RFP 19AQMM24R0128 QUESTIONS AND ANSWERS I
1. Is there a possibility of a site visit?
Unfortunately, no. Site visit opportunities are constrained by travel logistics and visa receipt timing.
2. Are these generators to replace current generators on site or are these additional generators or larger generators with different specifications?
Replacement generators are considered replace in kind.
3. Just to be clear, the contractor is not responsible for installation but only the procurement, logistics, and delivery of the 9 generators to the site. Correct?
Correct. Installation services are not in scope.
4. The 30 months period of performance is inclusive of the procurement, shipping, and delivery of the generators to the US Embassy compound in Iraq but does not include installation?
Correct, installation is not scope. If the bidder determines that market place conditions (raw material or equipment lead times) or factory production capabilities dictate a different delivery period, the bidder can propose an alternate delivery schedule for USG consideration.
5. Will our personnel be granted access to the BDSC site?
Unfortunately, no. Site visit opportunities are constrained by travel logistics and visa receipt timing.
6. One question: we understand the max voltage of 15 kV and ampacity of 3000; however, is there also a max POWER rating for each 50 HZ unit? We are surmising that the nominal size is 5 MW for each of the 9 units, for a total power output of 45 MW for the U.S. Embassy.
15KV is rated system voltage. Operating parameters include are 11KV, 2MVA, 1.6KW,
0.8 PF, 1500 RPM, 50Hz, 3 PH, 4W. Please note that the plant existing configuration uses eight (8) each generators, paralleled to a common bus. The ninth (9th) generator is considered a system spare in case of failure with any one of the 8 sets.
Prime Power Rating - Each new generator system shall be rated and designed in accordance with ISO 8528 and per manufacturer ratings. Each generator system shall be rated as prime running power/prime power. With unlimited hours of usage for varying load conditions. Average variable load factor shall be 70% of the prime power rating with 10% overload available but limited to 1 in 12 hours and not to exceed 25 hours per year.
The 10% overload shall be in accordance with ISO 3046-1. To ensure maximum life expectancy and mean time to overhaul, the new generator systems shall be capable and permissible to provide an average power output over a 24 hour operational period not to exceed 70% of the prime power rating.
7. We kindly request an extension of at least 2 weeks to prepare a more comprehensive and competitive proposal.
Unfortunately, due to end of the year, we will not be able to extend this RFP for two weeks.
8. Could you please provide us with the general drawings that show the locations of the generator set and panel board?
There is no installation taking place. Please refer to the Generator Specs in the RFP Attachments.
9. Could you please clarify if there are any existing day tanks and fuel tanks currently serving the generators?
Day tank package is not required or included in scope.
10. Will the Government consider extending the RFP due date?
The Government will extend the RFP due date to Wednesday September 18, 2024.
11. Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need?
This is a new Procurement, there is no incumbent.
12. Given that this is an equipment sale with commissioning and testing, but no installation, do we need to give broken down price of every CLIN or can we just do one lumpsum for project costs? I guess a different way to ask the question, do we have to fill out every line item or can we do lump sum per equipment price, shipping, commissioning service?
Please include a price breakdown of what is being offered. The aggregate can then be made.
13. Is offloading at the destination done by others or by the contractor?
At this time, equipment/cargo off-loading will be accomplished by site.
14. There's a budget estimate for this project and if it's what's the estimate?
The Government expects the vendor to proposed based on the information that is already provided in the RFP.
15. Who's responsible for removal the old systems and packages?
This work is not included in the scope and will be performed separately by others.
16. Is crane available in the site and if it's what is the capacity?
Site will be responsible for off-loading equipment upon arrival at site. However, equipment submittal details shall include weight and dims of equipment, center of gravity identified and lifting points identified.
17. Can we do a site survey?
Unfortunately, no.
18. 8 generators out of 9 already available and match 100 % of the technical requirements, ready for immediate delivery, would you accept that?
That can not be responded to without knowing what the details are for what would be proposed. If equipment being proposed on is considered off the shelf, it is requested that the proposal reflect as such.
19. We didn't see requirements for step up transformers, did we miss any document?
Step up or step-down transformers are not required for generator output. Rated system voltage is 15KV, operating voltage is 11KV, 2MVA, 1.6KW, 0.8 PF, 105A, 1500 RPM, 50Hz, 3 PH, 4W.
20. Are there any origin restrictions?
Please specify or identify specifics. It is unknown what is being referred to or questioned.
21. Paragraph 1.1—Generator Capacity and Specifications: The RFP mentions a requirement for medium-voltage, metal-enclosed/packaged generator systems at the U.S.
Embassy in Baghdad (BDSC). However, it does not specify the generator capacity, only referencing the switchgear capacity. Could you clarify the specific capacity and output requirements for the generators?
This is included within the specification document. But generator electrical spec includes a rated voltage of 15KV, operating voltage of 11KV, 2MVA, 1.6KW, 0.8 PF, 1500RPM, 50H, 3 PH, 4W
22. Paragraph 1.1—Commissioning Services and Timeline: The proposal requires a separate cost identified for dealer startup and commissioning services. Since these generators may be part of an inventory for later use, should the proposal specify a valid time frame for commissioning costs? Is there a standard period after which the price can be revised if the commissioning occurs after a delayed timeline?
No. The intent of the commissioning and testing services is to verify equipment performance and compliance with specifications and manufacturer instructions at the time production is completed. Any future commissioning or testing necessary to place the equipment into an actual service condition or application will be conducted by others, separate from this contract.
23. Paragraph 1.1.2—Shipping and Security Considerations: Will the delivery of the equipment be phased or delivered as a single shipment for material procurement and shipping? Additionally, should private security costs be factored into the proposal, given that shipping insurance might not be available?
The offeror can propose a one time or phased delivery plan at their discretion. Also, both options can be presented for USG consideration and selection. If both options are presented, costs for both will have to be listed and included with the offer.
It is unclear what private security costs may entail. If shipper insurance is not available or cannot be furnished, please provide details within the offer including the citing of reasons why such insurance cannot be offered.
24. Paragraph 1.2—Base Contract Clarification: The RFP mentions that all deliverables shall be made in accordance with a "base contract." Is there a base contract already in place, or will this be established with the awarded contractor?
The Government will revise the RFP, there is no base contract. See revised SOW.
25. Site Access and Logistics: Are there any specific site access or security clearance requirements for contractor personnel during the installation, commissioning, or maintenance phases at the Diplomatic Support Center (BDSC) in Baghdad? What level of coordination will be required with U.S. Embassy security teams?
For delivery of equipment only, advance notices and shipment invoices, bill of lading and importation and customs clearance applications will be required. Freight forwarding services should include these requirements. Site will provide necessary assistance to coordinate with host country delivery plans and MFA/Government approvals of shipment consigned to the US Embassy, Baghdad, Iraq.
26. Warranty and Maintenance: The RFP does not explicitly mention warranty terms or the maintenance support required for generator systems post-installation. Should the contractor include a long-term maintenance plan or extended warranty options as part of the proposal?
No for either. No maintenance services are required, and standard manufacturer warranty, terms and conditions will apply.
27. Phased Commissioning for Future Expansions: Will future expansion plans or upgrades at the BDSC influence the scope of this project? Should the contractor propose systems with modularity or expansion capabilities to accommodate potential future growth?
No. Those features are built into the capacity and equipment specification requirements.
28. Required Power Output: Could you provide specific figures or clarifications regarding the total power requirements, including prime and peak power capacity?
This data is included with the generator equipment specification. Please see response above for item number 1.
29. Number of Generator Units: Is it the intent of the U.S. State Department that suppliers offer a solution to meet the same total power output using fewer or more than nine units?
Would adjusting the number of generator units be acceptable as long as the total power output remains consistent with the SOW requirements?
Generator quantities are also specified to provide operating flexibilities in case of failure or security incident. Decreasing equipment count can invoke certain operational or security risks that can affect mission or mission sustainment.
30. Integration with Existing Facilities: Will the new generators be integrated into existing facilities and infrastructure? If so, could the U.S. State Department provide detailed information on the existing units, foundation, and power building drawings or specifications to ensure compatibility with the current layout?
New equipment will be integrated with similar like in kind generators and paralleled to medium voltage switchgear. Physical connection of new equipment being furnished under this contract will be made using existing power cables.
The physical placement of new equipment shall be detailed on equipment submittals furnished by the successful offeror. New generators will be placed onto concrete pedestals and foundations.
31. Country of Origin and Equipment Manufacturers: Does the U.S. State Department have any restrictions on the country of origin or specific brands for the supplied equipment?
Cummins Power and Caterpillar systems currently exist at site. However, the offeror can propose equipment so long as proposed equipment meets or exceeds scope and specification requirements, including any maintainability requirements.
