Answers to Additional Questions Received Against 191BWC22R0005 – Nogales IOI Rehab Phases 4 & 5
13. Phase V - S. Pena Blanca Highland Lift Station Inquiry (MH 77) In the "Lateral Information Table" sheet reference number V-GI-0004 & DWG V-CU-2032 of Phase V, there is a 15-inch Lateral coming into MH #77 (Sta. 338+11.46) of the IOI Pipe from the S. Pena Blanca Highland Lift Station. However, there is no information provided on this Lift Station to be able to design a competent bypass plan for these flows. Can further information associated with the S. Pena Blanca Highland Lift Station be provided? (i.e. flow data, anticipated bypass suction manhole location, distance or total length of the existing forcemain from MH #77 to the pump station, frequency levels of the Lift Station in operation, etc.). Further information is required in order to successfully quantity this item in the bypass scope of work for the bid.
Response 13: Refer to Solicitation Section J. Attachment# 26 for additional information regarding flow information provided by the City of Nogales. A set of drawings for a recent repair on the Peña Blanca pipeline has been provided to provide some information for the force main (Section J Attachment# 27). Additional drawings with more detail for the pipeline will be provided in the next amendment which is anticipated the week of 6/6. The Peña Blanca Highland Lift Station is located west of the intersection of Boulevard Del Rey David and the I-19 W. Frontage Rd. The force main line transitions to a gravity line prior to discharging into the IOI and a manhole is located along the gravity line within 100’ upstream of the IOI MH#77. The Construction Contractor is responsible for any coordination with utility owner/operators and for verifying all information including to verify quantities and locations of manholes and pump station. A point of contact for the lift station has been provided in Specification Section 00.31.50.
14. Phase IV - Crossing of UPRR Track with Bypass Pipe Per American Railway Engineering and Maintenance-of-Way Association (AREMA) Volume 1, pressurized plastic carrier pipe is not permitted for use crossing beneath UPRR tracks without a rigid casing pipe(s). Please confirm that the cost of the rigid casing should be considered incidental to the bypass under Line Item 4 - Sewer Flow Management.
Response 14: Yes, refer to Specification Section 46.03.00 1.5 A.2.b. which indicates that all incidental work necessary for the bypass system shall be paid for under the bid item "IOI Sewage Flow Management" (CLIN 004).
15. Phase IV & V – NIWTP Flow Reports Attachments 09 & 10 give Average flow values for the IOI at multiple locations. Max, Min & Avg values are provided for the Average Daily Flows. Does the USIBWC have Peak Flow values in the same format that can be provided?
Response 15: USIBWC does not have the peak flows readily available in the same format as the Flow Reports provided. To aid with providing peak flow data, Attachment #28 has been included for the Trunkline and IOI flowmeters (Escalada, East street, MH#5, MH#98, and NIWTP) showing instantaneous flow rates at each during a year that has experienced high peak flows. Also note that Technical Specification Section 00.31.19 1.7, Table 3 provides record sewage flows.
16. Bid Schedule - We believe that there is currently an error for the unit of measure used line items 013, 014, and 016 in the bid documents. These items currently have a unit of measure designated CD. We believe this is a typo as the Nogales Phase 1, 2, and 3 project had a unit of measure that was CY (Cubic Yards). If CD is correct, can you please advise what CD stands for?
Response 16: CD is not an error in unit of measure. As mentioned during the Pre-Proposal Conference, CD is the acronym used in USIBWC's financial system for CY. Please see the Pre- Proposal Conference Agenda (item# 27 Table footnotes) that was released with Amendment
191BWC22R0005 Page 2 of 2
A00001 for this clarification. Provide your proposed unit price per cubic yard for CLINs 013, 014, and 016.
