About this file

This document provides detailed instructions for contractors to access the U.S. Department of State's CT401 Counter Threat Awareness Training (CTAT) through the Foreign Service Institute (FSI). The instructions outline a two-step process: first obtaining admission to FSI's Student Information System (SIS), followed by enrollment in the specific CT401 course.

The admission process requires non-State individuals to apply through the SIS portal at https://sis.fsi.state.gov/MySISWeb/s/how-to-apply, with processing taking 5-7 business days. Upon approval, students receive two emails: an approval notification from fsiregistrationmail@fsices.state.gov and account activation instructions from noreply@seicam.state.gov. For enrollment, students must log into SIS, search for CT401 in the Courses Catalog, and submit an enrollment request. The course is free and requires only supervisor approval, with the Contracting Officer (having a state.gov email address) serving as the supervisor. The document notes critical timing requirements, including a 5-day window to activate the login credentials.

Contractor instructions to access U.S. Department of State’s – CT401 Counter Threat Awareness Training (CTAT) (previously HTSOS) through Foreign Service Institute (FSI)

Before you can enroll for the training you must apply for admission to FSI.

Once your admission is approved then you can apply for CT401. See below for instructions for both:

ADMISSION:

All students will need to first be admitted to the SIS (Student Information System) before they can enroll.

• Any non-State individuals will need to request admission through the SIS portal located at: https://sis.fsi.state.gov/MySISWeb/s/how-to-apply (Admission requests are currently being processed in 5-7 business days, there is a dedicated team to process these.) For any admission questions and help with requesting admission, email FSIRegAdmission@state.gov.

• Once the student is approved, they are sent 2 emails.

1) The first email will be a notification from fsiregistrationmail@fsices.state.gov that their application is approved.

2) The second email will come within 24 hours from noreply@seicam.state.gov with the Subject: Welcome to Department of State Enterprise ICAM (SE-ICAM), Activate Your Account!

*These emails have generally gone to a spam/junk folder, but if the student has not received the email within 24 hours, the virtual support desk (FSISISSupport@state.gov) has been able to help find or resend these emails. These emails contain information on how to log into the SIS.

The login needs to be activated within 5 days or else it expires.

ENROLLMENT:

Once the student is able to log into the SIS, they can search the Courses Catalog for CT401 and request enrollment.

They will click on the course title, scroll to the bottom of the page, and click the Enroll button.

They will fill out information by clicking through a few screens and then the enrollment request will be submitted.

There IS only supervisor approval required, please input the Contracting Officer (with a state.gov email address) for the project as the supervisor.

There is no cost for this course.

Before the enrollment is processed by the DS Registrar, the student will receive an email with instructions on what the student will expect to see in the next 24 hours.
