RFP 19AQMM24R0128 QUESTIONS AND ANSWERS III
1. Can the Government consider a two week extension after the release of posted Q&A to allow offerors sufficient time to adjust proposal responses based on Government answers to submitted questions? The current question deadline of September 6 and the RFP due date of September 13 does not allow for much time.
The Government will extend the closing date to September 18, 2024, 3:00 PM EST.
2. Please confirm that if offerors are considered a small business under the procurement
NAICS 335312 are not required to provide a Small Business Subcontracting Plan per
Section L.10 and L.19 with proposal submission.
That is correct, if offerors are considered small businesses under NAICS 335312, they are not required to provide a Small Business Subcontracting Plan.
3. Are generator manufacturers/vendors allowed to bid directly on this opportunity?
All bids and proposals must be submitted and provided by the party that solicited in response to the CO RFP.
4. The SOW indicates that offerors should include a separate price identified as an option for dealer start up and commissioning services for future installation activities (SOW
1.1). Please confirm that the actual installation is not part of the current scope and is not part of the future scope of work, but only start up and commissioning.
Correct, installation is not in scope. Commissioning and testing to be conducted is linked with the production/manufacturing and assembly process.
5. If installation services are not required as part of the current and/or future scope of work, please clarify why offerors are required to price the services for CLIN 0002-0007 per J.6
Cost Estimate Format?
This is required to ensure that all requirements of the scope are being addressed and offered by the bidder.
6. Are the Corporate Experience J.9 attachments considered within the 15 page limit for the
Technical Volume?
The Corporate Experience (Attachment J.9) does not count against the 15 page Technical and Management proposal page limitation.
