About this file
This document is a Questions and Answers file (Q&A #4) for the Department of State's Worldwide Envelope, Roofing, and Waterproofing Architect & Engineering (A&E) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The solicitation (19AQMM25R0079) seeks A&E services for building envelope repairs, with a focus on cleared American personnel performing work on the Department of State's existing 18,000-building inventory. Key requirements include submitting fixed labor rates for the first year plus four option years, conducting site surveys, performing design reviews (typically at 60%/90%/100% stages), and executing quality assurance inspections.
The Q&A clarifies multiple technical and procedural aspects of the contract, emphasizing that task orders will define specific scope, performance periods, and requirements. Important notes include: only cleared American personnel are allowed on-site, the A&E must perform their own testing and repairs, and local or uncleared contractors are prohibited. The contract's scale is flexible, with OBO potentially awarding between one to five IDIQ contracts based on qualification package reviews. Proposals are due by March 17, 2025, at 3:00 PM ET, with a question submission deadline of March 4, 2025, at 4:00 PM ET.
