separate typed sheets as necessary. List subcontractor, supplier, and manufacturer, with name, address, and telephone number of responsible principle.
01 3300-5
C. Verify that documents are in proper form, contain full information, and are notarized. Co-execute submittals when required. Retain warranties until time specified for submittal.
D. For equipment or component parts of equipment put into service during construction with the
OWNER's permission, submit documents within ten (10) days after acceptance. Make other submittals within ten (10) days after date of Substantial Completion, prior to final Application for Payment. For items of work accepted after the date of Substantial Completion, submit within ten (10) days after acceptance, listing the date of acceptance as the beginning of the warranty period.
