RFP 19AQMM24R0128 Questions and Answers II
1. The MV genset specification section 1.4 PERFORMANCE REQUIREMENTS gives parameters for allowable sound pressure levels of 90 dBA for a Style I (Unhoused gensets). Is this the correct specification for this application?
Yes.
2. The documents specify compatibility with high sulfur content #2 diesel fuel oil. Further clarification on the maximum sulfur content and any other specific fuel quality parameters (e.g., water content, contamination levels) would be beneficial.
No consistent data is available. Site delivered fuel quality and contents can vary. Engine must operable on high sulfur content applications with ASTM provisions, e.g. for comaportive information only - Caterpillar 3516 series or equal.
3. Where should the separate cost for startup and commissioning services be listed? There is no CLIN allocation for this work.
If this refers to the production level commissioning and testing, include those costs as separate lines with the production costs.
4. Can a detailed list of required spare parts be provided to keep cost allocations between bidders nondiscretionary?
Spare parts requirements are defined in scope, per run hour time. Manufacturer requirements would apply.
5. Please provide an SLD of the existing parallel switchgear.
See attached Diagram.
6. Can you share the existing switchgear manufacturer and type?
General Electric, Vacuum type, 15KV rated…1980’s vintage…
7. Please share any relevant information for communicating/synching with existing switchgear.
There is no synchronization associated with the switchgear. Each generator is synchronized using its own independent system.
8. SOW requires UL listing. Is a comparable listing from other countries acceptable? E.g., CE listing for European countries.
That can be considered.
9. Pricing file J.6 has reference in the TOTAL PO PRICE tab to a MATERIAL AND EQUIPMENT COST tab. There is no MATERIAL AND EQUIPMENT COST tab present in the file. Please provide the complete pricing file.
See attached Cost Estimate Format.
10. Please specify if all compliant and quality manufacturers of equipment, engines, and generators will be assessed equally, or if there is a preference.
Cummins and Caterpillar equipment is predominant at site. Proposed equipment and details will be evaluated for technical compliance with scope and specifications.
11. What preference will be given to schedule, as 30-week lead time limits the production market availability The offeror can offer an alternate schedule however, all deviations must be documented with justification and reasoning specifying and stipulating why a certain schedule activity ID or series of activities require time modifications. If current market conditions are impacting delivery and production schedules, those and any other schedule impacts or constraints should be recorded and documented within the offer.
12. Please confirm that a completed Section K – Representations and Certifications should be provided in our Price Proposal (Volume 2).
Yes, please submit completed section K in your Price Proposal.
13. Reps and Certs are in two places in the Solicitation document – Section K, and in Section L.4. They are slightly different in each section. Does it matter which one we complete and provide with our proposal?
They should both be completed, FAR 52.212-3 is specific to Commercial Products and Services, while FAR 52.204-8 is more of a general clause that simplifies the process by allowing annual updates in SAM.
14. Please confirm that the Signed SF 33 Form should be included in our Price Proposal (Volume 2).
Yes, please submit the signed SF33 with your Price Proposal.
15. Please confirm that our bid should remain valid for 30 days as stated in Section L.3 ( C ) on page 58 of the solicitation.
Yes, your proposal should be valid for 30 days.
16. For proposal submittal – is there a file size limit on the emails that we send with our proposal files?
