About this file

This document is Addendum 2 for Bid #25006474 issued by the City of Midland, addressing an irrigation and water system upgrade project for the Road Runner golf course. The bid opening date has been extended to Tuesday, September 2, 2025, at 2:00 PM. The project involves upgrading the existing golf course irrigation control system, including radio and cable communication for controllers, installing new well connections, upgrading pump stations, and replacing existing sprinklers. The scope includes 80 trees with bubbler systems, approximately 1,500 existing sprinklers to be removed, and infrastructure improvements for water supply and distribution.

Key technical details include specifications for piping (including purple striping for non-potable water), valve types, electrical wiring, and communication systems. The project involves multiple components such as upgrading wells #1-4, installing new RO (reverse osmosis) systems, and implementing communication and control systems for pump stations and irrigation. Bidders are required to address specific technical questions raised in the addendum, including pipe sizing, valve specifications, electrical requirements, and communication mediums. The project appears to be a comprehensive upgrade of the city's irrigation infrastructure, with multiple alternates and options for bidders to consider.

ADDENDUM 2

BID # 25006474

TO ALL BIDDERS ON THE SUBJECT BID:

ADDENDUM # 2

DATE: August 25, 2025

The following questions were raised by one or more of the proposers. The answers are provided as a matter of clarification for all proposers as follows:

PLEASE RETURN THIS ADDENDUM WITH YOUR BID BY THE CLOSING DATE.

Please be advised that the bid opening date has been officially extended. The new scheduled date and time for the opening of bids is Tuesday, September 2, 2025, at 2:00 PM. All submissions must be received prior to this revised deadline to be considered.

The base system is to have the existing Road Runner golf course upgraded control. There are some holes where the communication cable has been damaged and there will be a need for radio control to those controllers then use existing cable to the controllers down line. Alternate #4 notes a deduct for minimum improvements to the Road Runner control system other than radio control off the existing central computer and upgraded to controllers closest to wells for Toro Sensor input boards to monitor flows of each well.

Wells #1 & 2 are to feed the RO lake near the parking lot with existing piping, new on/off controls, recommend radio medium. Wells #3 & 4 are to fill the Road Runner course reservoir. Hard wire operation would be best, as new fill pipes and trenching will be required. Confirm wiring and radio medium communication with pump station supplier

Q1: Plan Legend head quantities and Bid form unit price contractor head quantities for sprinkler heads do not match. Please advise which is correct and which quantities are to be bid?

A1: Please recheck your math as the plan quantity is the same as the design sheets

Q2a: Bid item 8) Furnish and install a Rainbird RWSMB1401 Mini root water bubbler system at each new tree. It is estimated that there will be a need for 50’ of 2” lateral piping for each tree. (Contract quantity 50). Is this supposed to be 2” HDPE lateral pipe? Is this supposed to be in the base bid as it is not shown on the plan?

Q2b: Bid item 21) Furnish and install 1 1/2" sch40 solvent weld PVC pipe or 1 ½” HDPE and fittings for bubbler system based on 40 zones & 500’ per zone.

(Contract quantity 20,000’) Is this supposed to be in the base bid as it is not shown on the plan?

A2: 80 trees/80 bubbles, 40 valves/500’ 1 ½ or 2” pipe = 20,000’ bubbler non pressurized piping in the base bid.

Q3: Specs state All 2” piping will be colored purple with 5/8" black letters marking "Caution: Non-Potable Water - Do Not Drink" stenciled onto it. I don’t think that make 2” HDPE this color? Will Any or all of the pipe require a Purple stripe?

A3: Purple stripe is acceptable

Q4: Specs state Purple tops on heads and QCV’s. Is that correct?

A4: See TCEQ requirements as to non potable sprinkler marking requirements

Q5: Will stacking of RO Mainlines and Lake Water Mainlines be allowed. If not, what is the vertical separation required when the must cross each other?

A5: See specification 3.01.A, where crossings are required 12” vertical separation minimum

Q6: Direct Burial Trey Cable power wire be allowed in lieu of THWN in conduit?

A6: Conduit is required for all high voltage (over 30 Volts) electrical wiring if installed in a waterline trench. Be sure to investigate the NEC codes on your next 2-wire system.

Q7: Will the city be providing the disconnects from the transformers to both Pump Station and the RO system?

A7: See specifications 3.18A

Q8: Alternate #6: Deduct for new HDPE well supply pipe from wells to irrigation lakes with upgraded start/stop telemetry from new pump station. Is this hardwired or radio controlled?

A8: Either medium is acceptable be sure pump supplier includes well location start/stop telemetry

Q9: Well Connection Detail shows a 6” Check Valve and 4” Remote Read Meter.

Can model #’s be provided for both these items?

A9: Check Valve, same as on pump station, meter compatible with Toro sensor input kit #SMRT-SEN-BRD-KIT at each well location

Q10: Bid item 9) Furnish and install a satellite field controller including proper surge/electrical protection for the 24 VAC wiring and 120 VAC wiring, mounted in plastic controller cabinet. Section 2.11 is 230 Volt wiring in conduit. Which is correct?

A10: 230 Volt power is to be supplied at the Pump locations see sheet 5i of 8 for details as the pump station manufacturer usually is the best partner to supply the detailed components

Q11: What size is the valve and POC to the right side of #10 tee coming off 12” mainline?

A11: 8” connection

Q12: Contractor will remove the old sprinklers (keep in reusable condition), cap swing joints. How many Existing heads are to be removed and what cap method will be required?

A12: During the pre-bid meeting it was determined there were about 1,500 existing sprinklers

Q13: Sheet 8i of 8 shows MCI/Flowtronics as the RO 1,250 GPM station so why is this listed as Alternate #2:? Furnish and install a Flowtronex prefabricated pump house with circulation, proper roof access hatch and lighting. A typical drawing and pad size of building is to be furnished in the contractor submittals include footings for support of walls, installed as per local codes:

Add for 5,500 GPM pump $___________________

Add for 1,250 GPM Greens RO pump $___________________

A13: The pump stations need an enclosure; the question is how much will it cost for MCI to build the enclosure

Q14: Is there a model number you can proved for the ISCO/Aquafuse Poly isolation valve that have a cross handle?

A14: Aquafuse only sells the 2” square operating handle no cross handle option is available

Q15: Conflict on AR valves, Bid form calls for 2” Crispin Detail shows 1” Bermad which is correct?

A15: The Crispin is a superior valve but has metal construction which we are trying to avoid with the poor water quality. The Bermad is an acceptable equal in this application

Q16: The pipe that connects to the RO system is not shown on the plan or in the details. Can a piping plan be provided? What size flanges, z-pipes, etc.

A16: See sheet 8i of 8 and the left pump detail and confirm with the pump station manufacture on discharge size

Q17: Irrigation - The slab fir the small pump is uneven, are we to replace it or try to level the existing?

A17: Yes the pump slab on the reservoir for the smaller RO pump system is not level. The pump skid will need to be leveled until funds are available for correction. This will be discussed during the evaluation process.

Q18: Is a bonding wire required?

A18: See specifications 3.15.H. Also be aware that the NEC color coding for 230 volt systems are: Black & Green “Hot” and Green is the equipment ground. Bid sheets notes (4) wires required which would include the bond as noted in section 3.15.H

Q19: Irrigation - Will there be a new bid Sheet with all of the options PTP has for the controllers and wells?

A19: See items 17 & 18 no need for additional bid sheet

Please return the addendum with your bid by the closing date. All other terms and conditions shall remain the same.
