19AQMM25R0079 Questions and Answers #6

1. The J.1.4 template separates labor categories between the Prime and Subcontractor(s). Is it acceptable to move specific labor categories from the Prime section to the Subcontractor section to accurately reflect our team composition while ensuring all required roles are accounted for?

DOS Response: Yes, you can realign the labor categories from the prime to the sub section to reflect the team composition. However, please do not remove any of the labor categories identified on Attachment J.1.4

1. Section B.5.2 states that the A&E Contractor may use other U.S.-based personnel categories as required. Is it acceptable to include additional labor categories in Attachment J.1.4, Section B, Unit Labor Rate Template?

DOS Response: Yes, the offeror can provide additional labor categories, however the labor categories included in Attachment J.1.4 shall remain and not be removed.

1. Can we submit Past Performance Questionnaires for our proposed subcontractors? If so, should subcontractors include the Prime Contractor’s name on the form to clearly associate their past performance with our proposal?

DOS Response: The government will not accept PPQs for subcontractors. The prime offeror can include subcontractor past performance for subcontractors in Volume 1 and it will be counted towards the page count. The Government does reserve the right to review CPARS.gov to verify past performance information.

1. Should we include completed Section K, Representations and Certifications for our subcontractors, or is only the Prime Contractor’s Section K submission required?

DOS Response: Only the prime contractor is responsible for having an active SAM.gov registration and completing Section K.

1. Amendment 005 allows the use of SF330 for project examples and resumes. Section L.2(4) sets a 10-page limit for the Technical Volume but excludes resumes. Can you confirm whether project examples are also excluded from the page count?

DOS Response: No, project examples are not excluded from the page count.

1. Should the Cover Letter, SF 252, and Reps & Certs be included in the Technical Volume as a single PDF file, or should they be uploaded as separate files?

DOS Response: The cover letter, SF 252, and inclusion of reps and certs can be treated as separate files and not included in the technical volume.

1. Can Volume 2, Cost Proposal be submitted as separate files (J.1.4, Section B Unit Labor Rates Template (Excel format); Supporting documentation for indirect cost rates (PDF)?

DOS Response: Yes Volume 1 and Volume 2 should be two separate documents. The Attachments provided with the solicitation are attachments and should not be incorporated into either volume, but treated as separate supplemental files.
