About this file
This is a Project Manual and construction specification document for the Mora County Complex Tenant Improvements (TI) project in Mora, New Mexico, involving Mora County as the owner, Architectural Research Consultants, Inc. as the architect, and multiple engineering consultants including Chavez-Grieves Consulting Engineers for structural work and Bridgers & Paxton Consulting Engineers for fire-protection, plumbing, mechanical, electrical, communications, and electronic safety systems. The project encompasses interior tenant improvements for the Mora County Administrative Offices in the South Wing and renovation of the first floor center section to accommodate a Fourth Judicial District courtroom within a two-story courthouse structure totaling approximately 44,000 square feet. The scope of work includes concrete forming and reinforcement, masonry, structural steel, metal decking, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, fire suppression, plumbing, HVAC, electrical, communications, and electronic safety and security systems. The construction documents are dated April 30, 2026, with a 100 percent bid set, and the project requires submission of a comprehensive construction progress schedule using Critical Path Method (CPM) charting within 30 days of the Notice to Proceed, along with detailed submittal schedules coordinated with project activities and long-lead item procurement timelines.
The specification document outlines extensive administrative and procedural requirements for the contractor, including mandatory preconstruction and site mobilization meetings, bi-monthly progress meetings, detailed coordination drawing requirements, and strict protocols for requests for information (RFIs), substitution requests, and change order procedures. Contractors are required to prepare and submit digital and printed coordination drawings showing mechanical, plumbing, fire-protection, electrical, structural, and communications systems integration, with particular emphasis on conflict resolution prior to construction commencement. The document allows only substitutions for cause, with all requests requiring detailed comparative documentation and architect approval within specified timeframes; substitutions for convenience are explicitly prohibited. Electronic submittals must be submitted through the Newforma online project management system in PDF format, with initial review within seven working days and resubmittal review within ten working days. The project includes one additive alternate for acrylic finish coating of cement plaster on the building exterior, and the contractor must maintain building occupancy during construction while minimizing disruption to ongoing courthouse operations, with strict restrictions on noise, smoking, and emergency access.
