About this file
This is a Questions and Answers document for the Baku Office Building Chancery (OBC) Roof Replacement solicitation (19AQMM26R0293) issued by the Department of State Office of Acquisition Management. The document addresses logistical inquiries from potential offerors regarding the mandatory pre-proposal site visit scheduled for August 5-7, 2026, at the U.S. Embassy in Baku, Azerbaijan. Attendance at the site visit is required for proposal consideration.
The Q&A clarifies that the site visit will commence at 9:00 am on August 5th at the Main Compound Access Corridor (CAC) with security verification, followed by escorted access to the Chancery building, and may conclude as late as August 7th at 4:00 pm depending on site conditions and contractor pace. Offerors are not required to remain for the entire duration and may depart at their discretion. The document confirms that offerors are responsible for arranging their own lodging, with Attachment 7 providing a list of cleared hotels in Baku for reference. The response also addresses travel logistics, clarifying that the related Freetown site visit is scheduled for August 11-13 and the Seoul site visit for August 18-20, with offerors having discretion to travel between locations or return to the U.S. between site visits at their own expense. Questions regarding the solicitation are due by August 14, 2026, by close of business. Offerors must also review and sign Attachment 8 (TDY Briefing) and bring the signed form to the site visit.

19AQMM26R0293 Baku Roof Replacement Q&A 1
1. Is there an agenda for the site visit?
DOS Response: There is no set agenda for the Site Visit as Post dictates how we will proceed during our time on the compound.
Typically, upon arrival we (OBO & Contractors) will meet with FAC (Facility) Post personnel (Facility Manager, Site LE Staff Eng etc.) OBO and the contractors may be required to meet with the Regional Security Officer for a quick briefing.
Afterwards discussion and agreement for how to proceed with roof observations, informal questions, etc. Again, this will be based on Post’s direction and guidance.
1. What day and time does it start?
DOS Response: Unless there are travel concerns or issues we should meet at the Main CAC (Compound Access Corridor) at 9:00 am on August 5th – This will be the main window and entry into the Embassy from civilian street side. Once we gather at this location the security staff will verify each person’s clearance and admittance into the compound. OBO will escort the contractors to Post 1 for admittance into the Chancery. (Main Building)
1. What day and time does it end?
DOS Response: This is subject to change depending on site conditions and each contractor’s pace. We do not want to rush the site-visit and time should be taken to view and answer any questions regarding the project. The final day and latest time for the contractor site visit will be August 7th at 4:00 pm. Please understand it is not mandatory to stay the entire duration and contractors are free to leave at any time.
1. For booking a hotel, do we just email the travel email listed in the attachment 7 to make arrangement?
DOS Response: The offeror is responsible for making their own arrangements for lodging. The intent of Attachment 7 is to provide potential offerors with a list of cleared hotels within Baku.
1. Do you anticipate Seoul to be the week after Freetown? As we are planning the travel between the site visits, we wanted to check if we need travel/airline info to submit the registration for the site visits or can we put “TBD” on them.
DOS Response: The RFP for Freetown has been posted to SAM.gov on February 23 and has a site visit scheduled for August 11-13. The RFP for Seoul has been posted to SAM.gov on February 27 and the site visit will be August 18-20.
1. Also, would we be able to go from Baku to Freetown or do we have to return to the USA each time before the next site visit?
DOS Response: Since the DOS isn’t arranging travel or providing a stipend, the offeror can decide at their discretion whether they would like to travel from one site to another, or may return to the U.S.
