RFQ: 19AQMM24Q0123
Q and A
8/05/2024
152 Questions & Answers
Question 1: The spec calls out for wood veneer product in both the private offices and workstations. Would the US State Department accept an alternative of laminate for offices and workstations that would be more cost effective?
Answer to Question 1: Please refer to the RFP, the solicitation outlines a range of minimum finish options, refer to sections 1.4.1 for workstations finishes and 1.4.2 for private office casegoods finishes.
Question 2: If a contract has a list of secondary sustainability/environmental requirements (ex.
EPP, ANSI, BIFMA, etc.), do we actually need to find a supplier that complies with every single one of them or if there are 6, realistically we only need to comply with 4 or 5 if we have competitive pricing and a solid supplier.
Answer to Question 2: Yes. You must comply with ALL that are listed within the contract & solicitation. The RFP calls out the quality and sustainability standards the products must meet. These are industry standards, not just for manufacturers on GSA.
Question 3: Generally for the secondary requirements for these, are they very strict? For example in the case of wood plank orders, they sometimes had EPP (Environmental protection product (?)) certification required but most mills even in the US cannot provide that kind of certification.
Answer to Question 3: We cannot attest to how strict the requirements are. If they are listed, they are required.
Question 4: ELECTRICAL – RACEWAY & WIRING CONFIGURATION (SF1449, PDF pg
10, #1.5.2, sixth bullet): Please confirm you will accept an 8-wire, 4+2+2 configuration as an acceptable electrical configuration.
Answer to Question 4: Per the solicitation Section 1.5.2, a 4+2+2, 8- wire configuration is acceptable and must meet the following criteria: Four (4)20-AMP circuits, non-directional 8 wire configuration: four hots, two neutrals (10 AWG, 35A rated), two grounds.
Question 5: TRADE AGREEMENT ACT (SF1449, PDF pg 22): The terms of our GSA
Schedule contract deem our products must be Trade Agreement Act (FAR 52.225-5) compliant. Given that this BPA will be based off a GSA agreement, please confirm that Trade
Agreement Act is an acceptable alternative to Buy American-Free Trade Act (FAR 52.225-3) and
Buy American - Supplies (FAR 52.225-1.)
Answer to Question 5: Yes, this is acceptable.
Question 6: Which workstation typical should be used for the bid pricing of the 4.5 & 8.3, “A” , “B” or “C”?
Answer to Question 6: Per the table in Section 1.3 of the solicitation, please include pricing for 4.5 (A), and 8.3 (C).
Question 7: Which private office should be used for the bid pricing “A” or “B”?
Answer to Question 7: Please include pricing for A.
Question 8: Do the written specifications outweigh what has been drawn? In other words, shall we follow the written specifications or drawings?
Answer to Question 8: Please follow the written specifications.
Question 9: Should the specifications be in 110 or 220 volt for the pricing submittal?
Answer to Question 9: Please use 220V for pricing submittal.
Question 10: Section 1.5.2 – we see that an alternative wiring of 4+2+2 has been added and we would like to understand if there is a preferred wiring configuration of the two options (4+4+2 or the new alt of 4+2+2?)
Answer to Question 10: Both options are acceptable. Per the RFP - The electrified configuration must consist of one of the following configurations: a) 10-wire configuration consisting of four phase conductors, four neutral conductors, with one dedicated to each phase and two shared grounds (shared by two conduits); or b) 8-wire configuration consisting of four phase conductors with two upsized (10AWG) neutral conductors, with one shared with two phases and two shared grounds (shared by two conduits).
Question 11: Should the NEMA 6-20R include a functional circuit three?
Answer to Question 11: Yes
Question 12: Is this a multiple manufacturer award?
Answer to Question 12: The government seeks to award BPAs based on manufacturers' capacity to meet RFP requirements. The number of awards will depend on how many proposals are received that meet the government's needs. It could be one BPA award or
100 BPAs.
Question 13: We would like to request three weeks after we receive answers back from our questions to submit our proposal package.
Answer to Question 13: Proposals are now due 8/29
Question 14: Must all electrical and wiring products proposed already be on GSA contract and publicly listed in the manufacturers GSA price lists?
Answer to Question 14: Yes.
Question 15: Regarding section 9.5 Past Performance of the SOW regarding manufacturers. Is the request to have past performance regarding the manufacturers electrical and wiring to have been used in the manufacturer’s own systems furniture products? In other words, Knoll’s 250v
