About this file

This is a Questions and Answers document for the Baku Office Building Chancery (OBC) Roof Replacement project at the U.S. Embassy in Baku, Azerbaijan, issued by the Department of State Overseas Buildings Operations on August 27, 2026, in response to bidder inquiries submitted prior to the amended proposal due date of September 9, 2026.

The document provides clarifications on scope inclusions and exclusions across multiple roof areas. Key scope decisions include: retaining and temporarily removing/reinstalling the existing KeyGuard safety railing system on Roof Area A; using T-Clear Lightguard interlocking roof pavers with stone ballast around drains; preserving live electrical conduit for the Ambassador's office chandelier; including Roof Area M with liquid-applied PMMA coating with embedded fabric; removing Roof Area E entirely from the project; applying reinforced PMMA to Roof Area K; and removing an unused skylight on Roof Area A. The government also clarified that the lightning protection system should be removed, stored, and reinstalled with new components as needed per UL standards. Additional operational guidance addresses site logistics, including container storage capacity (one 40-foot and three 20-foot containers behind the Chancery; four 40-foot containers on Suleyman Rustam Road), escorting ratios for uncleared laborers (3 to 1), and local vendor contacts for labor firms, crane rental ($176.47/day with 25-ton capacity and 48-meter height), dumpster services ($10 USD per cubic meter rental plus $88.24 transportation), and propane refills. Security briefings are required for personnel assigned for over 30 days, and weather considerations note that rainfall is possible year-round despite typical dry season from June through August.

United States Department of State Overseas Buildings OperationsWashington, D.C. 20520-0611 Info to Offerors Question and Answers for Baku Roof Replacement Project.

Info to Offerors Memo Questions and Answers Thursday, August 27, 2026 Baku Roof Replacement Project -

1. Per spec section 010100, Summary of Work, B. 1. j., the SOW states to remove and dispose of the existing non penetrating roof perimeter railing system on Roof Area A and install new. During the site visit, the railing was in good condition, does the Gov want to replace with new or re-use

DOS Response: No, we do not want to replace the existing (new) railings. Post received funding and installed a KeyGuard safety railing system. At the time, OBO and the Design firm were unaware of the installation. As a result, there would be no need to dispose of this system. The system may require disassembly and temporary removal during the roofing project, after which the safety railing would be reinstalled.

2. Per spec section 075558, Hot Rubberized Protected Membrane Roofing Assembly, the sow states to install 2.2, J., states to use light weight concreter pavers 12”x12”x2-3/8”, it also states to use 2.4. A., interlocking roof pavers (T-Clear Lightguard), and it states to use 3.11, C. 5., 18”x18” concrete pavers at the drains. Please clarify what we are to bid

DOS Response: T-Clear Lightguard or compatible is to be used at the insulation and ballast. Roof panels to be used throughout the roof assembly. Around drains stone ballast to be used.

3. There is conduit exiting the metal roof cupola and re-penetrating back into the metal roof further down the metal roof. Is the conduit live? If not, does the Govt want it removed? If it is live, what does it feed (it is not visible below)

DOS Response: This conduit contains live electrical lines for the chandelier inside the Ambassador’s office. It cannot be removed.

4. The summary of work does not include area M. Please provide a scope or is it not in contract

DOS Response: Roof Area M is included in the project and will receive a liquid applied PMMA coating, with embedded fabric. An adhesion test will be performed prior to application. Leave the existing system in place. Clean, apply a primer and base with embedded fabric with two top coats.

9. Please confirm rainy season possible

DOS Response: Please note that it can rain at any time in Baku, Azerbaijan due to the proximity of the Caspian Sea. Typically, the dry season is from the months of June through August, but during the summer months there is very little rainfall. Please be aware that the winter months are extremely cold.

10. Are there any security concerns for long term TDY’ers?

DOS Response: There are no major security concerns for long term TDY’ers. Personnel TDY for over 30 days will go through the same in-person RSO security briefing as personnel that PCS here. Dept. of State routinely has personnel TDY here for up to six months without issue.

16. There is an existing RMS on Roof Area E. Is this an active RMS? Can it be lifted to expose the roofing system?

DOS Response: Yes, this is an active RMS and due to security concerns. This roof area will be removed from the project.

17. How many containers can Post realistically store at one time? 40” and 20”.

DOS Response: Behind the Chancery, Post should be able to fit one 40’ container and three 20’ containers, these areas have camera coverage in case it needs to stay secure. On Suleyman Rustam Road, we should be able to fit four 40’ containers. Access to this road is restricted to only Embassy personnel, but there is not extensive camera coverage.

18. Please provide contacts or pricing for local crane, telehandler, and forklift rentals.

DOS Response: Private Entity is the name of the company. The contact is Rauf Mammadov. Telephone +994 50 678 09 89. There was no email given. The service cost runs around $176.47 per day (300 AZN) The available crane has a lifting capacity of 25 tons and a maximum height of 48 meters.

Empty tanks are about 120 AZN for the 8-gallon tank and about 200 AZN for the 15-gallon tank. Please note that tank connections are different, so U.S. tanks are not compatible with the filling stations here in Baku.

20. Is there long term housing available, or allowed to be procured under RSO rules?

DOS Response: The RSO does not recommend long-term housing such as Airbnb’s. This is not an official endorsement, but other agencies have used the Hyatt for their long-term TDY’ers. The Hyatt has apartment-style rooms that long-term TDY’ers usually stay in.

DOS Response: Please see Question and Answer #8.

24. The questions are anticipated to be due back very shortly before the bid due date. Can the bidders request an extension to the due date?

DOS Response: The proposal due date was extended to September 9 as noted in Amendment 04.

25. The specs request “new” installation of lightning protection system. Please clarify if it is requesting brand new, or simply temporarily removing and reattaching the existing lightning protection system.

DOS Response: Contractor shall remove, store and re-install the existing lightning protection system. Contractor to provide new components where needed and re-install the system consistent UL standards.

26. Will the adjacent street, “Suleyman Rustan Road”, currently indicated in drawings to be a crane setup point, need to be shut down and coordinated with local officials?

DOS Response: Coordination for closure of Suleyman Rustan Road can be coordinated with the FM and the RSO, it does not need to be coordinated with local officials.
