About this file
This document is a Questions and Answers file (Q&A #3) for the Department of State's Worldwide Envelope, Roofing, and Waterproofing Architect/Engineering (A/E) Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation number 19AQMM25R0079. The Q&A addresses two key technical proposal submission queries, specifically around documentation requirements for past performance and technical proposal formatting.
The first question clarifies that offerors may use Standard Form 330 (SF330) to address demonstrated experience and key personnel requirements, with past performance to be evaluated using attachment J.1.8. The second question concerns supporting documentation for a previous DOS A/E contract, which the Department of State definitively stated cannot be used as valid documentation because the IDIQ contract has expired, even though task orders are still being performed. The solicitation remains open, with proposals due by March 17, 2025, at 3:00 PM ET, and a question submission deadline of March 4, 2025, at 4:00 PM ET.

19AQMM25R0079 Questions and Answers #3
1. Proposal Submission Requirements, Item #4:
Question: Is there a particular form or format that is desired for the technical proposal? An SF330 has been used in the past, but we do not see this stated as a requirement in the solicitation. Please advise.
DOS Response: Yes, the offeror may utilize the SF330 to address the demonstrated experience and names and resumes of key personnel requirements of the technical volume. Past performance will still be evaluated using attachment J.1.8.
2. Proposal Submission Requirements, Item #6:
Question: Our team was part of the previous DOS A/E contract with an approved rate schedule. The contract expiration date has passed which means no new work can be awarded, but our team is still actively working on task orders associated with this contract indicating that our existing contract is still active. We wanted to confirm that our DOS A/E contract would be an acceptable form of supporting documentation to satisfy Option #1 of Item #6? Please advise.
DOS Response: Although the task orders are still being performed, the IDIQ contract has expired and is no longer valid. Option 1 from Item 6 also requires the year of contract performance to be identified and because there is no valid period of performance this requirement cannot be met.
