TRUNKLINE & IOI REHABILITATION PHASES 1-3

Additional Questions and Answers Received Against 191BWC21R0002 – Trunkline & IOI Rehabilitation Phases 1-3

Q39: Spec Section 01.11.00 1.6D

It states that work can only happen from August through November between MH’s 44 and 45, this section is directly in the wash. The wash restrictions discussed at the pre-bid meeting state that work will not be allowed between June 15th and September 30th. This only gives 2 months to get this entire section done with these new restrictions. Will the district allow daytime (8 am to 8 pm) work within this section outside of the August to November timeframe?

A39: No. Offeror is directed to review the Phase III drawings III-CU-2015 and III-CU-2016. The segment of the IOI between MH's 44-45 is completely located outside the Wash. The restriction from the monsoon season do not apply to this segment of the IOI. All work for rehabilitation between MH's 44-45 shall occur between August through November.

Q40: During the pre-bid the Monsoon season was highlighted from Mid-June through end of

September and restrictions on work within the wash are in place. Can the district please provide dates of this restrictions?

A40: The monsoon season is typically from mid-June (June 15) through end of September (September 30), but the duration and precipitation amounts during monsoon season can differ each year.

Restrictions have been placed for the safety of the Contractor and work in progress within the Morley Tunnel, Nogales Wash, and Potrero Creek.

Q41: Critical Path work (addendum 4) includes an encasement of the RCP pipe. Doing this work is very risky when the pipe is live and not under bypass, as we are to put this line under bypass, would this be acceptable to perform once the line is under bypass rather than right after NTP?

This would also allow for the encasement to be a full encasement, if performed after the pipe has been lined.

A41: Yes, but note that this work is required to be prioritized because the current conditions of these areas expose the IOI to damage from stormwater during the monsoon season. Contractor shall be responsible for any additional damage that may occur if work is not completed before the monsoon season in 2022.

Also note that Specification Section 01.11.00 1.6 C. requires that the encasement, among other critical work, shall start at NTP once (1) mobilization is allowed and (2) all required permits and right of entry for these areas have been approved. Mobilization is not allowed until all premobilization submittals noted in Section 01.11.00 3.1 are compliance confirmed. In Amendment 5, additional UPRR permit requirements were noted under Section 00.31.43 1.10 C.

specifically for the wash repair work. Therefore, work for the encasement between Manhole 86- 87 will not occur at NTP and likely will not occur immediately once mobilization is allowed because it also requires a permit approval and CROE from UPRR before this critical work can be completed.

Q42: In reference to Q26 (Overtime Inspector rates) from Round 1 of questions… is inspector required to be on site at all times or as typical, to be on-site at key times of construction – Post video, Manhole testing, etc. Please clarify so that pricing proposal can be accurate with overtime inspector costs.

A42: The Construction Inspector is required to be onsite at all times during construction. Overtime inspection is required at the discretion of the Government and depends on the type of construction activity being performed during overtime hours. Video inspections, testing, and concrete placements always require inspection. Overtime inspection would be required for any hours beyond the normal 40 hours per week or on the weekend.

Q43: Although, carbon fiber reinforced polymer (CFRP) has been used for infrastructure rehabilitation successfully for decades, the technology has recently gained acceptance for sewer and manhole rehabilitation. A guideline specification was just published by National Association for Sewer Service Companies (NASSCO) for sewer pipe rehab with FRP and the technology is currently being considered for inclusion in the manual of practice for manhole rehabilitation (MOP 92) by NASSCO/ASCE. As such, requiring a significant number of rehabilitation projects solely on manhole projects will prevent the owner from receiving competitive bids. There is essentially no difference in applying CFRP on a concrete structure (above or below ground) and a manhole. The application procedure is essentially the same. We are of the opinion that overall experience and expertise in the FRP technology matters more than having done rehabilitation on a specific number of manholes. As such, we request IBWC/Engineer of Record change this qualification to “minimum of 250 projects completed on concrete structures.”

A43: Specification Section 46.06.00 1.8 B.3. has been revised to require the applicator to have completed a minimum of 50 successful rehabilitations of concrete structures using the CFSMRS.

Note that the manufacturer and applicator requirements require proven experience for a minimum number of manholes or structures, respectively, not a minimum number of projects. For example, the manufacturer or applicator may have 5 projects that fulfill the total minimum number of manholes or structures required for proven experience.

Q44: For Technical Proposal – Volume II – will “Divider Pages” count as part of the 40-page max?

Generally, neither of these are not included as the formal page count.

A44: No.

Q45: For Technical Proposal – Volume II – will “Resumes” count as part of the 40-page max?

Generally, neither of these are not included as the formal page count.

A45: No. See Solicitation Section L.06 B.a.1.(c) which states that "cover page, table of contents, resumes, and references" are excluded from the page limit. Note that per L.06 B.d.3.(c), resumes should not exceed two pages.

Q46: In reference to reply / “Answer” to a previous question…see Q7 from Q&As, part of Addendum

# 5 information. We understand that our submittal brochure spoke to a possible max length of 750 feet, however, that document is for public guidance and not actual. Each project is assessed on a case by case basis and we would like to request the shot length be left up to the contractor due to the uniqueness of each project. A project example is provided below and the majority of shot lengths are more than 750 LF - installation lengths for this product have been successfully completed and often times include lengths well over 1,500 LF.

A46: It is acknowledged that the information previously provided by the Offeror as part of Q7 from the

Amendment 00005 Questions and Answers for the proposed CIPP liner was general in nature and not intended to be specific to this project. As stated previously in A7 of the A00005 Questions and Answers, the project would consider a CIPP liner that is an approved equal that meets or exceeds the project specifications. Thus, the Contractor would be responsible for ensuring that their proposed product meets all the site specific requirements.

Q47: Will the front cover page, the Executive Summary, the back cover, and the sectional dividers count as pages? The sectional dividers would be used to introduce the (1) Technical Plan for Construction, (2) Past Performance, (3) Experience, (4) Safety, (5) Construction Schedule, (6) Resource/Value info, (7) Submittal Compliance, & (8) Appendix (or References?)

A47: No, except for the Executive Summary that does count as part of the page limit. See answers to questions 44 and 45.

Q48: Section I, Contract Clauses In regards to the Small Business Subcontracting Plan (52.219-9 Alternate II), has the USIBWC established percentage goals for small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns listed in the subcontracting plan?

A48: Below are the USIBWC goals. These are also the SBA statutory goals.

Small Business Category Small Business Procurement Goals SBCs Not less than 23% of the total value of all prime contract awards for each fiscal year SDBs Not less than 5% of the total value of all prime contract and subcontract awards for each fiscal year WOSBs Not less than 5% of the total value of all prime contract and subcontract awards for each fiscal year SDVOSB Not less than 3% of the total value of all prime contract and subcontract awards for each fiscal year HUBZone SBCs

Q49: L.06 Technical Proposal Instructions, B.a.1.c.

(c) The Technical Proposal shall not exceed 20 double-sided 8.5 inch x 11 inch pages in length

(40 single-sided), excluding cover page, table of contents, resumes, and references. What are the references this is referring to that will not count in the page total? Are references the same as Client Authorization letters?

A49: Yes.

Q50: L.06 Technical Proposal Instructions, B.a.1.c.

Are Client Authorization letters (see B.c.1.(c)) excluded from the page count?

A50: Yes.

Q51: L.06 Technical Proposal Instructions, B.a.1.c.

Can we add an Appendix to include attachments such as resumes?

A51: Yes.

Q52: L.03 General Proposal Instructions Under L.03.B, the solicitation states that "The Offeror shall not include the solicitation number nor the project name on the outside of the proposal packaging…." Under L.03.H.b, it states, "The exterior of each package containing proposals shall be marked with the Solicitation Number, the time and date for receipt of proposals, and the name and address of the Offeror...." Can you clarify? Are these referring to the same package or is one referring to an outer package containing inner packages with the separated volumes?

A52: These are not referring to the same package. L.03 B. is referring to the outer package, or shipping box, containing inner packages with separated volumes. L.03 H.b. is referring to the inner packages with separated volumes. Also, L.03 H.a. is referring to each separate copy of the volumes.

Q53: L.06.B.a.2.(e) The instructions under L.06 state that "Proposals shall be…printed in black on white, uncolored background." For charts and graphics, can color be used to aid in readability?

A53: Yes. L.06 B.a.2.(e) is referring to the narrative text being printed in black on a white background.

Q54: On this project, if by-pass pumping could be avoided, could segmented sliplining be an approved option?

The monetary savings would be amazing and it would encourage more bidders.

We have been helping agencies save monies on these types of projects for over 30 years.

Many engineering groups are unaware of what we offer and we’d like to speak with your experts about our ability.

A54: No, CIPP was the approved design alternative by all stakeholders for rehabilitation of IOI.
