About this file

This document is Amendment 0001 to Solicitation 19AQMM26R0293, issued by the Bureau of Global Acquisitions (GA) within the Department of State on July 15, 2026, with an effective date of July 16, 2026. The amendment corrects a reference in section L-003, Factor 1 from "Design/Build" to "Design-Bid-Build" regarding the Baku OBC Roof Replacement project. The contracting officer is Ryan C. Edwards (EdwardsRC@state.gov). The solicitation is for fixed-price design-bid-build construction services for roof replacement at the Baku Office Building Complex. No price information is provided in this amendment. Offerors must acknowledge receipt of this amendment prior to the offer submission deadline by completing and returning one copy of the amendment, acknowledging receipt on each copy of their offer, or submitting a separate written acknowledgment referencing the solicitation and amendment numbers. Failure to acknowledge may result in rejection of the offer.

The proposal submission requires three separate volumes: Volume 1 (Go/No-Go Qualifications evaluating prime contractor Secret Facility Clearance requirements); Volume 2 (Business/Price/Contractor Information including pricing, completed OBO Price Break Down spreadsheet, company financial statement, bonding evidence, and DBA insurance certification); and Volume 3 (Technical/Management Information evaluated on three factors with page limits: Factor 1 Business Management Plan/Project Schedule (15 pages), Factor 2 Personnel Information and Organizational Chart (10 pages), and Factor 3 Quality Assurance/Quality Control and Safety Program (15 pages)). Additional evaluation factors include Factor 4 (TCN Recruitment Plan, 10 pages, Pass/Fail) and Factor 5 (Housing Plan if employer-furnished housing is provided, 5 pages, Pass/Fail). A pre-proposal site visit is mandatory for proposal consideration. Proposals must be submitted electronically to EdwardsRC@fan.gov. All proposals are subject to strict page limitations, with excess pages removed by the Contracting Officer, potentially rendering proposals unacceptable. The solicitation includes extensive labor compliance requirements for third country nationals, including trafficking in persons prevention, recruitment plan standards, housing provisions, and employee rights protections for contracts exceeding $150,000.

The offeror shall submit the proposal in accordance with these instructions and include all data and information required by the request for proposal (RFP). Offerors are advised to submit a proposal which is clear and comprehensive without additional explanation or information, but in sufficient detail for effective evaluation by the Government. The intent of the proposal shall be to provide sufficient data to support a decision for selection of a qualified contractor and allow for award. Nonconformance with the instructions may be cause for rejection of the proposal.

In order for an proposal to be considered for award, the offeror is required to attend the scheduled pre-proposal site visit.

The proposal will consist of three volumes - Volume 1, Go/No-Go Qualifications Volume 2, Business/Price/Contractor Information Volume 3, Technical/Management Volume.

These volumes shall be submitted separately and clearly marked: "Go/No-Go Qualification", “Business/Price/Contractor Information Volume”, and “Technical/Management Volume.” The offeror shall make no reference to price in the Technical/Management volume.

No alternate proposal will be accepted. The offeror’s proposal and any subsequent negotiated changes thereto shall be binding upon the offeror.

Page limitations established in each area of consideration shall be strictly adhered to, as pages which exceed the limit will not be reviewed by the technical evaluators. Excess pages, which may render the offeror’s proposal “unacceptable”, will be removed by the Contracting Officer. Written responses to clarification requests and deficiency reports (CR’s/DR’s) will be subject to page limitations as specified in the CR/DR correspondence.

Document Number: 19AQMM26R0293 PROCESSED Page 4 of 7

Fold-out pages shall count as two pages.

Each volume shall contain a detailed table of contents to delineate the sections and subparagraphs contained therein. Table of contents will not be considered in the allowable number of pages to be submitted.
