About this file

This document is a Consolidated list of Questions and Answers (Q&A) for Request for Proposal (RFP) No. 19AQMM25R0201 for the INL Haiti contract. The RFP is a two-phase procurement set aside exclusively for 8(a) certified businesses. For Phase I: Advisory Down-Select, offerors are only required to submit Volume IV, Factor 1 - Mandatory Minimum Requirements, which includes Haitian Business Licenses, Prior Experience, and a Draft Phase-In Plan. Proposals for Phase I are due on November 25, 2025, with the U.S. Government tentatively planning to notify potential offerors of the Advisory Down-Select results by December 5, 2025.

Key clarifications from the Q&A include: Volumes I-III are not to be submitted in Phase I, there is no section M-011 in the RFP, and the contract requires offerors to submit their active SBA-certified 8(a) Business Development Program participant status. Communication about the solicitation is restricted to the contracting officer only, unless an amendment expands the list of authorized individuals. The RFP indicates different offer acceptance periods (150 days in Section A, 120 days in Section L), with the final validity period to be confirmed during Phase II of the procurement.
